การพัฒนาตัวบ่งชี้รวมสำหรับสมรรถนะในการปฏิบัติงาน ด้านทะเบียนนักศึกษาในมหาวิทยาลัยสงขลานครินทร์

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) พัฒนาตัวบ่งชี้รวมสำหรับสมรรถนะในการ ปฏิบัติงานด้านทะเบียนนักศึกษา ในมหาวิทยาลัยสงขลานครินทร์ และ (2) ตรวจสอบคุณภาพของ ตัวบ่งชี้รวมสำหรับสมรรถนะในการปฏิบัติงานด้านทะเบียนนักศึกษา ใน มหาวิทยาลัยสงขลานครินทร์ กลุ่มตัวอย่างในการวิจัย ประกอบด้วย (1) ผู้เชี่ยวชาญเพื่อให้ข้อมูลตามขั้นตอนของ เทคนิคเดลฟาย และกำหนดน้ำหนักของตัวบ่งชี้ จำนวน 19 คน และ (2) ผู้ปฏิบัติงานด้าน ทะเบียนนักศึกษา ในมหาวิทยาลัยสงขลานครินทร์ จำนวน 15 คน และเพื่อนร่วมงานของผู้ ปฏิบัติงาน จำนวน 15 คน เพื่อประเมินการปฏิบัติงานตามตัวบ่งชี้ที่พัฒนาขึ้น กลุ่มตัวอย่างได้มา โดยใช้วิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามปลายเปิด และแบบสอบถามแบบมาตรประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ มัธยฐาน ฐานนิยม พิสัยระหว่างควอไทล์ ส่วนเบี่ยงเบนควอไทล์ และการทดสอบของแมน-วิทนีย์ ผลการวิจัยพบว่า (1) ตัวบ่งชี้รวมสำหรับสมรรถนะในการปฏิบัติงานด้านทะเบียนนัก ศึกษา ในมหาวิทยาลัยสงขลานครินทร์ กลุ่มสมรรถนะด้านความรู้ มีจำนวน 5 สมรรถนะ 24 ตัว บ่งชี้ กลุ่มสมรรถนะด้านทักษะ มีจำนวน 13 สมรรถนะ 55 ตัวบ่งชี้ และกลุ่มสมรรถนะด้านคุณ ลักษณะ มีจำนวน 15 สมรรถนะ 62 ตัวบ่งชี้ และ (2) ตัวบ่งชี้รวมที่พัฒนาขึ้นมีความตรง โดยการ ประเมินตนเองและการประเมินของเพื่อนร่วมงานไม่มีความแตกต่างกันทุกตัวบ่งชี้

The purposes of this research were (1) to develop the composite indicators for performance competencies of the registration staff at Prince of Songkla University; and (2) to verify the quality of the developed indicators. The sample for this study consisted of (1) 19 experts who provided the information according to the Delphi technique and determined the weight of indicators; and (2) 15 registration staff members and 15 colleagues for performance appraisal based on the developed indicators. All of them were purposively selected. The data collecting instruments consisted of an open-ended questionnaire and a rating scale questionnaire. The statistics employed for data analysis were the median, mode, interquartile range, quartile deviation, and Mann-Whitney Test. Research findings revealed that (1) the composite indicators for performance competencies of the registration staff in Prince of Songkla University comprised those in three competency groups, namely, the knowledge competency group consisting of 5 competencies with 24 indicators, the skill competency group consisting of 13 competencies with 55 indicators, and the attribute competency group consisting of 15 competencies with 62 indicators; and (2) the developed composite indicators had validity as shown by registration staff members' self-assessment and the colleagues' evaluation of registration staff members being not significantly different in every indicator.
