Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) พฤติกรรมของสมาชิกสหกรณ์ (2) ระดับความสำคัญ ของปัจจัยที่ทําให้เกิดหนี้ที่ไม่ก่อให้เกิดรายได้ของสหกรณ์ และ (3) ความสัมพันธ์ของปัจจัยที่ทำให้เกิดลูกหนี้ที่ไม่ก่อให้เกิดรายด้ของสหกรณ์อิสลามอิบนูอัฟ ฟาน จำกัด การศึกษาครั้งนี้เป็นการศึกษาเชิงสํา รวจ ประชากรที่ชัในการศึกษา คือ สมาชิกสหกรณ์อิสลาม อิบนูอัฟ ฟาน จำกัด ที่เป็นลูกหนี้ที่ไม่ก่อให้เกิดรายได้ ณ วันสิ้นปี ทางบัญชี 31 ธัน วาคม 2556 จำนวน 12,496 คน กำหนดขนาดตัวอย่างตามสูตรของยามาเน่ จำนวน 388 คน สุ่มตัวอย่างแบบตามสะดวก เครื่องมือที่ใช่ในการศึกษาคือ แบบสอบถาม แบบมาตรประมาณค่าของลิเคิร์ท สถิติที่ใช้ในการวิเคราะห์ คือ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าสัมประสิทธ์ิสหสัมพันธ์ ผลการศึกษาพบว่า (1) พฤติกรรมของสมาชิกที่ทำให้ไม่สามารถชำระหนี้ได้เฉลี่ยอยู่ในระดับน้อย แต่ที่อยู่ในระดับปานกลาง คือ สมาชิกมีรายได้ทางเดียว มีรายจ่ายเพิ่มมากขึ้นจากเดิมที่ได้ระบุในคำขอสินเชื่อและสหกรณ์ไม่มีดอกเบี้ยเพิ่มหากไม่ชำ ระหนี้ ตามลำดับ (2) ระดับความสำคัญ ของปัจจัยที่ทำให้เกิดหนี่ที่ไม่ก่อให้เกิดรายได้ ปัจจัยภายในสหกรณ์ เฉลี่ยอยู่ในระดับน้อยทั้งก่อน ระหว่าง และหลังการอนุมัติสินเชื่อ แต่ที่อยู่ในระดับปานกลาง ได้แก่ ก่อนการอนุมัติ สหกรณ์ไม่ได้ให้ความรู้ความเข้าใจเกี่ยวกับกระบวนการขอสินเชื่อสหกรณ์อย่างเพียงพอ หลังการอนุมัติ พนักงานหรือผู้แทนสหกรณ์ให้สินเชื่อเป็นสินค้าจากการขอสินเชื่อแทนเงินสด ปัจจัยภายนอกสหกรณ์ คือ ปัจจัยด้านเศรษฐกิจ เฉลี่ยอยู่ในระดับปานกลาง ที่สำคัญในระดับมาก คือผลกระทบที่เกิดจากภาวะเศรษฐกิจโดยรวมซบเซา ค่าครองชีพสูงทำให้ร ายได้ไม่พอต่อการชำระหนี้ และผลผลิตราคาตกต่ำ ปัจจียด้านสภาพแวดล้อม เฉลี่ยอยู่ในระดับปานกลาง ที่สำคัญ คือ การประกอบอาชีพหรือกิจการขาดสภาพคล่อง มีรายจ่ายมากกว่ารายรับ ต้นทุนสูง ลงทุนเกินตัวและประสบปัญหาทางด้านการเงิน ขาดเงินทุนหมุนเวียนหรือเงินสํารอง (3) ความสัมพันธ์ของปัจจัย ที่ทำให้เกิดลูกหนี้ที่ไม่ก่อให้เกิดรายได้ ระหว่างปัจจัยพฤติกรรมของลูกหนี้ ปัจจัยภายในและภายนอกสหกรณ์กับ จำนวนหนี้ค้างชำระที่ไม่่ก่อให้เกิดรายได้ของสหกรณ์พบว่า มีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ 0.05 ได้แก่ ปัจจัยภายในสหกรณ์ ก่อนและหลังการอนุมัติสินเชื่อ และปัจจียภายนอกสหกรณ์ด้านเศรษฐกิจและสิ่งแวดล้อม ส่วนความสัมพันธ์ระหว่างปัจจัยพฤติกรรมของลูกหนี้ ปัจจัยภายใน แลภายนอกสหกรณ์กับระยะเวลาค้างชำระหนี้ที่ไม่ก่อให้เกิดรายได้ของสหกรณ์ พบว่ามีความสัมพันธ์กัน อย่างมีนัยสำคัญ ทางสถิติที่ระดับ 0.05 ได้แก่ ปัจจัย พฤติกรรมของลูกหนี้ และปัจจัยภายนอกสหกรณ์ด้านเศรษฐกิจและสิ่งแวดล้อม
The objectives of this research were to study (1) the behavior of members of Ibnu Affan Islamic Cooperative, Limited; (2) the significance level of factors that led to non- performing loans; and (3) the relationships between factors that led to non-performing loans. This was a survey research. The study population was 12,496 members of Ibnu Affan Islamic Cooperative, Limited, who owed non-performing loans to the cooperative as of the accounting year ending 31 December 2013. Using the Taro Yamane method, a sample size of 388 was selected using convenience sampling. The data collection tool was a questionnaire with Likert scale evaluation. Data were statistically analyzed using frequency, percentage, mean, standard deviation, and correlated coefficients. The results showed that (1) most of the samples’ behaviors that made them unable to pay back their loans were rated at “low” significance level. The behavior factors that were rated at “medium” level were they had only a single source of income, their expenses had risen since the time they requested the loan, and the cooperative did not charge interest at a higher rate for default loan clients. (2) As for the significance of factors that led to non-performing loans, internal factors were on average at low level before, during and after loan approval, but those that were medium level were: before loan approval the cooperative did not provide enough understanding about the process of loan extension, and after loan approval, cooperative personnel or representatives offered merchandise in place of cash loans. Among external factors, economic factors were overall medium significant, and the most significant were the impact of economic depression, the high price of living that did not leave enough income to pay back the loans, and the prices of members’ products dropped. Environmental factors were overall of medium significance. The most significant were the members had a lack of liquidity in their business or profession, their expenses were greater than their income, their costs were high, they had invested beyond their means and had financial problems, and they lacked working capital and reserve funds. (3) Analysis of the relationships between member behavior factors, internal and external factors of the cooperative, and the amount of unpaid loans that were non-performing loans indicated that those that were statistically related at confidence level 0.05 were internal factors before and after loan approval and the external factors of economic and environmental factors. Analysis of the relationships between member behavior factors, internal and external factors of the cooperative, and the duration of unpaid loans that were non-performing loans indicated that those that were statistically related at confidence level 0.05 were behavior factors and the external factors of economic and environmental factors.
