Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความสำเร็จในการปฏิบัติงานของบุคลากรจุฬาลงกรณ์มหาวิทยาลัย (2) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จในการปฏิบัติงานของบุคลากรจุฬาลงกรณ์มหาวิทยาลัยและ (3) ศึกษาปัญหาอุปสรรคและข้อเสนอแนะในการปฏิบัติงานของบุคลากรจุพาลงกรณ์มหาวิทยาลัยให้มีประสิทธิภาพและประสิทธิผลมากยิ่งขึ้นการศึกษาครั้งนี้เป็นการวิจัยเชิงประเมินและสำรวจ ประชากรที่ศึกษาคือบุคลากรจุฬาลงกรณ์มหาวิทยาลัยจำนวน 8,250 คน ทำการสุ่มตัวอย่างจากประชากรมาจำนวน 381 คน เครื่องมือที่ใช้เป็นแบบสอบถาม โดยมีค่าความเชี่อถึอได้เท่ากับ .96 และวิเคราะห์ข้อมูลด้วยโปรแกรมทางสังคมศาสตร์สถิติที่ใช้ได้แก่ รัอยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test และวิเคราะห์ การถดถอยผลการศึกษาพบว่า (1) ระดับความส่าเร็จในการปฏิบัติงานของบุคลากรจุฬาลงกรณ์มหาวิทยาลัยอยู่ในระดับไม่ท่ากว่ารัอยละ 80 โดยได้ค่าจากการทดสอบ Significance < .05 และค่า t > 0 ซึ่งสอดคล้องกับสมมติฐานที่คงไวั (2) การวิเคราะห์หาความสัมพันธ์ระหว่างปัจจัยด้านองค์การและกระบวนการบริหารกับความสำเร็จในการปฏิบัติงาน พบว่า กระบวนการบริหารมีความสัมพันธ์เชิงบวกกับความสำเร็จในการปฏิบัติงานของบุคลากรจุฬาลงกรณ์มหาวิทยาลัยอย่างมีนัยสำคัญทางสถิติที่ระดับ .05จากการศึกษามีข้อเสนอแนะคือ กระบวนการบริหารมีอิทธิพลและมีความสำคัญต่อความสำเร็จในการปฏิบัติงานดังนั้นผู้บริหารควรนำหลักการบริหารจัดการภาครัฐแนวใหม่มาประยุกต์ใช้คือ 1) การวางแผนควรมีการจัดทำ SWOT อย่างต่อเนึ่องบุคลากรควรมีส่วนร่วมทั้ง ร่วมคิด ร่วมทำ ร่วมตัดสินใจ และร่วมตรวจสอบ และควรใช้เทคนิค Feasibility study เพื่อวิเคราะห์ความเป็นไปได้ของแผน 2) การจัดองค์การ ควรทำการเปรียบเทียบ (Benchmarking) กับองค์การที่ได้รับการยอมรับ ควรลดขนาคขององค์การให้เล็กลง (Downsizing) และควรลดขั้นตอนการปฏิบัติงานให้สามารถดำเนินการเสร็จสินได้ภายในจุดเดียว (One-Stop Services)3) การบริหารงานบุคคล ควรมีการประเมินระบบบริหารทรัพยากรบุคคล (Human Resource Scorecard) ตามแนวคิดของ ก.พ. ควรนำหลักสมรรถนะ (Competency) และ Knowledge Management (KM) มาใช้ในการบริหารงานบุคคล 4) การอำนวยการ/สั่งการ ควรบริหารเชิงวัตถุประสงค์ (Management By Object, MBO) ควรมีการจูงใจบุคลากรด้วยการ กำหนดเป้าหมาย (Goal Setting) การเสริมแรง(Reinforcing Performance) และการออกแบบงานเรื่องการจูงใจ (Designing motivating jobs) ควรกระตุ้นให้บุคลากรดึงความสามารถที่มีและความรู้สึกอยากทำงานด้วยความกระตือรือล้น มุ่งมั่น เพื่อให้เกิดกำลังใจและเกิดความพึงพอใจในการทำงาน ควรสังการโดยมุ่งเน้นผลสัมฤทธิ์ (Result) และใช้ Key Performance indicator (KP1) เป็นตัวบ่งชี้ในการวัดผลสำเร็จของงาน โดยกำหนดเป้าหมายให้เป็นรูปธรรมเพี่อนำผลงานจริงที่เกิดขึ้นเปรียบเทียบกับเป้าหมายที่ตั้งไวัและควรส่งเสริมรณรงค์ให้ตระหนักถึงบทบาทหน้าที่ของคนตามแนวคิดคุณลักษณะของข้าราชการที่พึงประสงค์ I AM READY มาใช้อย่างยั่งยึน 5) การประสานงาน ควรสื่อสารจากบนลงล่าง ด้วยการสอนงาน(Coaching) และสื่อสารจากล่างขึ้นบน ด้วยการส่ารวจทัศนคติ การร้องทุกข์ของผู้ปฏิบัติงาน การใช้ระบบข้อเสนอแนะ และการใช้นโยบายเปิดประตู (Open door) 6) การรายงานผล ควรนำตัวชี้วัดความสำเร็จของการท่างาน (KP1) มาใช้ในการรายงานผล โดยการรายงานผลตัองโปร่งใส เป็นธรรม และตรวจสอบได้ และควรทำการปรับปรุงอย่างต่อเนื่องด้วยวงจรเดมมิง (Deming) หรึอวงจร PDCA และ7) การงบประมาณ ส่งเสริมให้มีการใช้งบประมาณแบบมุ่งเน้นผลสัมฤทธิ์.
