คุณธรรมและจริยธรรมของข้าราชการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับคุณธรรมและจริยธรรมของข้าราชการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (2) เปรียบเทียบระดับคุณธรรมและจริยธรรมของข้าราชการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมที่มีลักษณะด้านประชากร ด้านเศรษฐกิจและด้านการพัฒนาแตกต่างกัน ประชากรที่ใช้ในการวิจัย คือ ข้าราชการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมจำนวน 11,000 คน โดยเป็นข้าราชการระดับ 3 ถึงระดับ 9 สังกัดส่วนกลางของหน่วยงานระดับกรมจำนวน 9 หน่วยงาน ใช้วิธีการสุ่มตัวอย่างแบบวิธีกำหนดโควต้า ได้กลุ่มตัวอย่างจำนวน 386 คน ผู้วิจัยดำเนินการเก็บข้อมูลโดยใช้แบบสอบถามที่พัฒนาขึ้นจำนวน 1 ฉบับ สถิติที่ใช้ในการ วิเคราะห์ข้อมูล ประกอบด้วย การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ่ โดยกำหนดค่านัยสำคัญทางสถิติที่ระดับ 0.05 ผลการวิจัยพบว่า (1) ข้าราชการมีระดับคุณธรรมและจริยธรรมโดยรวมอยู่ในระดับปานกลาง และคุณธรรมจริยธรรมด้านประสิทธิภาพการทำงาน ความชื่อสัตย์สุจริต การปฏิบัติตน ด้านคุณธรรมจริยธรรมและความรับผิดชอบการทำงานอยู่ในระดับปานกลางเช่นกัน (2) ข้าราชการมีคุณลักษณะทางประชากรด้านเพศ อายุ สถานภาพสมรส ระดับการศึกษา และคุณลักษณะทางเศรษฐกิจ คือ ระยะเวลาการทำงาน ระดับชั้นตำแหน่ง และระดับเงินเดึอนแตกต่างกัน มีระดับ คุณธรรมจริยธรรมในภาพรวมและคุณธรรมจริยธรรมด้านประสิทธิภาพการทำงาน การปฏิบัติตน ด้านคุณธรรมจริยธรรมและความรับผิดชอบการทำงานไม่แตกต่างกัน แต่มีคุณธรรมจริยธรรมด้าน ความชื่อสัตย์สุจริตแตกต่างอย่างมีนัยสำคัญทางสถิตที่ระดับ 0.05 ยกเว้นข้าราชการที่มีระดับอายุแตกต่างกัน พบว่าไม่มีความแตกต่างของระดับคุณธรรมจริยธรรมในด้านความชื่อสัตย์สุจริต

The objectives of this research were (1) to study the level of virtue and ethics of government officials of Ministry of Natural Resources and Environments and (2) to compare the level of virtue and ethics of government officials of Ministry of Natural Resources and Environments which had characters of population, economics and development were different. The population of the research were government officials of Ministry of Natural Resources and Environments with the total of 11,000 persons, used quota sampling and had the total of 386 research sample comprised all from level 3 to level 9 of nine departments. The research instrument was a questionnaire. Statistics used for research data analysis were frequency, percentage, mean, standard deviation and hypothesis testing were done through the t-test and F-test by the implicit importance of statistic at 0.05. The research found that (1) the over all of the level of virtue and ethics of government officials were in the middle level and virtue and ethics concerning on the efficiency of working, honesty, self-practice of virtue and ethics and responsibility of working were also in the middle level (2) the Characteristics of government officials concerning on sex, age, marritual status and education, characters of economics were duration of working, level of class of position and level of salary were different, level of virtue and ethics concerning on the efficiency of working, self-practice of virtue and ethics and responsibility of working were not different but honesty were different with the implicit importance of statistic at 0.05, except government officials which had different age level found that there were not different of level of virtue and ethics in the honesty.
