การพัฒนาระบบสารสนเทศเพื่อการประกันคุณภาพการศึกษาด้านกระบวนการตามมาตรฐานการศึกษาระดับการศึกษาขั้นพื้นฐาน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ (1) พัฒนา และ (2) ตรวจสอบคุณภาพของระบบสารสนเทศ ด้านกระบวนการ เพื่อการประกันคุณภาพการศึกษา ตามมาตรฐานการศึกษา ระดับการศึกษาขั้นพื้นฐานวิธีการวิจัยประกอบด้วย (1) การศึกษาและวิเคราะห์ระบบประกันคุณภาพการศึกษา ซึ่งผู้วิจัย ได้ศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง ศึกษาและวิเคราะห์สภาพปัจจุบันของโรงเรียนในการดำเนินการประกันคุณภาพการศึกษา โดยการสัมภาษณ์กลุ่มผู้ให้ข้อมูล จำนวน 12 คน ประกอบด้วย ผู้บริหาร 2 คนผู้ช่วยครูใหญ่ฝ่ายนโยบายและแผนงาน 1 คน ผู้รับผิดชอบมาตรฐานการศึกษา 3 คนและครูโรงเรียนดรุณากาญจนบุรีจำนวน 6 คน วิเคราะห์และออกแบบระบบสารสนเทศใหม่ โดยการสนทนากลุ่มผู้เชี่ยวชาญ จำนวน 10 คน ประกอบด้วย ผู้บริหารจำนวน 2 คน ผู้ช่วยครูใหญ่ฝ่ายนโยบายและแผนงาน จำนวน 1 คนผู้รับผิดชอบมาตรฐานการศึกษา จำนวน 3 คน ผู้เชี่ยวชาญด้านการวัดและประเมินผล จำนวน 2 คนและผู้เชี่ยวชาญด้านการประกันคุณภาพการศึกษา จำนวน 2 คน (2) การพัฒนาโปรแกรม โดยใช้โปรแกรมVisual Basic 6.0 และ Microsoft Access สามารททำงานได้บน Windows (3) การตรวจสอบคุณภาพของระบบสารสนเทศในโรงเรียนดรุณากาญจนบุรี โดยการสัมภาษณ์ผู้ใช้ระบบ จำนวน 13 คน ประกอบด้วยผู้บริหาร 2 คน ผู้เชี่ยวชาญต้านการประกันคุณภาพการศึกษา 2 คน ผู้รับผิดชอบมาตรฐานการศึกษาด้านกระบวนการ 6 คนและเจ้าหน้าที่กรอกข้อมูล3 คนกลุ่มผู้ให้ข้อมูลทั้งหมดได้มาจากการลือกแบบเจาะจงผลการวิจัย สรุปได้ดังนี้ (1) ได้โปรแกรมระบบสารสนเทศพร้อมคู่มือการใช้โปรแกรมซึ่งสามารถใช้ในการจัดเก็บข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษา ด้านกระบวนการโดยแบ่งออกเป็น 3 มาตรฐาน ได้แก่ มาตรฐานที่ 13 จำนวน 8 ตัวบ่งชี้ มาตรฐานที่ 14 จำนวน 4 ตัวบ่งชี้และมาตรฐานที่ 18 จำนวน 9 ตัวบ่งชี้(2) ผลการตรวจสอบระบบสารสนเทศด้านกระบวนการ พบว่า ระบบสารสนเทศมีความสะดวกต่อการนำเข้าข้อมูล ง่ายต่อการปรับปรุงให้ทันสมัย มีความยืดหยุ่นในการนำไปประยุกต์ใช้ประมวลผลถูกต้อง รวดเร็วและแม่นยำ ได้รายงานหน้าจอที่มีเนี้อหาครบถ้วน ช่วยลดค่าใช้จ่ายในการจัดเก็บเอกสารและช่วยให้ขัดทำสารสนเทศได้สะดวกมากกว่าในระบบเดิม

The purposes of this research were to : (1) develop and (2) verify quality of the process information system for quality assurance in education according to educational standards at the basic education level.The study was conducted in three stages : (1) Studying and analysis of the school educational quality assurance system. The researcher reviewed documents and related research studies, then studied andanalyzed the present condition of the school regarding the operation of educational quality assurance by interviewing 12 data source persons comprising two administrators, one deputy administrator on policy and planning, three teachers responsible for educational standards, and six classroom teachers of Darunakanchanaburi School. After that, a new information system was designed and analyzed through focus group discussion involving 10 experts consisting of two administrators, one deputy administrator on policy and planning, three teachers responsible for educational standards, two evaluation experts, and two experts on educational quality assurance. (2) Development of a computer program on the new information system using the Visual Basic 6.0 and Microsoft Access Program workable on windows operating system. (3) Quality verification of the developed system in Darunakanchanaburi School by interviewing 13 system users comprising two administrators, two educational quality assurance experts, six teachers responsible for educational standards on process, and three data recorders. All data source groups were purposively selected. The research outcomes were as follows ะ (1) A computer program on information system together with the manual was developed that could be used for processing information for educational quality assurance on the process component comprising three standards : the 13 * standard with eight indicators, the 14 standard with four indicators, and the 18 * standard with nine indicators. (2) Results of quality verification of the process in formation system showed that the developed system was user friendly, convenient to update, flexible in application, and accurate and fast in data processing. The output on the monitor provided all information needed. The system was also cost saving and more convenient to operate than the previous existing program
