การมีส่วนร่วมในการพัฒนาคุณภาพชีวิตในพื้นที่ของภาครัฐ ภาคเอกชน และภาคประชาชน : กรณีศึกษาอำเภอเมือง สมุทรสาคร จังหวัดสมุทรสาคร

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การมีส่วนร่วมในการพัฒนาคุณภาพชีวิตในพื้นที่ของภาครัฐ ภาคเอกชน และภาคประชาชน อำเภอเมืองสมุทรสาคร (2) วิเคราะห์ปัญหาของการมีส่วนร่วมในการพัฒนาคุณภาพชีวิตในพื้นที่ของภาครัฐ ภาคเอกชน และภาคประชาชน อำเภอเมืองสมุทรสาคร และ (3) เสนอแนวทางการส่งเสริมการมีส่วนร่วมในการพัฒนาคุณภาพชีวิตในพื้นที่ของภาครัฐ ภาคเอกชน และภาคประชาชน อำเภอเมืองสมุทรสาคร การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ผู้ศึกษาได้ทำการศึกษาเก็บรวบรวมข้อมูลจากเอกสารและการสัมภาษณ์โดยใช้แบบสัมภาษณ์แบบมีโครงสร้าง การคัดเลือกผู้ให้ข้อมูลสำคัญใช้วิธีเฉพาะเจาะจงตามเกณฑ์ที่กำหนดไว้ โดยคัดเลือกจากภาครัฐ ภาคเอกชน และภาคประชาชน ในอำเภอเมืองสมุทรสาคร จังหวัดสมุทรสาคร จำนวน 21 คน สำหรับการวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์จากเนื้อหา ผลการวิจัยพบว่า (1) การมีส่วนร่วมสำคัญ คือ การมีส่วนร่วมในการปฏิบัติ ได้แก่ การสนับสนุนทรัพยากร การอำนวยการและการประสานงาน และการเข้าร่วมกิจกรรม (2) ปัญหาการมีส่วนร่วมสำคัญ คือ ปัญหาการมีส่วนร่วมในการปฏิบัติ ได้แก่ บุคลากรที่ทำงานพัฒนาคุณภาพชีวิตในพื้นที่มีไม่เพียงพอต่อการปฏิบัติงาน หน่วยงานที่เกี่ยวข้องเข้ามามีส่วนร่วมน้อย และกรอบการทำงานไม่ชัดเจน และ (3) แนวทางการส่งเสริมการมีส่วนร่วมสำคัญ ได้แก่ การเชิญบุคคลที่เกี่ยวข้องเข้ามามีส่วนร่วมในการตัดสินใจการขับเคลื่อนงานพัฒนาคุณภาพชีวิตในพื้นที่อย่างต่อเนื่อง การสร้างความเข้าใจให้แก่บุคคลและหน่วยงานที่เกี่ยวข้อง การให้ท้องถิ่นเข้ามาร่วมขับเคลื่อนการทำงานเป็นหลักในระดับพื้นที่ การขยายการมีส่วนร่วมไปยังหน่วยงานที่เกี่ยวข้องในพื้นที่ การหาช่องทางสนับสนุนงบประมาณการทำงานพัฒนาคุณภาพชีวิตในพื้นที่ การพิจารณาช่วยเหลือประชาชนอย่างเหมาะสม และการขยายผลการดำเนินงานจากการถอดบทเรียนปัจจัยความสำเร็จของพื้นที่ที่ประสบความสำเร็จ

The objectives of this research were to (1) analyze the participation in quality of life development in area-based level of public-private-people sector in Mueang Samut Sakhon district; (2) analyze the problems of participation in quality of life development in area-based level of public-private-people sector in Mueang Samut Sakhon district; and (3) propose the guidelines to encourage the participation in quality of life development in area-based level of public-private-people sector in Mueang Samut Sakhon district. This research was a qualitative research. The data were collected from documents and interviews by using the structured-interview form. 21 key informants from the selected public-private-people sector were selected using purposive sampling as designated criterion. The data were analyzed by content analysis. The result showed that: (1) the significant participation in implementation included resource contributions, administration and co-ordination efforts, and programme enlistment activities; (2) the major problem in participation was the participation in implementation, which included the insufficient human resource working in the quality of life development dimension at the area-based level, a few participation of the relating agencies, and a lack of an explicit working framework; and (3) the important guidelines to encourage the participation were inviting the related persons to participate in decision-making, operating the quality of life development in area-based level continuously, clarifying the relating persons and agencies to understand the operation of quality of life development in area-based level, assigning local government organizations to be key actors in area-based level, extending participation to the relating agencies in area-based level, fundraising the financial supports for the operation, considering about appropriate helps, and utilizing lessons learned regarding the key success factors to extend the operation.
