Abstract
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) รูปแบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวเมืองซูริคประเทศสวิตเซอร์แลนด์ 2) สภาพปัญหาและความต้องการการจัดการการสื่อสารเครือข่ายการท่องเที่ยวกรุงเทพมหานคร 3) จัดทำข้อเสนอรูปแบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวกรุงเทพมหานครโดยพัฒนาจากต้นแบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวเมืองซูริคประเทศสวิตเซอร์แลนด์ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม ผู้ให้ข้อมูลหลักในการสัมภาษณ์เชิงลึกเป็นผู้ที่เกี่ยวข้องโดยตรงในการจัดการการสื่อสารเครือข่ายการท่องเที่ยว เลือกแบบเจาะจง 23 คน ได้แก่ 1) กลุ่มผู้นำและนักวิชาการเครือข่ายการท่องเที่ยวเมืองซูริคประเทศสวิตเซอร์แลนด์ 10 คน 2) กลุ่มผู้นำและนักวิชาการเครือข่ายการท่องเที่ยวของกรุงเทพมหานคร 7 คน โดยมีเครื่องมือการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบมีโครงสร้าง ส่วนผู้ให้ข้อมูลหลักในการสนทนากลุ่มในการให้ความเห็นชอบโมเดล มาจากผู้เชี่ยวชาญด้านการสื่อสารการท่องเที่ยว เลือกแบบเจาะจง 6 คน ได้แก่ 1) นักวิชาการและผู้บริหารองค์กรภาครัฐ 3 คน และ 2) ผู้บริหารองค์กรภาคเอกชน 3 คน โดยมีแบบการสนทนากลุ่มเป็นเครื่องมือการวิจัย วิเคราะห์ข้อมูลด้วยการสร้างข้อสรุป ผลการวิจัย พบว่า 1) รูปแบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวเมืองซูริคประเทศสวิตเซอร์แลนด์ มีโครงสร้างการปฏิบัติงานของเครือข่ายแบบกระจายอำนาจในระดับเดียวกัน มีความเชื่อมโยงกันทุกภาคส่วนอย่างเท่าเทียมกัน ผ่านนโยบายและพันธกิจการสื่อสารที่ชัดเจนโดยคำนึงถึงประโยชน์สูงสุดที่ได้รับร่วมกัน มีแผนงานและแนวปฏิบัติการสื่อสารที่เหมาะสมกับกลุ่มเป้าหมายอย่างชัดเจน ถูกต้อง และแม่นยำ โดยอาศัยการติดตามประเมินผลการสื่อสารอย่างต่อเนื่องและสม่ำเสมอเพื่อนำมาปรับปรุงอย่างทันท่วงที ยึดหลักความซื่อสัตย์โปร่งใสในการสร้างและรักษาความสัมพันธ์ที่ดีระหว่างกันของเครือข่าย 2) สภาพปัญหาและความต้องการการจัดการการสื่อสารเครือข่ายการท่องเที่ยวกรุงเทพมหานคร ปัญหาที่สำคัญ คือ เครือข่ายขาดโครงสร้างการจัดการเครือข่ายที่ชัดเจนเนื่องจากนโยบายและพันธกิจการสื่อสารที่ไม่ชัดเจน มีความสัมพันธ์ที่ไม่แนบแน่น ไม่มีความสอดคล้องในจุดมุ่งหมายและเป้าหมายร่วมกันของหน่วยงานที่หลากหลาย แผนงานและการปฏิบัติการสื่อสารที่เกิดปัญหาการปฏิบัติและไม่เหมาะสมกับสถานการณ์ ทำให้การติดตามประเมินผลไม่ครอบคลุม เกิดความผิดพลาด จนไม่อาจสร้างและรักษาความสัมพันธ์ที่ใกล้ชิดของเครือข่ายได้ ส่วนความต้องการ คือ การสร้างระบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวกรุงเทพมหานครให้มีความเป็นรูปธรรม วิเคราะห์ปัญหาและกำหนดกลยุทธ์ที่ได้ผลเพื่อให้เครือข่ายร่วมมือกันขับเคลื่อนการทำงานในการสร้างประโยชน์ในภาคการท่องเที่ยวร่วมกันที่มีความยั่งยืน 3) ข้อเสนอรูปแบบการจัดการการสื่อสารเครือข่ายการท่องเที่ยวกรุงเทพมหานคร ทุกภาคส่วนควรร่วมกันกำหนดนโยบายและพันธกิจการสื่อสารเพื่อให้ได้โครงสร้างเครือข่ายที่ร่วมมือตอบสนองต่อความต้องการด้านการท่องเที่ยวในทิศทางสอดคล้องกัน สามารถกำหนดแผนและการปฏิบัติการสื่อสารที่เหมาะสมกับบริบทการท่องเที่ยวกรุงเทพมหานคร สามารถวิเคราะห์ข้อมูลจากการติดตามประเมินผลการสื่อสารมาปรับปรุง พัฒนา สร้างและรักษาความสัมพันธ์เครือข่ายให้มีความยั่งยืนได้ปรับตัวได้ทุกสถานการณ์ เครือข่ายการท่องเที่ยวควรยึดโมเดลการจัดการการสื่อสารเครือข่าย การท่องเที่ยวด้วยการสื่อสารแบบร่วมเป็นหุ้นส่วน คือ PARTNER COMMUNICATION MODEL ซึ่งมีองค์ประกอบ 7 ประการ คือ หุ้นส่วนที่ร่วมเป็นเจ้าของ หุ้นส่วนที่ร่วมสร้าง หุ้นส่วนที่ร่วมความคิด หุ้นส่วนร่วมตัดสินใจ หุ้นส่วนร่วมดำเนินการ หุ้นส่วนที่ร่วมรับผลประโยชน์ และหุ้นส่วนในผลลัพธ์ที่ดีจากการร่วมเป็นเครือข่ายการท่องเที่ยวที่มีประสิทธิผลและมีความยั่งยืน
