Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับผลสัมฤทธิ์ในการนำงานวิจัยข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 ของกรมวิชาการเกษตรไปใช้ประโยชน์ (2) ปัจจัยที่มีอิทธิพลต่อผลสัมฤทธิ์ในการนำงานวิจัยข้าวโพดหวานลูกผสม พันธุ์ชัยนาท 2 ของกรมวิชาการเกษตรไปใช้ประโยชน์ (3) จุดแข็ง จุดอ่อน โอกาสและอุปสรรคในการนำงานวิจัยข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 ของกรมวชิาการเกษตรไปใช้ประโยชน์ (4) เพื่อเสนอแนะแนวทางในการนำงานวิจัยข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 ของกรมวิชาการเกษตรไปใช้ประโยชน์ การวิจัยนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษามีจำนวน 2 กลุ่ม คือ 1) กลุ่มบุคลากรที่ทำหน้าที่ปรับปรุงพันธุ์ข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 จำนวน 41 คน และ 2) เกษตรกรผู้ซื้อเมล็ดพันธุ์ข้าวโพด
หวานลูกผสมของกรมวิชาการเกษตร จำนวน 122 คน กลุ่มตัวอย่างได้มาจากกลุ่มเกษตรผู้ซื้อเมล็ดพันธุ์ จำนวน 93 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัย พบว่า (1) ผลสัมฤทธิ์ในการนำงานวิจัยข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 ของกรมวิชาการเกษตรไปใช้ประโยชน์ อยู่ในระดับมากกว่าหรือเท่ากับร้อยละ 70 (2) ปัจจัยการนำนโยบายไปปฏิบัติปัจจัยด้านการตลาดภาครัฐ ปัจจัยแรงจูงใจภายใน และปัจจัยแรงจูงใจภายนอก เป็นปัจจัยที่มีอิทธิพลต่อผลสัมฤทธิ์ในการนำงานวิจัยด้านการเกษตรของกรมวิชาการเกษตรไปใช้ประโยชน์ อย่างมีนัยสำคัญ ทางสถิติที่ระดับ 0.05
(3) จุดแข็ง คือ ข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 มีฝักใหญ่ ให้ผลผลิตสูง ราคาของเมล็ดพันธุ์ถูกกว่าภาคเอกชน จุดอ่อน กรมวิชาการเกษตรขาดการประชาสัมพันธ์ เมล็ดพันธุ์ไม่เพียงพอต่อความต้องการของเกษตรกร คุณภาพของพันธุ์สู้ของบริษัทไม่ได้ โอกาส เทคโนโลยีที่มีส่วนช่วยเผยแพร่งานวิจัย นโยบายของรัฐบาลที่ส่งเสริมให้งานวิจัย ของภาครัฐสู่การใช้ประโยชน์ อุปสรรค คือ ตลาดที่รับซื้อข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 มีน้อย (4) แนวทางในการสร้างผลสัมฤทธิ์ในการนำงานวิจัยข้าวโพดหวานลูกผสมพันธุ์ชัยนาท 2 ของกรมวิชาการเกษตรไปใช้ประโยชน์ ได้แก่ กรมวิชาการเกษตรควรกำหนดนโยบายในการนำงานวิจัย ให้มีเป้าหมายและวัตถุประสงค์ที่ชัดเจน เป็นรูปธรรม และเสริมสร้างความเข้าใจกับนโยบายให้กับบุคลากร ควรเพิ่ม
ช่องทางการประชาสัมพันธ์ ช่องทางการตลาดเพื่อรองรับงานวิจัย และควรมีกระบวนการสร้างแรงจูงใจเพื่อปรับเปลี่ยนค่านิยมในการทำงาน
The objectives of this research were to: (1) study the achievement level of agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture (2) study factors Influencing the achievement of agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture (3) study on strengths, weaknesses, opportunities, and threats to the achievement agricultural research Implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture (4) recommend the guideline for enhancing the achievement of agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture. This research was a survey research. Population consisted of 2 groups, (1) 41 officials working for hybrid sweet corn breeding and (2) 122 farmers used Chai Nat 2 Hybrid Sweet Corn seed. 93 samples were randomly selected from a group of farmer. The instrument in the research was the questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, t-test and stepwise multiple regression analysis. The results revealed that (1) the achievement level of agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture was 70 percent and higher, (2) policy implementation factors, public marketing factors, internal motivation factors, and external motivation factors had influence on the achievement of agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture with statistically significant at the 0.05 (3) Regarding the achievement of implementation of research findings, The strengthes were that the Hybrid Sweet Corn Variety, Chai Nat 2 give big ear and high yield and the price of seed was cheaper than the private sector. The weaknesses were the lack of public relation of the research findings thoroughly and the quality of the sweet corn is lower than hybrid sweet corn varieties that developed by private sector. For the opportunity, there were many technologies that could help disseminating the research and the government policies could encourage farmer to use the research finds. The threat was that the market for Hybrid Sweet Corn Variety, Chai Nat 2 product was minimal (4) the guidelines for enhancing the achievement agricultural research implementation, Chai Nat 2 Hybrid Sweet Corn Variety of the Department of Agriculture were that the Department of Agriculture should formulae policy of agricultural research implementation to have concrete goals and objectives and to enhance understanding on policy knowledge to personnel. The marketing and public relation channels should be increased to support research and there should be the motivation building process change the working values of the Department of Agriculture for higher achieving performance.
