การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลในเขตอำเภอขามสะแกแสง จังหวัดนครราชสีมา

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล ในอำเภอขามสะแกแสง จังหวัดนครราชสีมา(2) เปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลในอำเภอขามสะแกแสง จังหวัดนครราชสีมา จำแนกตามปัจจัยส่วนบุคคลและ (3) ศึกษาปัญหาและเสนอแนะแนวทางสร้างเสริมการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล ในอำเภอขามสะแกแสง จังหวัดนครราชสีมา ประชากรได้แก่ ตัวแทนครัวเรือน 9,928 ครัวเรือน หรือ 9,928 คน ในพื้นที่องค์การบริหารส่วนตำบล ในอำเภอขามสะแกแสง จังหวัดนครราชสีมา กลุ่มตัวอย่าง 385 คน สุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติ การแจกแจงความถี่ ค่าร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัย พบว่า (1) ประชาชนมีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล ในอำเภอขามสะแกแสง จังหวัดนครราชสีมา ในระดับน้อย (2) ประชาชนที่มีเพศ อายุ อาชีพ และรายได้ต่อเดือนต่างกัน มีส่วนร่วมของประชาชนในการจัดทาแผนพัฒนาแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ปัญหาสำคัญได้แก่ ประชาชนขาดความรู้ความเข้าใจใน การจัดทำแผนพัฒนา ไม่มีเวลาเพราะต้องประกอบอาชีพ และแผนงาน/โครงการที่จัดทำไม่สอด คล้อองกับความต้องการของประชาชน สำหรับข้อเสนอแนะคือ ควรพิจารณาแผนงาน/โครงการให้ มีความรอบด้านและรองรับกับการพัฒนาท้องถิ่นอย่างทั่วถึง และคณะผู้บริหารต้องพยายามเข้าถึง และทำความเข้าใจความต้องการและปัญหาของประชาชน และส่งเสริมให้ประชาชนเข้ามามีส่วนร่วมในการจัดทำแผนพัฒนามากขึ้น

The study aimed to (1) study level of people’s participation in developing development plan of Sub-district Administrative Organizations in Khamsakaesang district, Nakhon Ratchasima province, (2) compare people’s participation in developing development plan of Sub-district Administrative Organizations in Khamsakaesang district (3) study problems and recommend appropriate approaches to the developing of development plan of sub-district administrative organizations in Khamsakaesang district, Nakhon Ratchasima province. Population comprised 9,928 household representatives located in subdistrict administrative organization area, Khamsakaesang district, Nakhon Ratchasima province, from which samples of 385 were obtained. Simple random sampling was applied. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, t-test, and One-way Analysis of Variance. The results showed that (1) people’s participation in developing development plan of Sub-district administrative organizations in Khamsakaesang district, was in low level, (2) people with different personal factors had different levels of participation with 0.05 level of statistical significance (3) major problems were: lack of understanding of people on developing development plan, not enough time to participate due to their necessity to earn their own living, plans and projects initiated by the organizations did not respond to their needs, recommendations were: the organizations should bring into their considerations all dimensions involved before making decision so consequently the projects thoroughly supported the communities’ development, the management should try to understand people’s needs and problems, and encourage them to participate more in developing development plan.
