การวิเคราะห์ทางเศรษฐกิจมิติของอุปทานและอุปสงค์ข้าวโพดเลี้ยงสัตว์ของไทย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการคือ (1) เพื่อศึกษาสภาพทั่วไปของการผลิตและการตลาดข้าวโพดเลี้ยวสัตว์ของไทยทั้งภายในประเทศและต่างประเทศ (2) เพื่อสร้างแบบจำลองทางเศรษฐมิติของข้าวโพดเลี้ยงสัตว์ของไทย (3) เพื่อศึกษาผลกระทบของนโยบายการค้าเสรีที่มีต่อข้าวโพดภายใต้กรอบขององค์การการค้าโลก ผลการวิจัยพบว่า เนื้อที่เพาะปลูกข้าวโพดมีแนวโน้มลดลง แต่ผลผลิตต่อไร่มีแนวโน้มเพิ่มขึ้น โดยที่ระดับราคาทั้งภายในและภายนอกประเทศมีการเปลี่ยนแปลงไม่มากนัก สำหรับ ตัวแปรต่างๆ สามารถอธิบายความเคลื่อนไหวของอุปทานข้าวโพดเลี้ยงสัตว์ของไทย ได้อย่างมีนัยสำคัญทางสถิติ ได้แก่ เนื้อที่เพาะปลูกในปีที่ผ่านมา ราคาขายส่งข้าวโพดเลี้ยงสัตว์ในปีที่ผ่านมา ร้อยละของพื้นที่ที่ใส่ปุ๋ย ร้อยละของพื้นที่ที่เสียหาย เมล็ดพันธุ์ลูกผสมที่ใช้และราคานำเข้า สำหรับอุปสงค์นั้นตัวแปรที่สามารถอธิบายได้อย่างมีนัยสำคัญทางสถิติ ได้แก่ ราคาขายส่งข้าวโพด เลี้ยงสัตว์ ราคาส่งออกไก่สดแช่แข็ง ปริมาณการผลิตไก่เนื้อ ปริมาณการส่งออกข้าวโพดของสหรัฐอเมริกา และราคาซื้อขายข้าวโพดล่วงหน้าในตลาดชิคาโก เมื่อนำค่าความยืดหยุ่นมาคำนวณหาผลกระทบต่อข้าวโพดเลี้ยงสัตว์ตามข้อตกลงขององค์การการค้าโลก เมื่อมีการลดภาษีศุลกากรนำเข้าเหลือร้อยละ 20 โดยใช้ข้อมูลปีฐาน 2529-2531 มาคำนวณ มีผลทำให้เนื้อที่เพาะปลูก และผลผลิตต่อไร่ลดลงร้อยละ 0.5402 และ 0.1485 ตามลำดับ ปริมาณการนำเข้าและการบริโภคในประเทศเพิ่มขึ้นร้อยละ 0.88 และ 77.15 ตามลำดับ

The objectives of this study were (1) to study the production and marketing of maize in Thailand (2) to build an econometric model for Thai maize and (3) to study the impacts of free trade of maize under WTO agreements. The econometric model consisted of equations for supply demand and the maize wholesale prices. The model was built by using the time series data during the crop yeas between and 1982/83-1999/2000. The results of this research indicate a declining trend in maize planted areas but rising in output per rai with a slight change in both foreign and domestic price levels. The study also found statistically significant factors affecting the fluctuation of the supply of Thai maize namely planted areas in the previous year, wholesale prices of maize in the previous year, percentage of fertilizer land used, percentage of damaged land, use of hybrid seed, and import price of maize, In addition wholesale price of maize, export prices of frozen chicken, quantities of chicken production, export amounts of maize to the USA. , and forward prices of maize in Chicago market were also found to have statistically significant effect on the demand of Thai maize. Moreover, by analyzing the estimated elasticities, using 1989/90-1994/95 as base years it was found that maize planted areas and output per rai decreased by 0.5402 and 0.1485 percent respectively whereas the amounts of import and consumption increased by 0.88 and 77.15 percent respectively as a result of a 20 percent reduction in a tariff rate after joining the WTO
