Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับคุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาลสังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอกระทุ่มแบน จังหวัดสมุทรสาคร และ 2) ศึกษาแนวทางในการพัฒนาคุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาล สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอกระทุ่มแบน จังหวัดสมุทรสาคร ประชากรที่ใช้ในการวิจัย ได้แก่ ครูโรงเรียนเทศบาล สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอกระทุ่มแบน จังหวัดสมุทรสาคร ปีการศึกษา 2564 จำนวน 337 คน ผู้ให้ข้อมูลการสัมภาษณ์ ได้แก่ ผู้เชี่ยวชาญเกี่ยวกับการบริหารสถานศึกษาจำนวน 5 คน เครื่องมือที่ใช้ในการศึกษาเป็นแบบสอบถามมาตรประมาณค่าสอบถามเกี่ยวกับคุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาล มีค่าความเที่ยง เท่ากับ .97 และแบบสัมภาษณ์แบบมีโครงสร้างสอบถามเกี่ยวกับแนวทางในการพัฒนาคุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาล สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สำหรับข้อมูลจากการสัมภาษณ์ใช้การวิเคราะห์เนื้อหา ผลการวิจัยปรากฏว่า 1) คุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาล โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน เรียงลำดับค่าเฉลี่ยจากมากไปน้อย ได้แก่ ด้านความสัมพันธ์ระหว่างบุคคล ด้านสภาพแวดล้อมและความปลอดภัยในการทำงาน ด้านความก้าวหน้าและความมั่นคงในการทำงาน ด้านการพัฒนาความสามารถของบุคคล และด้านค่าตอบแทนและสวัสดิการ และ (2) แนวทางการพัฒนาคุณภาพชีวิตการทำงานของครูโรงเรียนเทศบาล พบว่า (2.1) ควรสร้างความตระหนักให้ครูเทศบาลมีการวางแผนการใช้จ่ายเงินยึดตามหลักปรัชญาเศรษฐกิจพอเพียง (2.2) ผู้บริหารควรมีการจัดหาและเพิ่มสวัสดิการด้านที่พักอาศัยแก่ครูให้เพียงพอ (2.3) ผู้บริหารควรมีการจัดหาวัสดุอุปกรณ์ ครุภัณฑ์ และพัฒนาระบบสาธารณูปโภคต่าง ๆ ให้อยู่ในสภาพสมบูรณ์พร้อมสำหรับปฏิบัติงาน (2.4) ควรมีการส่งเสริมให้ครูมีความก้าวหน้าโดยมีการกำหนดเส้นทางของตำแหน่งงานเพื่อไปสู่วิทยฐานะที่สูงขึ้น (2.5) ควรมีการพัฒนาครูให้สามารถใช้ระบบเทคโนโลยีสารสนเทศในการเรียนการสอนให้มีประสิทธิภาพและมีประสิทธิผล และ (2.6) ผู้บริหารควรมีการส่งเสริมกิจกรรมชุมชนสัมพันธ์ เปิดโอกาสให้ครูได้พบปะและทำกิจกรรมร่วมกันมากยิ่งขึ้น
The objectives of this research were (1) to study the quality of work life level of teachers in municipal schools; and (2) to study guidelines for development of quality of work life of teachers in municipal schools under the Local Administration Organization in Krathumbaen District, Samut Sakhon Province. The research population comprised 337 teachers in municipal schools under the Local Administration Organization in Krathumbaen district, Samut Sakhon province during the 2021 academic year. The key research informants for the interviews were five experts on school administration. The employed instruments for this study were a rating scale questionnaire on quality of work life of municipal school teachers, with reliability coefficient of .97, and a structured interview form on guidelines for development of quality of work life of teachers in municipal schools. Statistics employed for analysis of quantitative data were the frequency, percentage, mean, and standard deviation; while qualitative data were analyzed with content analysis. The research findings revealed that (1) the overall quality of work life of municipal school teachers was rated at the moderate level; when specific aspects of work life quality of the teachers were considered, they could be ranked from top to bottom based on their rating means as follows: the aspect of interpersonal relationship; the aspect of environmental condition and safety of work performance; the aspect of progress and security of work performance; the aspect of personal ability development; and the aspect of remuneration and welfare; and (2) regarding the guidelines for development of work life quality of municipal school teachers, it was found that (2.1) there should be the creation of awareness to enable municipal school teachers to have the planning for expenditure based on the philosophy of sufficiency economy; (2.2) the school administrator should procure and increase the sufficiency of accommodation welfare for the teachers; (2.3) the school administrator should procure the materials, equipment, durable articles, and develop the various public utility systems to be in the perfect condition for work performance; (2.4) there should be the promotion for advancement of teachers by setting the pathway of positions toward higher academic ranks; (2.5) the teachers should be developed to enable them to use the information technology in their instruction more effectively and efficiently; and (2.6) the school administrator should promote the community related activities and provide more opportunity for the teachers to meet and conduct activities together
