Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อศึกษา1) ระดับประสิทธิผลในการดำเนินงานของสำนักงานโยธาธิการและผังเมืองส่วนภูมิภาค เขตภาคใต้ กระทรวงมหาดไทย 2) ความสัมพันธ์ ระหว่างการปฏิบัติงานของข้าราชการและเจ้าหน้าที่ของรัฐโดยใช้วัฒนธรรม และค่านิยมในการทำงาน ตามตัวแบบ I AM READY กับประสิทธิผลในการดำเนินงานในสำนักงานโยธาธิการและผังเมืองส่วนภูมิภาค เขตภาคใต้ กระทรวงมหาดไทย ประชากรที่ใช้ในการศึกษาได้แก่เจ้าหน้าที่ของรัฐประกอบด้วยข้าราชการ พนักงานราชการ ลูกจ้าง ซึ่งเป็นผู้ที่ปฏิบัติงานในสำนักงานโยธาธิการและผังเมืองส่วนภูมิภาคในเขตภาคใต้14 จังหวัด จำนวน 371 คน กลุ่มตัวอย่างคำนวณจากสูตรของ ทาโร่ ยามาเน จำนวน 192 คน โดยใช้วิธีการสุ่มตัวอย่าง แบบโควต้า เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน และการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ประสิทธิผลในการดำเนินงานของสำนักงานโยธาธิการและผังเมือง ส่วนภูมิภาค เขตภาคใต้ กระทรวงมหาดไทยในภาพรวมอยู่ในระดับมากและเมื่อพิจารณาเป็นรายด้าน พบว่าการดำเนินงานด้านการบริการด้านช่างมีประสิทธิผลระดับสูงที่สุด รองลงมาได้แก่การดำเนินงาน ด้านการพัฒนาเมือง การผังเมือง และการอาคารตามลำดับ (2) ความสัมพันธ์ระหว่างการปฏิบัติงานของ ข้าราชการและเจ้าหน้าที่ของรัฐโดยใช้วัฒนธรรม และค่านิยมในการทำงานตามตัวแบบ I AM READY กับประสิทธิผลในการดำเนินงานในสำนักงานโยธาธิการและผังเมืองส่วนภูมิภาค เขตภาคใต้ กระทรวงมหาดไทย ในภาพรวมมีความสัมพันธ์กันเชิงบวกในระดับสูงทุกด้าน และเมื่อพิจารณาเป็นรายด้านพบว่าการปฏิบัติงาน โดยใช้วัฒนธรรมและค่านิยมในการทำงานตามตัวแบบ I AM READY มีความสัมพันธ์กับประสิทธิผลการดำเนินงานมากที่สุดด้านการมุ่งเน้นประสิทธิภาพ รองลงมาได้แก่ด้านการมีใจและการกระทำที่เป็นประชาธิปไตย ความรับผิดชอบต่อผลงาน ความขยัน ตั้งใจทำงาน การเป็นผู้ที่ทำงานอย่างมีศักดิ์ศรี การปรับตัวได้ทันโลก การมีศีลธรรม คุณธรรม และการทำงานมุ่งเน้นผลงานตามลำดับ
The purpose of study were to study, 1) the effectiveness level of the operations and 2) the relationship between the performance of civil servants and Government officials using the culture and values to work base on I AM READY and the effectiveness in operations the Office of Public Works and Town Planning Authority petitioned of the Southern Region, Ministry of the Interior Population was the government officials and employees of Department of Public Works and Town and Country Planning, Provincial Bureaus Southern Region of 14 provinces. Sample were 371 people and group sample as calculated from the formula of Taro Yamane 192 people, using the quota sampling method. A tool used in the study is a questionnaire used in the statistical analysis of data values, standard deviation, percent, Pearson correlation coefficient and content analysis. The study showed that (1) The effectiveness of the operations of the Office of Public Works and Town Planning Authority for the Southern Region, Ministry of the Interior as an overview was at a high level. Service technician was at the highest level, followed by the implementation of urban development, urban planning and housing, respectively. (2) The relationship between the performance of civil servants and public officials based on culture and the value of working as a model I AM READY with effectiveness of operations. Overall there was a positive correlation at a high level in all aspects and considering a list of aspects which based on culture and values of working as a model I AM READY. Correlated with the effectiveness of the most performance-oriented, followed by mind and action as a democracy. Portfolio responsibilities Diligence intended work, to be productive, freely adapting fast to the world. To have moral integrity and work focused on portfolio, respectively.
