Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติ (2) เปรียบเทียบระดับความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติ (3) ปัจจัยที่มีอิทธิพลต่อความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติ และ (4) ข้อเสนอแนะเกี่ยวกับการนำหลักธรรมาภิบาลไปปฏิบัติให้ประสบความสำเร็จ ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ ข้าราชการสังกัดเรือนจำและทัณฑสถานเขต 8 กรม ราชทัณฑ์ 14 หน่วยงาน จำนวน 664 ราย ได้กลุ่มตัวอย่าง 250 ราย โดยสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ (1) ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าต่ำสุด และค่าสูงสุด (2) วิเคราะห์ระดับความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติใช้การทดสอบค่าที (3) วิเคราะห์ความแตกต่างใช้การวิเคราะห์ความแปรปรวนทางเดียว และ (4) วิเคราะห์ความสัมพันธ์ด้วยวิธีถดถอยเชิงพหุแบบขั้นตอน
ผลการวิจัย พบว่า (1) ความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติในเรือนจำและทัณฑสถานเขต 8 กรมราชทัณฑ์ในภาพรวมอยู่ในระดับมาก (2) การเปรียบเทียบความแตกต่างความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติในภาพรวม พบว่า ความสำเร็จในการนำหลักธรรมาภิบาลไปปฏิบัติของข้าราชการระดับตำแหน่งที่ 1 – 6 ไม่แตกต่างกัน (3) ปัจจัยที่มีอิทธิพลต่อความสำเร็จของการนำหลักธรรมาภิบาลไปปฏิบัติทุกด้าน พบว่าตัวแปรอิสระมีความสัมพันธ์ 8 ตัวแปร มีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ มีใจและการกระทำที่เป็นประชาธิปไตย มีส่วนร่วมโปร่งใส มุ่งเน้นประสิทธิภาพ มีศีลธรรม คุณธรรม มุ่งเน้นผลงาน วัตถุประสงค์และมาตรฐานนโยบาย การได้รับการยอมรับนับถือ ความก้าวหน้า และความสำเร็จในการทำงานของบุคคล (4) กลุ่มตัวอย่างได้เสนอแนะให้ผู้บริหารให้ความสำคัญในการนำหลักธรรมาภิบาลไปปฏิบัติ สนับสนุนให้บุคลากรยึดหลักความมีส่วนร่วมในการดำเนินงานทุกขั้นตอน และส่งเสริมการทำงานเป็นทีมตลอดจนฝึกอบรมข้าราชการให้มีความเข้าใจในหลักธรรมาภิบาล
The purposes of this study were : (1) to study the level of success of the good governance implementation; (2) to compare the level of success of the good governance implementation; (3) to study factors influencing achievement of the good governance implementation; and (4) to study suggestions of the good governance implementation success. The population in this study were 664 government officers of 14 organizations of prisons and correctional region 8 Department of Corrections. 250 samples were selected by using stratified random sampling methodology. The instrument used was questionnaires. The statistics used to analyze the data by computer programs were (1) frequency, percentage, mean, minimum value, maximum value, and standard deviation; (2) t – test Analysis for analyzing the water users participation level; (3) One – way Analysis of Variance (One - way ANOVA) for analyzing the difference; and (4) Stepwise Multiple Regression Analysis for analyzing the relationship. It was found from the study that: (1) the overall success of the good governance implementation in prisons and correctional region 8 Department of Corrections in every process was at “much” level; (2) overall image of comparison of using good governance was successful level of 1th grade – 6th grade government officer were not different; (3) overall factors influencing the achievement of good governance implementation were 8 independent variables at 0.05 statistical significance, the variables were the Democracy, Efficiency, Morality, Yield, Policy Standards and Objectives, Recognition, Advancement, and Achievement in Working; (4) The suggestion is to promote participation at all levels; to promote teamwork and government officers should be trained to understand principle of good governance.
