Abstract
การวิจัยนี้เป็นการวิจัยเชิงพัฒนามีจุดประสงค์เพื่อพัฒนาระบบฐานข้อมูลด้านการข่าวของสำนักเลขาธิการนายกรัฐมนตรีซึ่งประกอบด้วย (1) ระบบจัดการข้อมูลส่วนสนับสนุนซึ่งอำนวยความสะดวกแก่ผู้ปฎิบัติงานด้านการข่าวของรัฐบาล ในการจัดการข้อมูลข่าวด้วยตนเอง และ (2) ระบบนำเสนอข้อมูลส่วนหน้า ซึ่งทำหน้าที่เผยแพร่ข่าว และให้บริการค้นหาข่าวแก่ผู้ใช้บริการทั่วไปผ่านเครื่อข่ายอินเทอร์เน็ตขั้นดอนการวิจัย เป็นไปตามวงจรการพัฒนาระบบ โดยเริ่มตั้งแต่การศึกษาสภาพการณ์
ของระบบปัจจุบัน จากเอกสารและการสัมภาษณ์ผู้บริหารและผู้ปฎิบัติงานด้านการข่าวของส่านักเลขาธิการนายกรัฐมนตรี ทำการวิเคราะห์ปัญหาและความต้องการระบบ จากนั้นผู้วิจัยได้ออกแบบระบบฐานข้อมูลใหม่ โดยพัฒนาโปรแกรมบนเว็บ 2 ส่วน ส่วนแรกเป็นระบบจัดการข้อมูลส่วนสนับสนุนเพื่อให้ผู้ปฎิบัติงานจัดการข้อมูลข่าวด้วยตนเอง โดยมีระบบรักษาความมั่นคงปลอดภัยตามที่กำหนดส่วนที่สองเป็นระบบนำเสนอข้อมูลส่วนหน้า เพื่อการเผยแพร่ข่าวและการให้บริการค้นหาข่าวผ่านเครึอข่ายอินเทอร์เน็ต การพัฒนาระบบใหม่นื้ใข้โปรแกรม Apache Tomcat 5 และโปรแกรมจัดการฐานข้อมูล MySQL 4.1.0 ภายใต้ระบบปฏิบัดิการ Microsoft Windows 2003 ผลการวิจัยทำให้ได้ระบบฐานข้อมูลด้านการข่าวที่สามารถจัดเก็บและค้นคืนข้อมูลข่าวของรัฐบาลผ่านเครึอข่ายอินเทอร์เน็ตได้อย่างสะดวก จากการประเมินความพื่งพอใจของผู้ใข้ระบบ
ทั้งผู้ปฎิบัติงานด้านการข่าวและผู้ใช้ทั่วไปพบว่าผู้ใข้ทั้งสองกลุ่มมีความพึงพอใจต่อระบบโดยภาพรวมในระดับดี
The purpose of this research and development study was to develop for the Secretariat of the Prime Minister's Office a news database that consisted of (1) a back-end system to facilitate the government news reporting staff in managing news data by themselves, and (2) a front-end system to disseminate news and to facilitate general users in searching for news on the Internet.This research followed the steps of the system development life cycle. A study of the existing system was conducted through reviewing documents and interviewing administrators and news reporters. After analyzing problems and new system requirements, the researcher designed a new database system and developed two web-based applications: (1) a secured back-end system for news reporters to manage news data by themselves, and (2) a front-end system for disseminating news and facilitating general users to search for news on the Internet. Apache Tomcat 5 and MySQL 4.1.0 under Microsoft Windows 2003 operating system were used as research tools. The news database allowed users to conveniently store and retrieve government news on the Internet. The evaluation of the new system revealed that most news reporters and general users were highly satisfied with the overall system.
