Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการรวมระบบบริหารงานคุณภาพ (ISO 9001:2015) ระบบการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001:2018) และระบบการจัดการสิ่งแวดล้อม (ISO 14001:2015) (2) ศึกษาการนำระบบการจัดการแบบบูรณาการของบริษัทแห่งหนึ่งมาประยุกต์ใช้ และ (3) วิเคราะห์ปัญหาและอุปสรรคในการนำระบบการจัดการแบบบูรณาการของบริษัทแห่งหนึ่งมาประยุกต์ใช้ การวิจัยนี้เป็นการเก็บรวบรวมข้อมูลเชิงคุณภาพ โดยการวิจัยเอกสาร ข้อกำหนดระบบบริหารงานคุณภาพ ระบบการจัดการอาชีวอนามัยและความปลอดภัย และระบบการจัดการสิ่งแวดล้อม และรวบรวมปัญหาจากเอกสารผลการตรวจประเมินภายใน และผลการตรวจประเมินภายนอกของบริษัทแห่งหนึ่ง พ.ศ. 2562 ทำการวิเคราะห์ข้อมูลเชิงเนื้อหาและสรุปเป็นข้อมูลเชิงคุณภาพ ผลการวิจัยพบว่า (1) ทั้ง 3 ระบบนี้ใช้โครงสร้างเดียวกัน คือ โครงสร้างระดับสูงใช้แนวคิด PDCA และแนวคิดบนพื้นฐานความเสี่ยงมาปรับใช้กับทั้ง 3 ระบบ และพบว่าสามารถบูรณาการข้อกำหนดของระบบเข้าด้วยกันได้ คิดเป็นร้อยละ 78 ลดชั่วโมงการตรวจประเมินภายในลงได้ร้อยละ 66.7 ลดจำนวนเอกสารสารสนเทศลงได้ร้อยละ 41.2 และลดจำนวนวันที่ต้องอบรมเกี่ยวกับระบบการจัดการลงได้ร้อยละ 55 (2) พบประเด็นความไม่สอดคล้องกับข้อกำหนด 3 ลำดับแรก คือ อันดับที่ 1 คือ ข้อกำหนด 8.1 การวางแผน และการควบคุมการปฏิบัติงาน อันดับที่ 2 คือ ข้อกำหนด 6.1 การดำเนินการต่อความเสี่ยงและโอกาส ข้อกำหนด 7.5 เอกสารสารสนเทศ และอันดับที่ 3 คือ ข้อกำหนด 8.2 ข้อกำหนอผลิตภัณฑ์และบริการ และ (3) พบปัญหาอุปสรรคจากการบูรณาการระบบการจัดการ คือ การตีความแต่ละข้อกำหนดขึ้นกับความเข้าใจของแต่ละบุคคลเกิดความไม่เข้าใจในบางประเด็นของเจตนารมย์ของข้อกำหนดใหม่ องค์กรไม่มีบุคลากรที่รับผิดชอบในการดำเนินการบูรณาการระบบการจัดการที่ทำงานด้านนี้แบบเต็มเวลา องค์กรมีขนาดใหญ่ทำให้ต้องใช้ระยะเวลาค่อนข้างนาน ข้อเสนอแนะในการบูรณาการระบบ คือ ควรจัดแผนการอบรมสำหรับผู้ตรวจประเมินภายในเกี่ยวกับความรู้พื้นฐาน การจัดทำรายการตรวจประเมินภายในอย่างละเอียดเพื่อเป็นแนวทางในการตรวจประเมินและการนำเทคโนโลยีใหม่ๆ มาปรับใช้ในการดำเนินการให้มากขึ้น
The objectives of this research were: (1) to assess an integration of the Quality Management System (ISO 9001:2015), the Occupational Health and Safety Management System (ISO 45001:2018) and the Environmental Management System (ISO14001:2015); (2) to study the integrated management system implementation in a company; and (3) to analyze problems and obstacles in implementing an integrated management system, all of a hard disk drive production company in Prachin Buri province. This study involved the collection of qualitative data through documentary reviews of requirements for quality management system and occupational health and safety and environmental management systems, documents on internal and external audits of the company in 2019, and content analysis and summarization of qualitative information. The results showed that: (1) All the three management systems used the same high-level structure based on the PDCA and risk-based concepts; and 78% of their requirements could be combined. So, reductions could be made in internal audit hours by 66.7%, the number of information documents by 41.2% and management system training days by 55%; (2) The top three nonconformities found were: first, requirement clause no. 8.1, operational planning and control; second, requirement clause no. 6.1, actions to address risks/opportunities and clause no. 7.5, documented information; and third, requirement no. 8.2, emergency preparedness and response; and (3) The management system integration problems identified were the different interpretation of each requirement depending on individual understanding, misunderstanding in some aspects of the intent of the new requirements, no full-time staff responsible for implementing the integrated system for the organization, and long-time consumption for such a large organization. It is thus suggested that, for management system integration, a training program should be carried out for internal auditors on basic knowledge of this matter; a detailed internal audit checklist should be prepared for use as audit guidelines; and more new technologies should be used for this effort
