การพัฒนารูปแบบสมรรถนะการรู้สารสนเทศด้านสุขภาพของนักวิชาการสาธารณสุขในโรงพยาบาลส่งเสริมสุขภาพตำบลในประเทศไทย

Abstract

การวิจัยนี้มีจุดประสงค์เพื่อพัฒนารูปแบบสมรรถนะการรู้สารสนเทศด้านสุขภาพของนักวิชาการสาธารณสุขในโรงพยาบาลส่งเสริมสุขภาพตำบลในประเทศไทย และตรวจสอบความสามารถในการนำไปประยุกต์ใช้ของรูปแบบสมรรถนะที่สร้างขึ้น วิธีการศึกษาใช้วิธีวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก กลุ่มตัวอย่างคือ นักวิชาการสาธารณสุขในโรงพยาบาลส่งเสริมสุขภาพตำบลจำนวน 10 คน คัดเลือกแบบเจาะจงตามเกณฑ์ คือ ได้รับรางวัลผลงานวิชาการดีเด่นในระดับจังหวัดขึ้นไปอย่างน้อย 2 รางวัล ในช่วง ระหว่างปี พ.ศ. 2552 - พ.ศ. 2556 และมีผลงานวิชาการอย่างต่อเนื่อง วิเคราะห์ข้อมูลโดยใช้วิธีวิเคราะห์เชิงนิรนัยและอุปนัย และสังเคราะห์ร่างกรอบสมรรถนะการรู้สารสนเทศด้านสุขภาพ หลังจากนั้นจึงรับรองร่างด้วยการประชุมกลุ่มผู้เชี่ยวชาญจำนวน 7 คน และทดลองนำรูปแบบสมรรถนะไปใช้ประเมินนักวิชาการสาธารณสุขในโรงพยาบาลส่งเสริมสุขภาพตำบล 3 แห่ง รูปแบบสมรรถนะในงานวิจัยนี้ประกอบด้วย 13 สมรรถนะ อยู่ภายใต้องค์ประกอบการรู้สารสนเทศด้านสุขภาพ 6 องค์ประกอบ ในแต่ละองค์ประกอบมีสมรรถนะดังนี้ (1) SCOPE มี 7 สมรรถนะ ได้แก่ การคิดแก้ไขปัญหา การคิดสร้างสรรค์ กลยุทธ์การแสวงหาสารสนเทศ การทำงานเป็นทีมการสื่อสาร ความเข้าใจชุมชน การคิดวิเคราะห์ (2) ACCESS มี 3 สมรรถนะ ได้แก่ ทักษะ การค้นหาข้อมูล การคิดวิเคราะห์ การสร้างสัมพันธภาพ (3) EVALUATE มี 4 สมรรถนะ ได้แก่ การคิดเชิงวิพากษ์ การคิดวิเคราะห์ การสร้างสัมพันธภาพ การสื่อสาร (4) APPLY มี 4 สมรรถนะ ได้แก่ การสื่อสาร การมุ่งเน้นผลลัพธ์ การสร้างสัมพันธภาพ ความเข้าใจชุมชน (5) ETHICS มี 1 สมรรถนะ ได้แก่ จริยธรรมและความซื่อสัตย์ (6) LEARN มี 1 สมรรถนะ ได้แก่ ความมุ่งมั่นตั้งใจที่จะเรียนรู้ผลการนำรูปแบบสมรรถนะไปทดลองใช้พบว่านักวิชาการสาธารณสุข กลุ่มตัวอยางแสดงพฤติกรรมตามสมรรถนะมากขึ้นและมีผลลัพธ์การปฏิบัติงานดีขึ้นหลังอบรม

This research aimed to develop health information literacy competency model for public health officers in subdistrict health promotion hospitals in Thailand and validate the applicability of the model. This study employed qualitative research by in-depth interview of 10 public health officers in subdistrict health promotion hospitals who were purposively sampled based on; (1) Received academic work reward at least 2 from provincial academic forum or upon between the year 2009 - 2013. (2) Create academic work regularly. The deductive - inductive analysis was used to synthesize the draft of the health information literacy competency framework. Focus group discussion by 7 experts was conducted to approve the framework. Then, competency model was implemented to evaluate public health officers in 3 subdistrict health promotion hospitals. The competency model contained 13 competencies under the 6 components of health information literacy. Each component contained the competencies as follows; (1) SCOPE had 7 competencies, namely, problem solving thinking, creative thinking, information seeking strategy, teamwork, communication, community understanding, analytical thinking. (2) ACCESS had 3 competencies, namely, search skill, analytical thinking, relationship building. (3) EVALUATE had 4 competencies, namely, critical thinking, analytical thinking, relationship building, communication. (4) APPLY had 4 competencies, namely, communication, result orientation, relationship building, community understanding. (5) ETHICS had 1 competency, namely, ethics and integrity. (6) LEARN had 1 competency, namely, commitment to learning. The implementation of the competency model resulted that public health officers improved their competencies and produced better performances after training.
