Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความสำเร็จในการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรี (2) วิเคราะห์ปัจจัยที่ส่งผลต่อความส าเร็จในการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรี และ(3) นำเสนอแนวทางการพัฒนาการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรี การศึกษาครั้งนี้ใช้การวิจัยเชิงปริ มาณและการวิจัยเชิงคุณภาพ การวิจัยเชิงปริมาณ ประชากร คือ พนักงานเทศบาลเมืองสระบุรี จำนวน 587 คน กลุ่มตัวอยาง จำนวน 238 คน คำนวณโดยใช้สูตรของทาโรยามาเน่ สุ่มตัวอย่างโดยแบ่งชั้นภูมิอย่างเป็นสัดส่วน เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์การถดถอยเชิงพหุแบบขั้นตอน การวิจัยเชิงคุณภาพ ประชากร คือ นายกเทศมนตรีและรองนายกเทศมนตรี จำนวน 3 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) ระดับความส าเร็จในการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรีในภาพรวมอยูในระดับมาก 2) ปัจจัยที่ส่งผลต่อความสำเร็จในการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรี ได้แก่ หลักความเปิดเผยและโปร่งใส หลักประสิทธิผล หลักการมีส่วนร่วมและการพยายามแสวงหาฉันทามติ หลักการกระจายอำนาจ หลักคุณธรรมและจริยธรรม และหลักนิติธรรม 3) แนวทางการพัฒนาการบริหารยุทธศาสตร์ของเทศบาล เมืองสระบุรี ควรให้ความสำคัญกบการนำหลักธรรมาภิบาล ได้แก่ หลักความเปิดเผยและโปร่งใส หลักประสิทธิผล หลักการมีส่วนร่วมและการพยายามแสวงหาฉันทามติ หลักการกระจายอำนาจ หลักคุณธรรมและจริยธรรม และหลักนิติธรรม มาเป็ นกรอบหลักในการพัฒนาการบริหารยุทธศาสตร์ตามหลักธรรมาภิบาลของเทศบาลเมืองสระบุรี
The objectives of this study were (1) to study the success level of strategic management according to the good governance principles of Saraburi Municipality (2) to analyze factors affecting the success of strategic management according to the good governance principles of Saraburi Municipality, and (3) to recommend the guidelines to develop the strategic management according to the good governance principles of Saraburi Municipality. This study used both quantitative and qualitative research. The population for quantitative research were 587 employees of Saraburi Municipality. The sample size was 238 employees that was calculated by using Taro Yamane formula with stratified random sampling technique. The research instrument was a questionnaire. The statistics employed mean, standard deviation, T-test and multiple regression. For qualitative research, the key informants were 3 informants comprised of Mayor and 2 Deputy Mayors. Data analysis used content analysis methods. The results of the study were as follows: 1) An overview of the success level of strategic management according to the good governance principles of Saraburi Municipality was at high level 2) Factors affecting the achievement of strategic management of Saraburi Municipality were the openness and transparency principles effectiveness principles, participation and consensus oriented, decentralization, morality and ethics principles , and rule of law principles 3) The recommendation guidelines to develop the strategic management of Saraburi Municipality were that there should give the important on good governance principles such as the openness and transparency, effectiveness, participation and consensus oriented, decentralization, morality and ethics, and rule of law principles as the main framework for develop the strategic management according to the good governance principles of Saraburi Municipality.
