Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความมีประสิทธิผลการบริหารงานของคณะกรรมการกองทุนหมู่บ้าน อำเภอเมือง จังหวัดพิษณุโลก (2) ปัจจัยที่ส่งผลต่อประสิทธิผลการบริหารงานของคณะกรรมการกองทุนหมู่บ้าน อำเภอเมือง จังหวัดพิษณุโลก (3) ปัญหา อุปสรรคและข้อเสนอแนะเกี่ยวกับการบริหารงานของคณะกรรมการกองทุนหมู่บ้าน อำเภอเมือง จังหวัดพิษณุโลกการวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยเป็นการศึกษาประชากรทั้งหมด ซึ่งได้แก่ คณะกรรมการ
กองทุนหมู่บ้าน จำนวน 394 คน เครื่องมือได้แก่ แบบสอบถาม สถิติที่ใช้ได้แก่ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ และการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า (1) ประสิทธิผลในการบริหารงานของคณะกรรมการ อยู่ในระดับมาก โดยประสิทธิผลด้านรายได้ของกองทุนอยู่ในระดับมากที่สุด รองลงมาคือด้านการชำระหนี้ของสมาชิก และด้านเงินออมของสมาชิกตามลำดับ (2) ปัจจัยที่ส่งผลต่อประสิทธิผลการบริหารงานของคณะกรรมการ ได้แก่ ปัจจัยด้านการเรียนรู้ ส่งผลอยู่ในระดับมากที่สุด รองลงมาได้แก่ปัจจัยด้านการเงิน และปัจจัยด้านความรู้ความเข้าใจเกี่ยวกับบทบาทหน้าที่ของคณะกรรมการ ตามลำดับ (3) ในส่วนของปัญหาและอุปสรรค พบว่า การบริหารงานของ
คณะกรรมการกองทุนหมู่บ้าน มีปัญหาด้านการเงินมากที่สุด โดยสมาชิกนำเงินกู้ยืมไปใช้ผิดวัตถุประสงค์ รองลงมาคือ ปัญหาด้านการบริหารงานภายในกองทุน ซึ่งที่สำคัญได้แก่ การดำรงตำแหน่งต่างๆ ในคณะกรรมการบริหารงานไม่มีความต่อเนื่อง กรรมการบ่ายเบี่ยงการทำงาน และปัญหาด้านการเรียนรู้โดยเฉพาะการขาดความเข้าใจในการทำบัญชีของเหรัญญิก จากการวิจัย มีข้อเสนอแนะ คือ คณะกรรมการควรเรียนรู้บทบาทของตนให้มากขึ้น ควรนำเครื่องมือสารสนเทศเข้ามาใช้ในการบริหารงาน และควรเพิ่มบทบาทการดำเนินงานด้านการเงินเพื่อให้กองทุนสามารถพึ่งพาตนเองได้ในระยะยาว ในส่วนของผู้วิจัยเห็นว่าควรส่งเสริมการศึกษาวิจัยเกี่ยวกับระดับการมีส่วนร่วมและความพึงพอใจของสมาชิกกองทุน และการศึกษาเปรียบเทียบประสิทธิผลการบริหารงานระหว่างกองทุนหมู่บ้านต่างๆ
The objectives of this research were to study (1) the efficiency level of village fund committee management. Mueang district, Phitsanulok province (2) the factors affecting the efficiency of village fund committee management, Mueang district, Phitsanulok province (3) the problems, obstacles and suggestions concerning the management of village fund committee, Mueang district, Phitsanulok province. This research was a survey research, studied whole population of 394 village fund committees of Mueang district, Phitsanulok province. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, and Pearson correlation coefficient analysis. Research result revealed that (1) in the overall view, the efficiency of village fund committee of Mueang district. Phitsanulok province was in high level, with efficiency in income aspect on highest level (2) factor most affecting the efficiency of village fund management was loaming, next affecting factors were financial, and understanding on committee roles factors, respectively (3) as for problems and obstacle, it was found that major problem was on financial aspect particularly problem of using borrowed money not on matters identified by fund members, next problem was on committee administration aspect particularly the problem of incontinuation of committee members’ position duration, together with problem of work inertia, as for learning aspect, major problem was lack of knowledge and understanding on accounting of committee treasurer. Suggestions were: committee members should leam to understand more their roles in the committee, information technology equipment should be brought in to facilitate the administration. Moreover, the committee should strengthen their financial operation so to foster the fund self dependence. the researcher’s view, further research on level of participation and satisfaction of village fund members should be encouraged, and comparative study on the effectiveness of the management of village fund in different villages should be brought in to the attention of those involved as well.
