Abstract

นับตั้งแต่ประเทศไทยประกาศเข้าสู่ประชาคมอาเซียนทําให้ความสามารถในการใช้ภาษาอังกฤษมีความสำคัญมากยิ่งขึ้น อย่างไรก็ตามผลการสอบวัดความสามารถทางภาษาทั้งในระดับชาติและระดับนานาชาติชี้ให้เห็นความสามารถในการใช้ภาษาอังกฤษของคนไทยที่อยู่ในระดับไม่น่าพึงพอใจ ทําให้กระทรวงศึกษาธิการได้ประกาศนโยบายปฏิรูปการเรียนการสอนภาษาอังกฤษ ในปี พ.ศ. 2557 และยุทธศาสตร์หนึ่งในการพัฒนาคุณภาพการเรียน การสอนภาษาอังกฤษคือ การนํากรอบการเรียนการสอนและการวัดผลภาษาของสหภาพยุโรปมาใช้เป็นเกณฑ์ในการกําหนดระดับความสามารถทางภาษาสําหรับผู้สอนและผู้เรียน กระทรวงศึกษาธิการ ได้ดําเนินกิจกรรมที่เกี่ยวข้องต่างๆ อย่างต่อเนื่อง โดยมีเป้าหมายเพื่อพัฒนาคุณภาพของการเรียนการสอนภาษาอังกฤษในประเทศไทย บทความนี้อธิบายเกี่ยวกับการดําเนินงานต่างๆ ของกระทรวงศึกษาธิการในส่วนที่เกี่ยวกับกรอบการเรียนการสอน และการวัดผลภาษาของสหภาพยุโรปที่ผ่านมา พร้อมทั้งนําเสนอมุมมองของการพัฒนาในส่วนของผู้เขียน
Since Thailand has released an announcement to join the ASEAN Community, the ability to use English has become more and more important. However, the results of the language tests in both national and international levels indicated the low English language ability of the Thai people. As a result, the Ministry of Education has proposed a policy of English Language Teaching Reform in 2014. One of the multiple strategies employed in improving English language teaching is applying the Common European Framework of Reference for Languages: Learning, Teaching, Assessment (CEFR) as a criterion for determining the level of language proficiency for teachers and students. The Ministry of Education has continuously carried out activities relevant to the implementation of the a forementioned framework with a goal to improve the quality of teaching English in Thailand. This article explained the activities relating to the CEFR run by the Ministry of Education, and presented the author’s view on this matter