This research objectives were to study (1)the career success levels of Chulalongkorn.University’s personnel. (2) the factors influencing the career success of Chulalongkorn University’s personnel, and (3) problems and obstacles, as well as provide suggestions to enhance efficiency and effectiveness of performance.The study was an assessment and survey research. Populations were 8,250 officers of Chulalongkorn University, and the sample sizes of 381 were randomed. Instruments used were questionnaires with .96 reliability tested. Social and statistical instruments applied to analyze the collected data were percentages, means, standard deviations, t-test, and regression analysis.The study found that 1) the level of career success of Chulalongkorn University’s personnel was not lower than 80 %; the figure was acquired from the significance test <.05 and t >0, which were accorded with the hypotheses set out in this research, and 2) according to the relationship analysis between organization and management factors, and career success, there was a positive relationship between the management factors and the career success of Chulalongkorn University’s personnel with statistical significance at .05 level. This research recommended that management process was important and was influencing over performance success; therefore, the management should apply the new public management practices as follows:1) Planning: constantly conduct a SWOT analysis; encourage personnel participation in thinking, acting,decision making and examining; conduct a feasibility study to analyze possibility of the plan. 2) Organizing:benchmark with organization with high recognition; downsize the organization; streamline the procedures so to incorporate one-stop services. 3) Staffing: apply the human resources scorecard according to Office of the Civil Service Commission’s concept; incorporate the competency-based development and knowledge management (KM) into human resources management. 4) Directing: practice management by objectives (MBO); motivate the personnel by goal setting, reinforcing performance and designing motivating jobs; encourage the personnel to perform to their full capabilities, with high energy and strong determination which would consequently add up their moral and job satisfaction; issue a result-oriented directing style and apply the Key Performance Indicators (KPI) to monitor the performance by setting concrete objectives to which the outcome will be compared; raise their awareness in the individual role according to the concept I AM READY. 5) Coordinating: top down communication should be practiced through coaching while bottom up communication should be practiced through survey of attitudes, personnel's complaints, suggestion system and open door policy. 6)Reporting: the Key Performance Indicators (KPI) should be used in reporting in the transparent, impartial and auditable manner: improve continuously by using Deming or PDCA cycles, and 7) Budgeting: enhance the result-oriented budgeting.
