การวิจัย เรื่อง การเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารการพัฒนาตามแนวทางคุณธรรมระหว่างองค์การบริหารส่วนตำบลบ้านอิฐกับองค์การบริหารส่วนตำบลบ้านแห ในจังหวัดอ่างทองมีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบ (1) การมีส่วนร่วมของประชาชน (2) ปัญหา (3) แนวทางการพัฒนา และ (4) ภาพรวมแนวโน้มการมีส่วนร่วมของประชาชนในการบริหารการพัฒนาตามแนวทางคุณธรรมระหว่าง องค์การบริหารส่วนตำบลบ้านอิฐกับองค์การบริหารส่วนตำบลบ้านแห ในจังหวัดอ่างทอง โดยนำการบริหารการพัฒนาตามแนวทางคุณธรรม ซึ่งประกอบด้วย 10 ด้าน ได้แก่ การรักษาความสัจ การรู้จักข่มใจตนเอง ความอดทนการละความชั่ว การเสืยสละ ความเมตตา ความสามัคคี ความสุจริต ความเที่ยงธรรม และการส่งเสริมคนดีมาเป็น กรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซึ่งผ่านการทดสอบ รวมทั้งผ่านการทดสอบหาความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.84 กลุ่มตัวอย่าง ได้แก่ ประชาชนในองค์การบริหารส่วนตำบลบ้านอิฐและองค์การบริหารส่วนตำบลบ้านแห มีจำนวน 1,067 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 สิงหาคม 2550 ถึง วันที่ 15 กันยายน 2550 เก็บแบบสอบถามกลับคืนมาจำนวน 915 คน คิดเป็นร้อยละ 85.75 ของแบบสอบถานที่แจกออกไปทั้งหมด (1,067 คน) สำหรับสถิตที่ใช้ คือ รัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาปรากฎว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า (1) ประชาชนเข้ามามีส่วนร่วม ในการบริหารการพัฒนาตามแนวทางคุณธรรมในองค์การบริหารส่วนตำบลทั้ง 2 แห่ง และ (2) ในภาพรวมการมีส่วนร่วมของประชาชนในการบริหารการพัฒนาตามแนวทางคุณธรรมในองค์การบริหารส่วนตำบล ทั้ง 2 แห่งในอนาคตมีแนวโน้มสูงกว่าในปัจจุบัน สำหรับปัญหาที่สำคัญขององค์การบริหารส่วนทั้ง 2 แห่ง คือ การไม่ได้เปิดโอกาสให้ประชาชนเข้ามาตรวจสอบพนักงานส่วนตำบลเรื่องการยึดมั่นในกฎกติกาและระเบียบแบบแผนส่วนแนวทางการพัฒนาที่สำคัญ คือ องค์การบริหารส่วนตำบล ทั้ง 2 แห่ง ควรพัฒนาหรือฝึกอบรมผู้บริหารทุกระดับในเรื่องการมีจิตใจหรือจิตสำนึกที่สนับสนุนการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการตรวจสอบการบริหารการพัฒนาตามแนวทางคุณธรรม รวมทั้งควรสนับสนุนให้หน่วยงานภายนอก เช่น สถาบันการศึกษาและสื่อมวลชน รวมทั้งประชาชน เข้ามามีส่วนร่วมในการตรวจสอบผู้บริหารทุกระดับอย่างต่อเนื่องด้วย
The objectives of this research were to compare (1) people participation, (2) problems, and (3) procedures of development of people participation in development administration according to the Morality Guideline between the Ban Hae and Ban-it Subdistrict Administrative Organizations in Angthong Province. The morality guideline consisted of 10 factors: keeping the promise, self-restraint, tolerance, refraining from doing bad deeds, sacrifice, kindness, unity, honesty, justification, and supporting good person, was used as conceptual framework in the study. This research was a survey research using questionnaire that had been passed pretest including the checks of validity and reliability at the statistical significant level of 0.84. Samples of 1,067 consisted of local residents of the Ban-it and Ban Hae Subdistrict Administrative Organizations in Angthong Province. The questionnaires were collected at the amount of 915 (85.75%). Computer and statistics of percentage, mean, standard deviation, and t-test were applied for data analysis. According to the opinions of the samples, the research results appeared that (I) people participation in the development administration according to the Morality Guideline of both organizations was at the moderate level; (2) Important problem of both organizations was lacking of giving people opportunities to check their the Subdistrict Administrative Organization’s officials in complying with laws and regulations; and (3) the main procedure of development of both organizations was they should develop or train their executives at all levels relating to their spirits or awareness to support people participation in checking their organizations’ development administration according to the Morality Guideline.In addition, both organizations should support continuously the participation of outside organizations of academic institutions and mass media organizations.
