Abstract
โครงการพัฒนาโรงพยาบาลคริสเตียน ศูนย์คริสเตียนสังขละบุรี (มูลนิธิแห่งสภาคริสตจักรในประเทศไทย) จังหวัดกาญจนบุรี ตั้งแต่ระยะที่ 2 เป็นต้นไป โครงการส่วนขยายโรงพยาบาลขนาดรวม 100 เตียงนั้น เข้าข่ายโครงการที่ต้องจัดทํารายงานการประเมินผลกระทบสิ่งแวดล้อม (Environmental Impact Assessment: EIA) ต่อสํานักงานนโยบายและแผนทรัพยากรธรรมชาติ (สผ.) กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เพื่อพิจารณาอนุมัติตามขั้นตอนก่อนดำเนินการก่อสร้าง ตามพระราชบัญญัติส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ (ฉบับที่ 2) พ.ศ.2561 และประกาศกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เรื่อง กําหนดโครงการ กิจการ หรือการดำเนินการ ซึ่งต้องจัดทํารายงานการประเมินผลกระทบสิ่งแวดล้อม และหลักเกณฑ์ วิธีการ และเงื่อนไขในการจัดทํารายงานการประเมินผลกระทบสิ่งแวดล้อมประกาศ ณ วันที่ 19 พฤศจิกายน พ.ศ.2561 การจัดทำคู่มือนี้ได้ค้นคว้าจากเอกสารทางวิชาการที่เกี่ยวข้องที่สำคัญ ได้แก่ มาตรฐานและแนวทางการออกแบบโรงพยาบาล ข้อมูลพื้นฐานทางสิ่งแวดล้อมที่จำเป็นต้องประมวลในรายงาน มาตรการทางสิ่งแวดล้อมในการดำเนินการก่อสร้างและประกอบกิจการสถานพยาบาล กระบวนการบริหารจัดการทางเอกสาร ตามกำหนดในพระราชบัญญัติ ฎกระทรวง ประกาศ ระเบียบปฏิบัติ หนังสือเวียน ที่เกี่ยวกับการจัดทํารายงานการประเมินผลกระทบสิ่งแวดล้อม คู่มือนี้ประกอบไปด้วยเนื้อหา 4 บท คือ บทที่ 1 บทนำ บทที่ 2 หลักการ กฎหมาย และมาตรฐานที่เกี่ยวข้อง บทที่ 3 ขั้นตอนการทำคู่มือ และ บทที่ 4 คู่มือการจัดทำรายงานการประเมินผลกระทบสิ่งแวดล้อมโครงการโรงพยาบาล สังกัดมูลนิธิแห่งสภาคริสตจักรในประเทศไทย ขนาด 100 เตียง จังหวัดกาญจนบุรี
Project on construction of Christian Hospital in Sangkhlaburi Christian Center’s plot of land under the Foundation of the Church of Christ in Thailand (CCT) from its 2nd development phase i.e. hospital’s capacity extension accumulated to be a 100-bed hospital, is required to submit Environmental Impact Assessment (ELA.) report to Office of Natural Resources and Environmental Policy and Planning (ONEP), Ministry of Natural Resources and Environment, for consideration in order to be permitted for construction, mitigation during construction and project cycle, according to Enhancement and Conservation of National Environmental Quality Act (No. 2), B E. 2561 (2018) and Notification of the Ministry of Natural Resources and Environment on Projects, Undertakings, or Operations Required to Provide an Environmental Impact Assessment Report and Rules, Procedure, and Conditions in Providing an Environmental Impact Assessment Report, notified on 19 November B.E. 2561 This manual was prepared by exploring data on the Governmental Act, related ministerial notifications, ministerial regulations and other official documentation as well as academic evidence and experience from experts in fields of environmental impact assessment, hospital design and standard and other required information including in the EIA report. This manual consists of four chapters including Chapter 1: Introduction, Chapter 2: Principles, related rules and standards, Chapter 3: Method, and Chapter 4: The manual of environmental impact assessment reporting for 100-bed hospital project under the Foundation of the Church of Christ in Thailand, Kanchanaburi province
