Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการมีส่วนร่วมระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลเพื่อแก้ไขปัญหายาเสพติดของอำเภอแก้งคร้อจังหวัดชัยภูมิ (2) การพัฒนาการบริหารจัดการด้านการมีส่วนร่วมระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลเพื่อแก้ไขปัญหายาเสพติดของอำเภอแก้งคร้อ และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการด้านการมีส่วนร่วมระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลเพื่อแก้ไขปัญหายาเสพติดของอำเภอแก้งคร้อประสบผลสำเร็จ การศึกษานี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.89 สำหรับกลุ่มตัวอย่างมีจำนวน 1,228 คน แบ่งเป็นบุคลากรที่ปฏิบัติงานในเขตตำบลและหมู่บ้านของอำเภอแก้งคร้อ จำนวน 440 คน และบุคลากรที่ปฏิบัติงานใน องค์การบริหารส่วนตำบลของอำเภอแก้งคร้อ จำนวน 788 คน เก็บรวบรวมแบบสอบถามคืนมาได้ 1,027 ชุด คิดเป็นร้อยละ 83.63 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และ การทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาสำคัญ คือ ตำบลและหมู่บ้าน และองค์การบริหารส่วนตำบลได้รับ งบประมาณไม่เพียงพอแก่การบริหารจัดการด้านการมีส่วนร่วมระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลเพื่อแก้ไขปัญหายาเสพติดของอำเภอแก้งคร้อ (2) การพัฒนาการบริหารจัดการที่สำคัญ คือ ตำบลและ
หมู่บ้านกับองค์การบริหารส่วนตำบลควรได้รับงบประมาณที่เพียงพอแก่การบริหารจัดการด้านการมีส่วนร่วมเพื่อแก้ไขปัญหายาเสพติดของอำเภอแก้งคร้อ พร้อมทั้งควรสนับสนุนผู้บริหารทุกระดับให้มีการใช้จ่ายงบประมาณอย่างประหยัด และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการประสบผลสำเร็จ คือการมีผู้บริหารมืออาชีพที่มีความคิดริเริ่ม รวมทั้งกล้าคิด กล้าลงมือปฏิบัติ และกล้าเปลี่ยนแปลง
The main objectives of this study were to study (1) problems of management administration regarding participation between Sub - district and Village with the Sub - district Administrative Organization to resolve the narcotic problems of Kaengkhro District in Chaiyaphum Province, (2) development of anagement administration regarding participation between Sub - district and Village with the Sub - district Administrative Organization to resolve the narcotic problems of Kaengkhro District, and (3) factors taking important parts of the success of the potential development of management administration regarding participation between Sub - district and Village with the Sub - district Administrative Organization to resolve the narcotic problems of Kaengkhro District. This study was a survey research using questionnaires which passed pretest of both validity check and reliability check at 0.89 level. Sampling group of 1,228 were divided into (1) 440 officers working in the Sub - district and Village of Kaengkhro District and (2) 788 officers working in the Sub - district Administrative Organizations of Kaengkhro District. The amount of field data return was 1,027, making 83.63% of the total samples. Statistics were percentage, mean, standard deviation, and t-test. In-depth interview of experts was also applied. The study results showed that (1) the main problem was the Sub - district and Village and the Sub - district Administrative Organization’s insufficient budget of management administration regarding participation between Sub - district and Village with the Sub - district Administrative Organization to resolve the narcotic problems of Kaengkhro District; (2) the main development of management administration was the Sub - district and Village and the Sub - district Administrative Organization should obtain sufficient budget of management administration regarding participation to resolve the narcotic problems of Kaengkhro District including the support the executives at all levels to spend the budget economically; and (3) the main factor taking important parts of the success of the management administration development was the professional executives with initiative thinking as well as thinking, acting, and changing courage.
