Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาและเปรียบเทียบความรู้ความเข้าใจเกี่ยวกับการปกครองส่วนท้องถิ่นและการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล (2) ศึกษาความคิดเห็นเกี่ยวกับปัจจัยที่
สนับสนุนการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล (3) ศึกษาและเปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล (4) ศึกษาความคิดเห็นเกี่ยวกับปัญหาและแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลและการวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรได้แก่ประชาชนในพื้นที่องค์การบริหารส่วนตำบล16 แห่งในเขตอำเภอ พุนพิน จังหวัดสุราษฎร์ธานี กลุ่มตัวอย่างจำนวน 398 คน เครื่องมือที่ใช้เป็นแบบสอบถามซึ่งมีคำความน่าเชื่อถือ .82 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิจัยพบว่า (1) ด้านการปกครองส่วนท้องถิ่น กลุ่มตัวอย่างมีความรู้ความเข้าใจในประเด็นต่างๆ ร้อยละ 60.18 ส่วนด้านการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล กลุ่มตัวอย่างมีความรู้ความเข้าใจร้อยละ 55.32 โดยตำบลที่มีความรู้ความเข้าใจเกี่ยวกับการปกครองส่วนท้องถิ่นมากที่สุดได้แก่ตำบลหนองไทร และตำบลที่มีความรู้ความเข้าใจเกี่ยวกับการจัดทำแผนพัฒนามากที่สุดได้แก่ตำบลพุนพิน (2) ความคิดเห็นเกี่ยวกับปัจจัยด้านประชาสัมพันธ์ สถานที่ และระยะเวลา ที่สนับสนุนการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล พบว่า อยู่ในระดับปานกลางทั้ง 3 ด้าน (3) ระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล อยู่ในระดับปานกลาง โดยประชาชนในพื้นที่องค์การบริหารส่วนตำบลที่มีขนาดแตกต่างกัน มีส่วนร่วมในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลไม่แตกต่างกัน (4) ปัญหาสำคัญได้แก่การขาดความรู้และไม่เข้าใจประโยชน์ของการมีส่วนร่วมจัดทำแผนพัฒนา ส่วนแนวทางส่งเสริมการมีส่วนร่วมได้แก่ หน่วยงานควรเพิ่มการประชาสัมพันธ์ และให้ความรู้ความเข้าใจแก่ประชาชน เพื่อให้ตระหนักถึงความสำคัญของแผนพัฒนา นอกจากนั้น ควรจัดกิจกรรมอื่นๆในช่วงการประชุมเพื่อจูงใจให้ประชาชนเข้ามามีส่วนร่วมมากขึ้น
The objectives of this research were to (1) study and compare the knowledge and understanding of people on local administration and the developing of development plan of sub-district administrative organizations (2) study the people’s opinion on factors supporting the civil participation in the developing of development plan of sub-district administrative organizations (3) study and compare level of civil participation in the developing of development plan of sub-district administrative organizations (4) study the people’s opinion on problems and appropriate approach to enhance civil participation in the developing of development plan of sub-district administrative organizations. This research was a survey research. Population were people living in the area of 16 sub-district administrative organizations, Punpin district. Numbers of samples were 398. Instrument used was questionnaire with .82 level of reliability. Statistical tools employed were frequency, percentage, mean, standard deviation and T test. Research result revealed that (1) on local administration issue, the knowledge and understanding of samples were 60.18 percent, while on development plan of sub-district administrative organization issue, the knowledge and understanding of samples were 55.32 percent; samples in Nongsai sub-district had highest knowledge and understanding on local administration and samples in Punpin sub-district had highest knowledge and understanding on development plan (2) as for the opinion on factors supporting participation in the developing of development plan which were: public relations, location, and duration; it was found that the opinion was in moderate level in all 3 factors (3) civil participation in the developing of development plan was in moderate level; when compared participation of people in sub-districts of different sizes, no difference of civil participation was found (4) major problems were lack of knowledge and lack of understanding on the benefits of participation in developing development plan, as for approach to enhance participation: the organizations should increase their public relations activities, provide people with knowledge and understanding which would lead to their recognition of the importance of development plan; moreover, alternative activities during community meeting should be arranged so to motivate more people to participate.
