Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) กระบวนการการสื่อสารเพื่อสร้างเครือข่ายธุรกิจ หอการค้าจังหวัดหนองคาย และ 2) ปัญหาและอุปสรรคของการสื่อสารเพื่อสร้างเครือข่ายธุรกิจ หอการค้าจังหวัดหนองคาย การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์แบบเจาะลึก การสนทนากลุ่ม และการสังเกตการณ์ คัดเลือกผู้ให้ข้อมูลหลักแบบเจาะจง ได้แก่ 1) ประธานหอการค้าจังหวัดหนองคาย จำนวน 1 คน 2) รองประธานฝ่าย จำนวน 4 คน 3) เลขานุการฝ่าย จำนวน 2 คน และ 4) สมาชิกสามัญ จำนวน 2 คน และวิเคราะห์ข้อมูลด้วยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) กระบวนการการสื่อสารเพื่อสร้างเครือข่ายธุรกิจหอการค้าจังหวัดหนองคาย ประกอบด้วย ผู้ส่งสาร คือ ประธานหอการค้าจังหวัดหนองคาย รองประธานฝ่ายต่าง ๆ และผู้จัดการหอการค้าจังหวัดหนองคาย แพร่กระจายประเด็นสาร ได้แก่ วิสัยทัศน์ และพันธกิจ เพื่อใช้แนวทางการสร้างเครือข่ายธุรกิจหอการค้าจังหวัดหนองคาย ผ่านช่องทางการสื่อสาร ได้แก่ สื่อดั้งเดิม คือ แผ่นพับ ป้ายโฆษณา สื่อบุคคล สื่อการประชุม สื่อกิจกรรม และสื่อใหม่ คือ เฟซบุ๊กข้อความสั้น และกลุ่มไลน์ ไปยังผู้รับสาร คือสมาชิกหอการค้าจังหวัดหนองคาย ผลที่เกิดจากองค์ประกอบการสื่อสารในชุมชนทำให้เกิดเครือข่ายความร่วมมือและการมีส่วนร่วม เมื่อสมาชิกส่วนใหญ่ยอมรับแนวทางการสร้างเครือข่ายธุรกิจแล้วนำไปปฏิบัติจนเกิดผลสำเร็จ จึงมีการชักชวนผู้อื่นหรือการบอกกันปากต่อปากเพื่อสร้างเครือข่ายธุรกิจต่อไป 2) ปัญหาและอุปสรรคของการสื่อสารเพื่อสร้างเครือข่ายธุรกิจหอการค้าจังหวัดหนองคาย ได้แก่ (1) การขาดการวางแผนการสื่อสาร การบริหารจัดการ และความเชื่อมโยงระบบในการสร้างเครือข่ายธุรกิจ (2) ขาดความต่อเนื่องของการให้การสนับสนุนเครือข่ายจากภาครัฐ และ (3) ความรู้และความสามารถของสมาชิกหอการค้าจังหวัดหนองคายที่เป็นผู้ประกอบการมีความแตกต่างกัน
The objectives of this research were to study 1) the process of communications for business network building used by the Nong Khai Province Chamber of Commerce; and 2) the difficulties and obstacles with that communication.This was a qualitative research using the methods of in-depth interviews, focus group discussions and observation. The nine key informants, chosen through purposive sampling, consisted of 1) the chairman of the Nong Khai Chamber of Commerce; 2) four vice chairmen of divisions of the Nong Khai Chamber of Commerce; 3) two division secretaries; and 4) two ordinary members of the Nong Khai Chamber of Commerce. Data were analyzed deductively.The results showed that 1) the process of communications for business network building used by the Nong Khai Province Chamber of Commerce consisted of the message senders, who were the chairman, vice chairmen and manager of the Nong Khai Province Chamber of Commerce, messages about the chamber’s vision and mission for building a business network via media that included conventional media like pamphlets, signs, personal media, meetings, and activities, and new media including Facebook, SMS and Line, to the message receivers, who were members of the Nong Khai Chamber of Commerce. These components of communication in the community resulted in a network of cooperation and participation. Once most of the members of the Chamber of Commerce got on board with the idea of network building, they put it into action and it was a success. After that, members in the network told their friends and the network grew by word of mouth. 2) the difficulties and obstacles faced by the Nong Khai Chamber of Commerce in communication for network creating were (1) communications lacked planning and management and were sometimes disjointed and disorganized; (2) government assistance and support for network building was not continuous; and (3) there was a large disparity of knowledge and skills among owners and operators of business enterprises in Nong Khai.
