Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่มีผลต่อระยะเวลาในการได้รับ การรับรองตามหลักเกณฑ์วิธีการที่ดีในการผลิตขององค์กรในกลุ่มอุตสาหกรรมอาหาร (2) ปัจจัยที่มี ผลต่อระยะเวลาในการได้รับการรับรองตามหลักเกณฑ์วิธีการที่ดีในการผลิตขององค์กรใน กลุ่มอุตสาหกรรมอาหารโดยประยุกต์ใช้เทคนิคการพยากรณ์
กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้คือ องค์กรในกลุ่มอุตสาหกรรมอาหารที่ผลิตอาหาร ในกลุ่ม 54 ประเภทอาหาร ตามประกาศกระทรวงสาธารณสุข (ฉบับที่ 193) พ.ศ.2543 และ (ฉบับที่ 239) พ.ศ.2544 ที่ยังคงสถานะการได้รับการรับรองตามหลักเกณฑ์วิธีการที่ดีในการผลิตในช่วงปี 2547 -2548 จำนวน 83 แห่งเครื่องมือที่ใช้ได้แก่แบบสอบถาม สถิติที่ใช้ในการวิจัย ได้แก่ สถิติเชิงพรรณนา ได้แก่ ค่ารัอยละและค่าเฉลี่ยเลขคณิต และสถิติเชิงอนุมาน ได้แก่ ค่าสัมประสิทธิ์ สหสัมพันธ์ การวิเคราะห์ความแปรปรวนเชิงซ้อนทางเดียว และการวิเคราะห์การถดถอยพหุแบบปกติ โดยทำการวิเคราะห์สมการถดถอยเชิงซ้อนโดยวิธีกำลังสองน้อยที่สุดเพื่อคัดเลือกสมการ ในการพยากรณ์ที่ดีที่สุด
ผลการศึกษา พบว่า (1) ปัจจัยที่มีผลต่อระยะเวลาในการได้รับการรับรองตามหลักเกณฑ์ วิธีการที่ดีในการผลิตขององค์กรในกลุ่มอุตสาหกรรมอาหาร ได้แก่ งบประมาณ บุคลากร ขอบข่ายที่ ได้รับการรับรอง จำนวนข้อบกพร่องที่เกิดจากการตรวจประเมินระบบ หน่วยรับรอง ระยะเวลา การสอบเทียบ และความช่วยเหลือจากภายนอก (2) ปัจจัยที่มีผลต่อระยะเวลาในการได้รับการรับรอง ตามหลักเกณฑ์วิธีการที่ดีในการผลิตขององค์กรในกลุ่มอุตสาหกรรมอาหารโดยใช้เทคนิค การพยากรณ์ขององค์กรขนาดเล็ก ได้แก่ ระดับการศึกษาของผู้รับผิดชอบหลักในการจัดทำ หลักเกณฑ์วิธีการที่ดีในการผลิต และความช่วยเหลือจากภายนอก และองค์กรขนาดใหญ่ ได้แก่ ความช่วยเหลือจากภายนอก
The purpose of this study were to : (1) the factors influencing the time to obtain Good Manufacturing Practices (GMPs) certificate for food industry; and (2) the factors influencing the time to obtain GMPs certificate for food industry by using Forecasting Techniques.The studied samples were 83 factories in food industry which produced food in the group of 54 food types according to the Ministrial Notification of Ministry of Public Health (No. 193) B.E. 2543 and (No. 239) B.E. 2544 and had been still certified in 2004-2005. The instrument employed was a questionnaire. Data were analyzed with Descriptive Statistics (Percentage and Arithmetic Mean) and Inferential Statistics (Correlation Coefficient, one-way ANOVA and Multiple Regression Analysis) and Least Square Method to find the appropriate forecasting equation.The results of this study were (1) the factors influencing the time to obtain GMPs certificate for food industry were budgets, human resource, certified scopes, numbers of Corrective Action Requests (CAR) from Certified Body (CB), CB, calibration time and external supporting; and (2) the factors influencing the time to obtain GMPs certificate for food industry by using Forecasting Techniques of the Small Enterprises were education level of GMPs responsible staff and external supporting whereas that of the Large Enterprises were external supporting.
