การวิเคราะห์นโยบายของรัฐบาลด้านโลจิสติกส์การคลังสินค้า

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาวิเคราะห์การกำหนดนโยบายของรัฐบาล ทางด้านโลจิสติกส์การคลังสินค้า (2) ศึกษาวิเคราะห์การนำนโยบายของรัฐบาลทางด้านโลจิสติกส์ การคลังสินค้าไปปฏิบัติ การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการวิจัยเอกสารเป็นหลักและการ สัมภาษณ์ผู้เกี่ยวข้องด้านโลจิสติกส์การคลังสินค้า ได้แก่ นักวิชาการศุลกากร กรมศุลกากร จำนวน 5 คน การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหาโดยการวิเคราะห์สรุปข้อมูลที่ได้จากเอกสาร และการสัมภาษณ์ ผลการศึกษาพบว่า (1) การกำหนดนโยบายของรัฐบาลด้านโลจิสติกส์การคลังสินค้า เป็นการกำหนดนโยบาย ในลักษณะของตัวแบบกระบวนการ คือ ด้านการระบุปัญหา ได้ทำการวิเคราะห์พบว่าโลจิสติกส์ของไทยมีปัญหาด้านต้นทุนที่สูงกว่าประเทศเพื่อนบ้าน ทำให้ขีดความสามารถในการแข่งขันลดลง ด้านการจัดทำทางเลือกนโยบาย มีการจัดทำทางเลือก คือ กระจายคลังสินค้าให้ทั่วทั้ง 4 มุมเมืองของส่วนกลาง และส่วนภูมิภาคให้ครบทุกจังหวัด เพื่อเพิ่มทางเลือกการให้บริการที่มากขึ้น ใช้เทคโนโลยีเพื่อพัฒนาระบบการจัดการคลังสินค้าแทนการใช้ การควบคุมโดยคน ด้านการให้ความเห็นชอบนโยบาย มีการอนุมัตินโยบายโดยคณะรัฐมนตรี (2) การวิเคราะห์การนำนโยบายของรัฐบาลด้านโลจิสติกส์การคลังสินค้าไปปฏิบัติมีการดำเนินการที่สำคัญ คือการแปลงนโยบายของรัฐบาลด้านโลจิสติกส์การคลังสินค้าลงสู่แผนยุทธศาสตร์การพัฒนาระบบโลจิสติกส์ของประเทศไทย ฉบับที่ 2 (2556-2560) ด้านโครงสร้าง มีคณะกรรมการบริหาร คณะทำงาน และมีการจัดตั้งบริษัทฯ เพื่อดำเนินการและอยู่ภายใต้การกำกับดูแลของคณะกรรมการด้านบุคลากร มีคณะกรรมการที่แต่งตั้งโดยคณะรัฐมนตรี และมีผู้อำนวยการองค์การคลังสินค้าเป็นเลขานุการ

The purpose of this research was to (1) study and analyze the policy assignment of the government for logistics warehouse (2) and bring the analyzed policy to improve warehouse logistics operations. This was a quantity research and the data was collected by using document analysis and in-depth interview from Customs technical officer, practitioner level of the customs department totally 3 persons and they are usual operated or related to for logistics warehousing. The data analysis it was analyzed from importance topic. The result found that (1), the policy assignment analysis of the government for logistics warehouse, the policy was assigned following step. For the problems identification found that the costs is higher than neighboring countries which affect to reduce ability of competition. The preparation of policy choices found that. Choice 1, distributed warehouse to locate of 4 sides of Bangkok metropolitan region and another region shall available for all province for increasing more opportunity. Choice 2, using technology for development for system management instead of operators. The policy approval and implement is was consented and approved from the council of ministers. The evaluation policy still does not apply for policy evaluation (2). The conclusion of the policy implement analysis of the government for logistics warehouse, the policy implementation came from the Eleventh National Economic and Social Development Plan (2012-2016), Thailand's Logistics Development Strategy (2013-2017) and implement to plan/ project of each organization which follow the structure. Structure including committee, board and party. The sub-ordinary company was created for operated following policy, under control and verifiable for increasing ability of competitions, assigned human resource following managing plan. Secretary will responsible by accreditation of a committee from the council of ministers and director of warehouse.
