Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาวิเคราะห์การบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าของ สำนักงานการไฟฟ้าส่วนภูมิภาคเขต 1 (ภาคใต้) (2) ศึกษาปัญหาอุปสรรคเกี่ยวกับการบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าของสำนักงานการไฟฟ้าส่วนภูมิภาคเขต 1 (ภาคใต้) (3) เสนอแนวทางการพัฒนาการบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าของการไฟฟ้าส่วนภูมิภาค
ประชากร คือ หัวหนัาเจ้าหน้าที่ตรวจสอบในเขตสำนักงานการไฟฟ้าส่วนภูมิภาคเขต 1 (ภาคใต้) จำนวน 51 คนและเจ้าหน้าที่ที่เกี่ยวข้องกับการตรวจสอบจำนวน 20 คน เครื่องมือที่ใช้เป็นแบบสอบถามและการสัมภาษณ์ แบบสอบถามมีค่าความเที่ยงเท่ากับ 0.617 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า (1) การบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าด้านการเตรียมบุคลากร บุคลากรที่ตรวจสอบจะต้องเตรียมสภาพความพร้อมของร่างกายอยู่เสมอพร้อมทั้งอุปกรณ์เครื่องมือต่างๆ ให้อยู่ในสภาพสมบูรณ์เพื่อตรวจสอบให้ได้ตามเป้าหมายที่การไฟฟ้าส่วนภูมิภาคกำหนด ด้านการเตรียมรายละเอียดของผู้ใช้ไฟ เจ้าหน้าที่จะมีการบันทึกข้อมูลรายละเอียดต่างๆ ของผู้ใช้ไฟเพื่อความสะดวกในการตรวจสอบ ด้านการตรวจสอบผู้ใช้ไฟปัจจุบันการไฟฟ้าส่วนภูมิภาคได้นำระบบอ่านหน่วยไฟฟ้าอัตโนมัตมาใช้เพื่อประหยัดเวลาและค่าใช้จ่ายด้านการดำเนินการเมื่อพบมิเตอร์ชำรุดเจ้าหน้าที่จะดำเนินการตามระเบียบข้อบังคับว่าด้วยการละเมิดการใช้ไฟ ด้านการดำเนินการหลังละเมิดการใช้ไฟ เจ้าหน้าที่จะรวบรวมพยานหลักฐานทั้งหมดฝากไวัที่สถานีตำรวจ (2) ปัญหาการบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าด้านการเตรียมบุคลากร บุคลากรมีไม่เพียงพอในการ ตรวจสอบ ด้านการเตรียมรายละเอียดของผู้ใช้ไฟ ไม่มีการปรับปรุงข้อมูลอย่างสมํ่าเสมอและต่อเนี่องทำให้ รายละเอียดไม่ครบถ้วนและไม่เป็นปัจจุบัน ด้านการตรวจสอบผู้ใช้ไฟ วัสอุอุปกรณ์ที่ไช้ไม่ทันสมัย งบประมาณมีจำกัด ด้านการดำเนินการเมื่อพบมิเตอร์ชำรุด หลักเกณฑ์ข้อบังคับต่างๆ มีความยุ่งยากในทางปฎิบัติ ด้านการ ดำเนินการหลังละเมิดการใช้ไฟ การดำเนินคดีกับผู้ละเมิดการใช้ไฟยังไม่เป็นรูปธรรม (3) แนวทางการพัฒนาการบริหารการตรวจสอบหน่วยสูญเสียการใช้ไฟฟ้าด้านการเตรียมบุคลากร ควรมีการพัฒนาคักยภาพเจ้าหน้าที่ที่มีอยู่ให้มีประสิทธิภาพมากขึ้นแทนการเพิ่มบุคลากร ด้านการเตรียมรายละเอียดของผู้ใชัไฟ ควรมีการปรับปรุงข้อมูลอยู่เป็นประจำและต่อเนื่อง ด้านการตรวจสอบผู้ใช้ไฟ ควรมีการเพิ่มงบประมาณในการตรวจสอบให้มากขึ้น ด้านการดำเนินการเมื่อพบมิเตอร์ชำรุด ควรปรับปรุงระเบียบข้อบังคับให้สอดคลัองกับการปฏิบัติงาน ด้านการดำเนินการหลังละเมิดการใช้ไฟ ควรดำเนินคดีกับผู้ละเมิดการใช้ไฟอย่างจริงจังและประชาสัมพันธ์เกี่ยวกับการละเมิดการใช้ไฟอย่างต่อเนี่องเพื่อเป็นการป้องปราม
The objectives of this research were to (1) analyse the administration of technical loss unit auditing of Provincial Electricity Authority Area 1 (Southern Region) (2) study the problems concerning the administration of technical loss unit auditing of Provincial Electricity Authority Area I (Southern Region) (3) propose guidelines for development of the administration of technical loss unit auditing of Provincial Electricity Authority Area I (Southern Region). Population used in this study were 51 heads of auditing staffs of Provincial Electricity Authority Area I (Southern Region) and 20 staffs concerning auditing of technical loss. The research tools were questionnaire and interview. The Reliability Coefficients was 0.617. The statistical tools employed for data analysis were percentage, mean, and standard deviation. The research results were (1) the administration of technical loss unit auditing in aspect of personnel preparing; the staffs should prepare themselves to be physically ready and should be assured that all equipments or tools were in good condition to inspect according to the target provided by Provincial Electricity Authority. In aspect of preparing information of electricity users, the staffs should keep records of electricity users so to allow convenient inspection. As for electricity users auditing, nowadays, Provincial Electricity Authority had employed the system of Automatic Meter Reading (AMR) for time and cost saving. In aspect of operation facing up with the meter out of service, the staffs would follow the regulation on violation. In aspect of operation after electricity used violation, the staffs would collect all evidences and take them to the police station. (2) problems of administration of technical loss unit auditing in aspect of personnel preparing, there was inadequate personnel to inspect. In aspect of preparing information of electricity users, there was no consistent improvement of necessary information resulting in imperfect and out of date information. In aspect of electricity user auditing, the equipments were not up to date and the budget was limited. In aspect of operation facing up with the meter out of service, the rules and regulations were inconvenient in practice. In aspect of operation after electricity used violation, the legal procedures were unclear. (3) The development guideline of administration of technical loss unit auditing in aspect of personnel preparing: there should be potential development of current personnel to be more effective instead of increasing numbers of personnel. In aspect of preparing information of electricity users, the information should be improved regularly and perpetually. In aspect of electricity users auditing, budget for auditing should be increased . In aspect of operation facing up with the meter out of service, rales should be deregulated in accordance with current operation. In aspect of operation after electricity used violation, the legal procedures should be practically employed and the public should be communicated perpetually to suppress illegal activities.
