Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของผู้ประกอบการเกี่ยวกับการดําเนินงานตามนโยบายการจัดการนํ้าเสียของเทศบาลเมืองหัวหิน จังหวัดประจวบคีรีขันธ์ (2) เปรียบเทียบความคิดเห็นผู้ประกอบการเกี่ยวกับการดําเนินงานตามนโยบายการจัดการนํ้าเสียของเทศบาลเมืองหัวหิน จังหวัดประจวบคีรีขันธ์ จําแนกตามประเภทและที่ตั้งของสถานประกอบการ (3) เสนอแนะแนวทางในการสร้างเสริมการดําเนินงานตามนโยบายการจัดการนํ้าเสียของเทศบาลเมืองหัวหิน จังหวัดประจวบคีรีขันธ์ การศึกษาครั้งนี้เป็นการศึกษาประชากรทั้งหมด ซึ่งได้แก่ตัวแทนระดับบริหารจากสถานประกอบการประเภทธุรกิจบริการในเขตเทศบาลเมืองหัวหินซึ่งได้แก่ ธุรกิจโรงแรม และธุรกิจร้านอาหาร จํานวน 199 แห่ง ในตําบลหนองแกและตําบล หัวหิน เครื่องมือที่ใช้คือ แบบสอบถาม สถิติที่ใช้ในวิเคราะห์ข้อมูล ได้แก่ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า (1) การดําเนินงานตามนโยบายการจัดการนํ้ าเสียชุมชนของเทศบาลเมืองหัวหิน จังหวัดประจวบคีรีขันธ์ ในความเห็นของผู้ประกอบการโดยรวมอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุดได้แก่ การปรับปรุงการจัดการนํ้าเสียชุมชนอย่างต่อเนื่อง และด้านที่มีค่าเฉลี่ยตํ่าสุดได้แก่ การเผยแพร่ข้อมูลข่าวสารเกี่ยวกับการจัดการนํ้าเสียแก่ชุมชนและผู้สนใจ (2) เมื่อเปรียบเทียบความคิดเห็น เกี่ยวกับการดําเนินงานตามนโยบายการจัดการนํ้าเสียชุมชนของเทศบาลเมืองหัวหิน จังหวัดประจวบคีรีขันธ์ ไม่พบความแตกต่างระหว่างความคิดเห็นของตัวแทนสถานประกอบการประเภทต่างกัน และสถานที่ตั้งต่างกัน (3) ข้อเสนอแนะสําคัญได้แก่ เทศบาลเมืองหัวหินควรให้ความสําคัญกับการตรวจสอบมาตรฐานการจัดการนํ้าเสียจากแหล่งกำเนิดน้ำเสีย จัดกิจกรรมต่างๆ เพื่อให้สมาชิกในชุมชนได้เข้ามามีส่วนร่วมและเกิดความรู้ความเข้าใจในเรื่องการดูแลจัดการนํ้าเสีย เพิ่มมาตรฐานการให้บริการของเจ้าหน้าที่และจัดให้มีการพบปะระหว่างเจ้าหน้าที่และประชาชน รวมทั้งเข้มงวดในการบังคับใช้ข้อกฎหมายการควบคุมการจัดการนํ้าเสีย
Abstract The purposes of this research were to: (1) study the opinions of business entrepreneurs on the implementation of Community Sewage Management Policy of Hua-Hin Mueang Municipality, Prachuap Khiri Khan province: (2) compare the opinions of business entrepreneurs on the implementation of Community Sewage Management Policy of Hua-Hin Mueang Municipality, Prachuap Khiri Khan province classified by business types and locations; and (3) recommend appropriate approaches to enhance the implementation of Community Sewage Management Policy of Hua-Hin Mueang Municipality, Prachuap Khiri Khan province. This research studied whole population consisted of 199 managers as representatives of all hotel and restaurant business in Hua-Hin Muang Muncipality of which Nong Kae and Hua-Hin Sub-districts were included. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mea, standard deviation and t-test. Research result revealed that: (1) the opinions of business entrepreneurs on the implementation of Community Sewage Management Policy of Hua-Hin Mueang Municipality, Prachuap Khiri Khan province, in the overall view, were at high level, with the highest mean on the continuities of the improvement of community sewage management, and the lowest mean on the publicity of sewage management information to the public; (2) when compared the opinions, no differences were found between opinions of the managers neither from different types of business nor different locations; and (3) major recommendations were: the Municipality should put the importance on monitoring sewage management standard of sewage origins, arrange activities to provide participation opportunities and to enhance knowledge and understanding of stakeholders, increase performance standard of the officials while organize official-civilian meetings, and strictly enforce the law on sewage management control.
