ปัจจัยที่มีอิทธิพลต่อความสำเร็จในการดำเนินงานตามแผนปฏิบัติราชการ ของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความสำเร็จในการดำเนินงานตามแผนปฏิบัติราชการ ของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 (2) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จในการดำเนินงานตามแผนปฏิบัติราชการของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 และ (3) เป็นแนวทางให้สำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 สามารถนำมาเป็น กลยุทธ์ให้การดำเนินงานตามแผนปฏิบัติราชการในอนาคตประสบผลสำเร็จมากยิ่งขึ้นการศึกษานี้เป็นการศึกษาเชิงปริมาณและเชิงคุณภาพ ที่สำรวจกลุ่มข้าราชการสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 โดยการสุ่มแบบชั้นภูมิอย่างเป็นสัดส่วนตามสูตร ของทาโร่ ยามาเน่ จำนวน 132 คน และสัมภาษณ์บุคลากรที่เกี่ยวข้องในการดำเนินงานตามแผนปฏิบัติราชการด้านคุณภาพการให้บริการ โดยการสุ่มแบบเจาะจง จำนวน 3 คน เครื่องมือที่ใช้ในการเก็บข้อมูลประกอบด้วยแบบสอบถามและแบบสัมภาษณ์ ข้อมูลเชิงปริมาณวิเคราะห์ด้วยสถิติ เช่น ค่าความถี่ ร้อยละ ค่าเฉลี่ย และการถดถอยเชิงพหุ และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหาผลการศึกษาพบว่า (1) ระดับความสำเร็จของการดำเนินงานตามแผนปฏิบัติราชการของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 ในภาพรวมอยู่ในระดับมาก (2) มีจำนวน 3 ปัจจัยที่มีอิทธิพลต่อความสำเร็จในการดำเนินงานตามแผนปฏิบัติราชการของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ ปัจจัยความเหมาะสมด้านโครงสร้างองค์การ ปัจจัยความชัดเจนของยุทธศาสตร์ และปัจจัยภาวะผู้นำของผู้บริหาร และ (3) ข้อเสนอแนะแนวทางการพัฒนาระบบเทคโนโลยีสารสนเทศให้สอดคล้องกับบริบทของพื้นที่ ซึ่งหากมีระบบเทคโนโลยีสารสนเทศที่มีประสิทธิภาพจะส่งเสริม สนับสนุน ให้การดำเนินงานตามแผนปฏิบัติราชการของสำนักงานศึกษาธิการจังหวัดในพื้นที่สำนักงานศึกษาธิการภาค 5 ประสบผลสำเร็จมากยิ่งขึ้น

This study aimed to (1) examine the success of the action plans of the Provincial Education Offices in the Area of the Regional Education Office No.5, (2) Study the factors that influence the success of these action plans, and (3) provide guidelines for the Provincial Education Offices in the Area of the Regional Education Office No.5 to use as strategies to further improve the success of their future action plans.This study was a quantitative and qualitative study that surveyed a group of civil servants from the Provincial Education Offices in the Area of the Regional Education Office No.5, by proportionally sampling 132 people according to Taro Yamane's formula and interviewing personnel involved in the implementation of the service quality government action plan by a specific random of 3 people. Quantitative data were analyzed using statistical methods such as frequency, percentage, mean, and multiple regression analysis, while qualitative data were analyzed using content analysis.The results of the study indicated that (1) the overall success of the action plans of the Provincial Education Offices in the Area of the Regional Education Office No.5 was at a high level, (2) three factors had a statistically significant influence on the success of these action plans at the 0.05 level: organizational structure appropriateness, strategic clarity, and leadership of executives, and (3) the recommendation was to develop an information technology system that aligns with the local context. An efficient IT system would promote and support the success of the action plans of the Provincial Education Offices in the Area of the Regional Education Office No.5.
