การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาระบบฐานข้อมูลเพื่อการจัดการสารสนเทศงาน
ประชุมและสัมมนาของสำนักงานสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ
ระบบฐานข้อมูลที่พัฒนาขึ้นครอบคลุมข้อมูลต่าง ๆ เช่น ข้อมูลสมาชิกสภาที่ปรึกษาฯ
ข้อมูลคณะทำงาน ข้อมูลสมาชิกคณะทำงาน ข้อมูลทั่วไปเกี่ยวกับการประชุมและสัมมนา ข้อมูลผู้เข้าร่วมประชุมแสะสัมมนา ข้อมูลสถานที่จัดประชุมและสัมมนา ข้อมูลความเห็นและข้อเสนอแนะเป็นต้น การวิจัยนี้เป็นการวิจัยเชิงพัฒนา วิธีการพัฒนาระบบฐานข้อมูลใช้หลักการของวงจรการพัฒนาระบบ เริ่มจากการศึกษาความเป็นไปได้ของระบบ โดยการสัมภาษณ์ผู้เกี่ยวข้องจำนวน 16 คน ประกอบด้วยบุคลากรระดับอำนวยการ 3 คน ระดับหัวหน้างาน 5 คน และระดับปฏิบัติการ 8 คน จากนั้นวิเคราะห์ออกแบบและพัฒนาระบบฐานข้อมูลโดยใช้โปรแกรม MySQL เวอร์ชัน 5.7.13 โปรแกรม phpMyAdmin เวอร์ชัน 4.6.2 และ Adobe Dreamweaver เวอร์ชัน CS6 12.2 ภายใต้ระบบปฏิบัติการ Microsoft Windows 10 Pro หลังจากนั้นได้ให้ผู้เกี่ยวข้องจำนวน 26 คน ประกอบด้วย บุคลากรระดับผู้อำนวยการ 5 คน ระดับหัวหน้างาน 7 คน และระดับปฏิบัติการ 14 คน ทดลองใช้และประเมินความพึงพอใจที่มีต่อระบบฐานข้อมูลที่พัฒนาขึ้นผลการวิจัยทำให้ได้ระบบฐานข้อมูลที่สามารถบันทึก แก้ไข ค้นหา และแสดงผลข้อมูลเพี่อการจัดการสารสนเทศงานประชุมและสัมมนาของสำนักงานสภาที่ปรึกษาฯ ได้อย่างมีประสิทธิภาพรวมถึงสามารถแสดงผลการค้นหาข้อมูลงานประชุมและสัมมนาในรูปกราฟิกแผนที่ประเทศไทยจากการประเมินของผู้ใช้พบว่า บุคลากรระดับบริหาร (ผู้อำนวยการและหัวหน้างาน) มีความพึงพอใจในด้านการค้นหาข้อมูลอยู่ในระดับมากที่สุด (X = 4.79) ส่วนการรายงานผลและภาพรวมของระบบอยู่ในระดับมาก (X= 4.22 และ 4.20 ตามลำดับ) บุคลากรระดับปฏิบัติการ มีความพึงพอใจในด้านการรายงานผลอยู่ในระดับมากที่สุด (X =4.58) ส่วนการนำข้อมูลเข้าสู่ระบบ การค้นหาข้อมูล และภาพรวมของระบบอยู่ในระดับมาก (X = 4.22, 4.33 และ 4.31 ตามลําดับ)
The purpose of the research was to develop a database system for managing information regarding conferences and seminars at the Office of the National Economic and Social Advisory Council (NESAC). The database system covered various kinds of data, including information about NESAC members, committees and committee members, conferences and seminars, participants and venues of conferences and seminars, comments and suggestions, etc. This research was developmental in nature. The system development life cycle methodology was used, starting with a preliminary study conducted through interviewing 16 NESAC employees, namely 3 executive directors, 5 supervisors and 8 operational personnel. The analysis, design and development of the new system were carried out accordingly. MySQL 5.7.13, phpMyAdmin 4.6.2 and Adobe Dreamweaver CS6 12.2 under the Microsoft Windows 10 Pro operating system were used as research tools. The evaluation of the system was then performed by 26 NESAC employees, namely 5 executive directors, 7 supervisors and 14 operational personnel. The database system resulting from this research allowed users to conveniently store, update, retrieve, and display data for managing information regarding NESAC’ร conferences and seminars, including displaying data in the form of a graphical map of Thailand. The evaluation by the users revealed that the administrators (directors and supervisors) were satisfied with the searching aspect at the highest level (x= 4.79), and with the other two aspects, i.e., reporting and the overall system, at a high level (X = 4.22 and 4.20 respectively). The operational personnel was satisfied with the reporting aspect at the highest level (x = 4.58), and with the other three aspects, i.e., inputting, searching and the overall system, at a high level (x = 4.22, 4.33 and 4.31 respectively).
