Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาและวิเคราะห์แนวพระราชดำริทางการเมืองในพระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวว่าด้วยสถาบันพระมหากษัตริย์ (2) ศึกษาผลที่เกิดขึ้นจากแนวพระราชดำริทางการเมืองในพระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวว่าด้วยสถาบันพระมหากษัตริย์
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยศึกษาและวิเคราะห์จากเอกสาร ประวัติศาสตร์และผลงานทางวิชาการที่เกี่ยวข้อง รวมตลอดถึงการสัมภาษณ์วิเคราะห์เจาะลึกกลุ่ม ตัวอย่างผู้ทรงคุณวุฒิสองราย จากนั้นวิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนา
ผลการวิจัยพบว่า (1) พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวได้ทรงเปลี่ยนแปลงแนวพระราชดำริทางการเมืองที่ว่าด้วยสถาบันพระมหากษัตริย์ จากแนวคิดทางการเมืองเกี่ยวกับสถาบันพระมหากษัตริย์ของประเทศไทยจากเดิมที่เห็นว่าสถาบันพระมหากษัตริย์เป็นเทวราชาหรือ ธรรมราชา มาเป็นแนวพระราชดำริว่า การเป็นพระมหากษัตริย์เกิดขึ้นเพราะอาณาประชาราษฎร์ พร้อมใจกันยกย่องยินยอมให้ทรงดำรงตำแหน่งนั้น (2) ผลที่เกิดขึ้นจากแนวพระราชดำริทาง การเมืองในพระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวว่าด้วยสถาบันพระมหากษัตริย์ ทำให้พระราชกรณียกิจและการใช้พระราชอำนาจในฐานะพระมหากษัตริย์ของพระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว มีการปรับเปลี่ยนให้สอดคล้องดังแนวพระราชดำริทางการเมืองที่ปรับเปลี่ยนไป คือมีลักษณะที่มีความใกล้ชิดและเข้าถึงจิตใจของราษฎรมากขึ้นกว่าแต่ก่อน มิได้ทรงถือราชาภิสิทธิ์ว่า ทรงเป็นเจ้าเป็นใหญ่ และทุกคนต้องยำเกรงต่อพระราชอำนาจ แต่ทรงยึดหลักว่าพระราชอำนาจ ของพระมหากษัตริย์มิได้ยิ่งใหญ่ไปกว่าความสุขส่วนรวมในประเทศของพระองค์
The objectives of this study are: (1) to identify and analyze the political view of King Rama IV on the institution of monarchy; (2) to assess the consequences of the political view of King Rama IV on the institution of monarchy The qualitative research methodology employed in this study entailed an analysis of relevant historical documents and academic publications as well as in-depth interviews conducted on two experts. The subsequent analysis was analytical narration Based on the study, it was found that (1) there had been a shift in the political view of King Rama IV on the institution of monarchy; while his former view can be identified with the long held notion of the monarchial institution as the Deva Raja or Dhamma Raja, the new political view on the royal institution subscribed by King Rama IV regarded the endorsement by popular consensus as the necessary condition for the accession to the throne; (2) the consequences of such change in the political view of King Rama IV on the institution of monarchy was reflected in the ways in which the monarch conducted his duties and exerted his prerogative as the king: they became more friendly and accessible to his subjects; the insistence on the royal privilege and the absolute commanding power was replaced by the new principle which placed the happiness of the general populace in the kingdom above requirements of the royal prerogative.
