Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) การมีส่วนร่วมในการปกครองท้องถิ่นของผู้สูงอายุเทศบาลตำบลสำโรงเหนือ อำเภอเมืองสมุทรปราการ จังหวัดสมุทรปราการ (2) ปัจจัยที่ส่งผลให้ผู้สูงอายุ เทศบาลตำบลสำโรงเหนือ มีส่วนร่วมในการปกครองท้องถิ่น (3) ปัญหา อุปสรรคในการมีส่วนร่วมปกครองท้องถิ่นของผู้สูงอายุเทศบาลตำบลสำโรงเหนือ (4) แนวทางในการพัฒนาบทบาทของผู้สูงอายุ ในการมีส่วนร่วมปกครอง
ท้องถิ่นเทศบาลตำบลสำโรงเหนือ การศึกษานี้เป็นการวิจัยเชิงคุณภาพ โดยมีกลุ่มตัวอย่าง ได้แก่ กลุ่มผู้บริหารท้องถิ่น กลุ่มข้าราชการท้องถิ่น กลุ่มผู้สูงอายุที่เป็นสมาชิกชมรมผู้สูงอายุเทศบาลตำบลสำโรงเหนือ และกลุ่มผู้สูงอายุที่ไม่ใช้สมาชิก ชมรมผู้สูงอายุเทศบาลตำบลสำโรงเหนือ ใช้การคัดเลือกแบบเจาะจง จำนวน 11 คน เครื่องมือในการวิจัยใช้แบบ สัมภาษณ์ และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษาพบว่า (1) ผู้สูงอายุมีส่วนร่วมในการปกครองท้องถิ่น เทศบาลตำบลสำโรงเหนือ อำเภอเมืองสมุทรปราการ จังหวัดสมุทรปราการ โดยมีส่วนร่วมในการประชาคมเพื่อจัดทำแผนพัฒนา ตั้งแต่กระบวนการแจ้งข่าวประชาสัมพันธ์ในการลงพื้นที่ของเทศบาลตำบลสำโรงเหนือ การช่วยเหลือเจ้าหน้าที่ของ เทศบาลตำบลสำโรงเหนือ ในการจัดสถานที่การประชาคมและร่วมนำเสนอปัญหาความต้องการ รวมถึงวิเคราะห์ถึงสภาพของปัญหาและจัดลำดับความสำคัญของปัญหาในชุมชน (2) ปัจจัยที่ส่งผลให้ผู้สูงอายุ เทศบาลตำบล
สำโรงเหนือ มีส่วนร่วมในการปกครองท้องถิ่น มี 3 ประการ ผู้สูงอายุให้ความสำคัญกับการมีส่วนร่วมทางการเมืองค่อนข้างสูง เทศบาลตำบลสำโรงเหนือ เป็นสังคมเมืองที่กลุ่มผู้สูงอายุมีความรู้และให้ความสำคัญกับการปกครองท้องถิ่น และผู้สูงอายุทราบถึงความสำคัญของการจัดทำแผนพัฒนาท้องถิ่น (3) ปัญหา อุปสรรคในการมีส่วนร่วมปกครองท้องถิ่นของผู้สูงอายุ คือ ปัญหาทางด้านการเมืองท้องถิ่นการเล่นพรรคเล่นพวก การไม่แสดงความคิดเห็น (4) แนวทางในการพัฒนาบทบาทของผู้สูงอายุในการมีส่วนร่วมในการปกครองท้องถิ่น คือ เพิ่มช่องทางและเวลาในการประชาสัมพันธ์การจัดประชาคม และมีการอบรมให้ความรู้เพื่อสร้างความเข้าในเรื่องการจัดทำแผนพัฒนาท้องถิ่น
The objectives of this research are (1) to study participation on senior citizens in local government in Samrong Nuea Municipality, Mueang Samut Prakan District, Samut Prakarn Province, (2) to investigate the factors affecting a participation of senior citizens in Samrong Nuea Municipality to local government (3) to identify the problems on a participation of senior citizens in Samrong Nuea Municipality on local government and (4) to provide the guideline of senior citizens’ roles in Samrong Nuea Municipality to local government. The qualitative approach was applied in this research. There were 11 purposive samplings included group of local administrator, group of government officer, elderly people who were members of the Elderly Club of Samrong Nuea Municipality and elderly people who are not member of the Elderly Club of Samrong Nuea Municipality. Then, the data were analyzed using a descriptive analysis method. This research found that (1) senior citizens participated in local government in Samrong Nuea Municipality, Mueang Samut Prakan District, Samut Prakarn Province by participating in congregation to provide the development plan for public relation, supporting officers of Samrong Nuea Municipality in order to prepare the location for congregation, proposing, analyzing and ranking the community problems. (2) There were three factors affecting senior citizens to participate in local government in Samrong Nuea Municipality. Firstly, senior citizens fully supported the political participation. Secondly, senior citizens in Samrong Nuea Municipality had knowledge on local government. Lastly, senior citizens understood the local development plan. (3) The difficulties in participating of senior citizens in local government were favoritism and no expressing of opinion. (4) The guideline of senior citizens’ roles in local government would be improving of public relation on congregation by accessibility and duration. Moreover, education should be provided to create an understanding of local development pla.