The objectives of this research were to study: 1) the pattern of communication management used by the Zurich Tourism Network in Switzerland; 2) the Bangkok Tourism Network’s problems and demands for communication management; 3) recommendations for developing the Bangkok Tourism Network’s communication management patterns by using the Zurich Tourism Network as a model. This was qualitative research done using in-depth interviews and focus group discussions. The 23 key informants for interviews were chosen through purposive sampling to include 1) 10 leaders and academics involved with the communication management of the Zurich Tourism Network; and 2) 7 leaders and academics involved with the communication management of the Bangkok Tourism Network. The research instrument was a structured in-depth interview form. For the focus group discussions to approve a proposed model, 6 experts in tourism communication were chosen through purposive sampling, consisting of 1) 3 academics or administrators of government organizations, and 2) 3 executives of private sector organizations. The research instrument was a focus group discussion form. Data were analyzed by drawing conclusions. The results showed that 1) The Zurich Tourism Network has the administrative decentralization for uni-level operational structure. All the stakeholders are linked in an egalitarian way. The communication policies and missions are clearly stated and designed for the utmost shared benefit of all concerned. Appropriate plans and operations are chosen for communicating to the target groups in a way that is clear, accurate, and suitable. The communications work is evaluated frequently and consistently so the results can be applied in a timely way to make adjustments where necessary. The network adheres to the values of honesty and transparency to build and maintain good relationships between all the participants in the network. 2) The major problem of the Bangkok tourism network is that it lacks a clearly defined management structure, and the network’s communication policies and missions are not clear. The network is made up of diverse agencies that do not have common goals or mission statements, and their relationships are not close. Some of the communication plans and operations were mistaken or were not appropriate to fit with the situation, and evaluation and follow-up was not complete. Relationships between stakeholders in the network were not built up and maintained, leading to loose connections. The Bangkok Tourism Network had demand for building a concrete system for communications management. There was a need to analyze communication problems and set effective strategies to motivate all the network members to work together to promote tourism in a sustainable way for the benefit of all concerned. 3) The proposed new model for the Bangkok Tourism Network’s communication management is to have all stakeholders join together to set policies and write mission statements so that the network structure can meet the needs of all concerned in a compatible way. Then the network members can jointly make plans and perform effective communication operations that match the context of Bangkok tourism. The network should gather data to evaluate communication and analyze that data to make improvements and adjust to new situations as they arise. All parties should join to build and maintain relationships between network members in a sustainable way. The network should adopt a partner communication model with 7 key components: joint coownership, joint building, joint thinking, joint decision making, joint operations, joint benefit sharing, and joint results. Then it will be an efficient and sustainable network.
