Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษา (1) สถานภาพการดำเนินงานของวิสาหกิจชุมชนแปรรูปและผลิตภัณฑ์อาหารจังหวัดน่าน (2) สภาพสังคมและเศรษฐกิจของสมาชิกวิสาหกิจชุมชน (3) ความคิดเห็นของสมาชิกเกี่ยวกับการดำเนินงาน (4) ความคิดเห็นของสมาชิกต่อการมีส่วนร่วมในการดำเนินงาน (5) ปัญหาในการดำเนินกิจกรรมของวิสาหกิจชุมชน (6) จุดแข็ง จุดอ่อน โอกาส อุปสรรคและแนวทางการพัฒนา ผลการวิจัยพบว่า สถานภาพการดำเนินงานมีความเข้มแข็ง มีทิศทางที่ชัดเจน มีการกำหนดเป้าหมายกลุ่ม มีจริยธรรม มีความรับผิดชอบต่อชุมชน รักษาทรัพยากรและสิ่งแวดล้อม กำหนดแผนการปฏิบัติงานชัดเจน ชี้แจงแผนการดำเนินงานแก่สมาชิก มีการติดตามข้อมูลการจาหน่ายสินค้า และนาข้อมูลมาปรับปรุงอย่างต่อเนื่อง แสวงหาความรู้ใหม่ อนุรักษ์และต่อยอดภูมิปัญญาท้องถิ่น มีการพัฒนาผู้นำและสมาชิก สมาชิกส่วนใหญ่เป็นเพศหญิง จบการศึกษาระดับมัธยมศึกษา อาชีพหลักทาการเกษตร ค้าขายเป็นอาชีพเสริม แหล่งเงินทุนส่วนมากจากธนาคารเพื่อการเกษตรและสหกรณ์การเกษตรและเป็นสมาชิกกลุ่มออมทรัพย์มีรายได้มากกว่ารายจ่าย รายได้ในภาคเกษตรน้อยกว่ารายได้นอกภาคการเกษตร รวมกลุ่มเพื่อพัฒนาอาชีพ และรับความรู้จากแหล่งต่างๆ ส่วนใหญ่จะเสียค่าใช้จ่ายในการเข้าร่วมกิจกรรม และมีรายได้เพิ่มจากการร่วมกิจกรรม การดำเนินงานกลุ่มผู้นาและสมาชิกมีความเสียสละ มีความรู้ มีความยุติธรรม มีการใช้ทรัพยากรอย่างคุ้มค่าได้รับการสนับสนุนความรู้และสินเชื่อจากหน่วยงานที่เกี่ยวข้องอย่างต่อเนื่อง การมีส่วนร่วมในการดำเนินงาน สมาชิกมี ส่วนร่วมในการดำเนินกิจกรรมด้านการวิเคราะห์ปัญหา การวางแผนการเงิน การผลิตอยู่ในระดับมาก ปัญหาที่พบในการดำเนินงานของวิสาหกิจชุมชนแปรรูปและผลิตภัณฑ์อาหารจังหวัดน่านคือ คณะกรรมการไม่เข้าใจในวัตถุประสงค์ของกลุ่ม ไม่มีส่วนร่วมในการจาหน่ายผลผลิต กลุ่มขาดแคลนเงินทุนในการดำเนินกิจกรรม จุดแข็งคือผู้นำมีความเสียสละ มีประสบการณ์ในการบริหารจัดการสมาชิกมีความรู้ ปฏิบัติตามกฎระเบียบกลุ่ม จุดอ่อนคือผู้นำไม่ค่อยมีเวลา สมาชิกไม่มีส่วนร่วมในการวางแผน โอกาสคือการได้รับสนับสนุนความรู้ งบประมาณจากภาครัฐ เอกชน อุปสรรคส่วนมากเป็นด้านงบประมาณที่น้อยและล่าช้า แนวทางการพัฒนาควรให้ความรู้ด้านการบริหารงาน การวางแผน การมีส่วนรวม และกาหนดเป็นยุทธศาสตร์ในการพัฒนาวิสาหกิจชุมชนแปรรูปและผลิตภัณฑ์อาหารจังหวัดน่าน
The objectives of this study were (1) to study the state of food processing and product community enterprise operation Nan Province; (2) to study social and economic state of members of the community enterprises; (3) to study their opinions on the community enterprise operation; (4) to study their opinions on their participation in the community enterprise operation; (5) to study their problems on doing activities of the community enterprises; and (6) to study the strength, weakness, opportunity, obstructions, and guidelines for developing the community enterprises.The population in this study was members of 38 food processing and product community enterprise groups in Nan Province. The samples were selected by using a random sampling methodology consisting of 347 members of the community enterprise groups and 38 committees. The data were collected by interviewing the samples. The statistical methodology used to analyze the data by computer programs were percentage, mean, standard deviation, minimum value, and maximum value. The findings of this study were as follows: They united in doing activities of the community enterprise groups in order to develop their main occupation and create their subordinate occupation; they also united to be transferred knowledge from various knowledge sources. They had to have some expenses in participating in activities of the community enterprises, however, their income was increased from participating in the activities.Their groups were established from the support of government sectors. The capital of their groups was mostly derived from their monthly savings and their shares. Their group operation was serious, their goal was clear and each group had its certain goal. They were responsible for their community, natural resources, and environment.Most of the members of the community enterprises were female. They were educated at secondary level or lower vocational certification level. They participated in activities of the community enterprises in order to increase their income. Their main occupation was a farmer, while their subordinate occupation was a merchant. They mostly took out loans from the Bank for Agriculture and Agricultural Cooperatives, a housewife group, or a farmer group to be their capital. Most of them were members of a savings group. Their family income was higher than their family expenditure, and their income deriving from agricultural section was lower than their income deriving from non-agricultural sections.Their activities were operated with morality. Their groups defined the operation plan clearly and made it known to the public. They monitored their product distribution and improved their operation continuously. They looked for updated knowledge to develop their community enterprise groups. They conserved and enlarged the local wisdom, developed their leaders and members step by step, created will, satisfaction, and motivation in their members. They had good welfare throughout and linked the enterprise activities inside and outside their community.They had clear step of the product production and services leading to having good quality products and services. However, they had problems that their committees did not understand the objectives of their groups and did not participate in the product distribution. Their groups lacked the capital, materials-equipment in doing their activities, and they did not introduce and take care of various related sectors. The leader has experience in management but not has time to take care of members. On the other way, members have knowledge, respect to the rule of company but not have participated in plan. The government and Private individual supported this group by fund and knowledge. Problem of fund for this group was tiny and late. So, the solutions are given business knowledge, plan knowledge, and participation to members that define the developed processing community enterprise and food products strategies of Nan province.
