Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) แนวคิดและรูปแบบของกระบวนการประชาธิปไตยแบบปรึกษาหารือกับการแก้ไขปัญหาสิ่งแวดล้อมของตลาดนํ้าดอนหวาย (2) ปัญหา และอุปสรรคของการใช้รูปแบบและกระบวนการของประชาธิปไตยแบบปรึกษาหารือ (3) นําเสนอ แนวคิดและรูปแบบในการแก้ไขปัญหาสิ่งแวดล้อมของตลาดนํ้าดอนหวาย โดยการปรับใช้องค์ประกอบของประชาธิปไตยแบบปรึกษาหารือกับปัญหาต่าง ๆ ที่เกิดขึ้น
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพใช้วิธีการศึกษาแนวคิดจากเอกสาร ข้อเท็จจริงจากการสัมภาษณ์คณะกรรมการตลาดนํ้าดอนหวาย, เจ้าพนักงานปกครองท้องที่, ผู้นําชุมชน, ผู้ประกอบการ ประชาชนที่มีภูมิลําเนาบริเวณตลาดนํ้าดอนหวาย และการสังเกตการณ์ เพื่อนําข้อมูลที่ได้มาทําการวิเคราะห์ถึงสาเหตุของปัญหาสิ่งแวดล้อมต่าง ๆ ที่เกิดขึ้นและกำหนดแนวทางในการแก้ไขปัญหาดังกล่าวต่อไป
ผลการศึกษาพบว่า (1) การบริหารจัดการของคณะกรรมการตลาดนํ้าดอนหวาย ที่ผ่านมายึดธรรมเนียมปฏิบัติเป็นหลักในการบริหารจัดการและศึกษาแนวปฏิบัติเพิ่มเติมจากผู้ประกอบการตลาดนํ้าแหล่งอื่นๆ ซึ่งไม่เป็นไปตามหลักแนวคิดและรูปแบบของกระบวนการ ประชาธิปไตยแบบปรึกษาหารือแต่อย่างใด (2) ความไม่รู้และขาดความเข้าใจในรูปแบบของ กระบวนการประชาธิปไตยแบบปรึกษาหารือ ทําให้คณะกรรมการตลาดนํ้าดอนหวายและทุกฝ่ายที่ เกี่่ยวข้องไม่ทราบถึงประโยชน์ ซึ่งจะเป็นแนวทางที่จะนําไปใช้เป็นหลักปฏิบัติในการแก้ไขปัญหา สิ่งแวดล้อมที่เกิดขึ้นกับตลาดน้ำดอนหวาย (3) การนําเสนอแนวคิดและรูปแบบของกระบวนการ ประชาธิปไตยแบบปรึกษาหารือ ประกอบด้วยการตกลงร่วมกัน, เป็นเหตุผลที่พลเมืองทุกคน สามารถเข้าถึงได้, การตัดสินใจที่เป็นข้อผูกมัดและเป็นกระบวนการที่เป็นพลวัต ซึ่งจะทําให้ทุกฝ่าย ที่เกี่ยวข้องต่างเห็นพ้องร่วมกันว่ากระบวนการประชาธิปไตยแบบปรึกษาหารือจะสามารถทําการแก้ไขปัญหาสิ่งแวดล้อมต่าง ๆ ที่เกิดขึ้นกบตลาดน้ำดอนหวายได้
The objectives of this research are (1) to study concepts and patterns of deliberative democracy process and solutions of environmental problems at Don Wai Floating Market; (2) to investigate problems and obstacles of pattern and process on deliberative democracy; and (3) to propose concepts and patterns to solve the environmental problems at Don Wai Floating Market by adopting components of deliberative democracy. The qualitative approach was applied in this research by literature review, observation and interview. The interviewees were Don Wai Floating Market committees, local governing officers, community leaders, entrepreneurs and local people in Don Wai Floating Market. The collected data were analyzed the environmental problems, and then the solutions of those problems were proposed. The study found that (1) the management of Don Wai Floting Market committee followed the concepts and patterns from other floating market practice which were not in line with concepts and patterns of deliberative democracy. (2) Don Wai Floating Market committees and related parties lacked of knowledge and understanding in deliberative democracy resulting in not understanding about benefits from a guideline to solve the environmental problems in Don Wai Floating Market. (3) The concepts and patterns of deliberative democracy process consisted of mutual agreement, reasonable for everyone, commitment decisions and dynamic process. All related parties would agree that deliberative democracy process could solve the environmental problems at Don Wai Floating Market
