Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของพนักงานและผู้ประกันตนเกี่ยวกับการบริหารงานวินิจนัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรของสำนักงานประกันสังคมจังหวัดฉะเชิงเทรา (2) ศึกษาความคิดเห็นของพนักงานและผู้ประกันตนเกี่ยวกับการบริการของงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรของสำนักงานประกันสังคมจังหวัดฉะเชิงเทรา (3) เปรียบเทียบความคิดเห็นของพนักงานและผู้ประกันตนเกี่ยวกับการบริหารและการบริการของงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตร (4) ศึกษาปัญหาและข้อเสนอแนะของพนักงานเกี่ยวกับการบริหารงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตร (5) ศึกษาปัญหาและข้อเสนอแนะของผู้ประกันตนเกี่ยวกับการบริการของงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรสำนักงานประกันสังคมจังหวัดฉะเชิงเทรากลุ่มตัวอย่างประกอบด้วยพนักงานทั้งหมดที่ปฎิบัติงานด้านการวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตร ณ สำนักงานประกันสังคมจังหวัดฉะเชิงเทรา จำนวน 44 คน และผู้ประกันตนที่มารับบริการงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตร ณ สำนักงานประกันสังคมจังหวัดฉะเชิงเทรา จำนวน 406 คน เครื่องมือที่ใช้คือแบบสอบถาม 2 จุด สถิติที่ใช้ ได้แก่ ค่าความกี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า (1) ในภาพรวมพนักงานและผู้ประกันตนมีความเห็นในระดับมากเกี่ยวกับการบริหารของงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรของสำนักงานประกันสังคมจังหวัดฉะเชิงเทรา ทั้งในด้านงาน เงินคน และวัสดุ โดยความเห็นของพนักงานอยู่ในระดับมากที่สุดด้านงาน ขณะที่ความเห็นของผู้ประกันตนอยู่ในระดับมากที่สุดด้านงานและด้านคน (2) พนักงานและผู้ประกันตนมีความเห็นในระดับมากเกี่ยวกับการบริการของงานวินิจฉัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรของสำนักงานประกันสังคมจังหวัดฉะเชิงเทรา โดยความเห็นของพนักงานมีค่าเฉลี่ยสูงสุดในประเด็นการให้บริการอย่างเสมอภาคและตรงเวลา ขณะที่ความเห็นของผู้ประกันตนมีค่าเฉลี่ยสูงสุดในประเด็นการให้บริการอย่างเสมอภาค (3) ความคิคเห็นของพนักงานและผู้ประกันตนเกี่ยวกับการบริหารและการบริการวินิจนัยประโยชน์ทดแทนกรณีสงเคราะห์บุตรของสำนักงานประกันสังคมจังหวัดฉะเชิงเทรา มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (4) ในส่วนของปัญหาด้านการบริหาร พนักงานส่วนใหญ่เห็นว่าคือ ปัญหาด้านคน และเสนอแนะให้พัฒนาความรู้ความสามารถของบุคลากร เสริมสร้างจิตสำนึกในการบริการ รวมทั้งสร้างขวัญสำลังใจ และ แบ่งภาระงานอย่างเหมาะสม (5) ในส่วนของปัญหาด้านการบริการ ผู้ประกันตนส่วนใหญ่เห็นว่าคือปัญหาด้านสถานที่และเสนอให้ปรับปรุงบริเวณจอดรถ รวมทั้งที่พักรอรีบบริการให้พอเพียง ปรับระดับแสงสว่างให้มากขึ้น และจัดหาสถานที่ทั้งของสำนักงานที่ผู้ประกันตนสามารถเข้าถึงได้โดยง่าย
The objectives of this research were to (1) study the officers’ and the insured persons’ opinions on the management of benefit payment judgment for child allowance task of Social Security Office of Chachoengsao Province (2) study the officers’ and the insured persons’ opinions on services of benefit payment judgment for child allowance rendered by Social Security Office of Chachoengsao Province (3) compare the opinions of the officers and the insured persons on the management and the services of benefit payment judgment for child allowance (4) study the problems and recommendations of the officers on the management of benefit payment judgment for child allowance task (5) study the problems and recommendations of the insured persons on services of benefit payment judgment for child allowance suggestion rendered by Social Security Office of Chachoengsao Province. The samples consisted of all officers responsible for benefit payment judgment for child allowance task of Social Security Office of Chachoengsao Province, totally 44 samples, and the insured persons receiving benefit payment judgment for child allowance at Social Security Office of Chachoengsao Province, totally 406 samples. Instrument used were two sets of questionnaires. Statistical tools employed were frequency, percentage, mean, standard deviation and the t-test. Research result revealed that (1) in the overall view, the officers’ and an insured persons’ opinions on benefit payment judgment for child allowance task of Social Security Office of Chachoengsao Province were in high level on man, money, management, and material aspects; officers’ opinion was in highest level on management aspect, while insured persons’ opinion was in highest level on management and man aspects (2) the opinions of the officers and the insured persons on services of benefit payment judgment for child allowance rendered by Social Security Office of Chachoengsao Province were in high level; officers’ opinion was in highest level on equality and punctual aspects, while the insured persons’ opinion was in highest level on equality aspect (3) the opinions of the officers and thy insured persons were different with 0.05 level of significance (4) as for the problems, most insured persons agreed on facility problem and recommend that the organization should consider parking space improvement, together with the provision of sufficient waiting area, the adjustment of office light level, and the easy access of office location.
