Abstract
โรงสีข้าวเป็นอุตสาหกรรมการผลิตที่สำคัญของประเทศไทย ซึ่งมีการใช้เครื่องจักรและอุปกรณ์ในการผลิตข้าวสารตลอดจนการเคลื่อนย้ายวัตถุดิบหรือผลิตภัณฑ์ พนักงานจึงมีความเสี่ยงต่ออุบัติเหตุจากการทำงานและผลกระทบต่อสุขภาพอนามัยอันเนื่องมาจากการใช้สารเคมี มลพิษทางสิ่งแวดล้อม รวมทั้งอันตรายจากเหตุฉุกเฉินที่อาจเกิดขึ้น การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ จัดทำคู่มือความปลอดภัยและสิ่งแวดล้อมของโรงสีข้าว สำหรับใช้เป็นแนวทางในการปฏิบัติงานของพนักงานและผู้เกี่ยวข้อง วิธีดำเนินการศึกษา ผู้ศึกษาทำการรวบรวมข้อมูลที่ได้จากการสำรวจความปลอดภัย รวมทั้งข้อมูลสถิติการเกิดอุบัติเหตุ ผลการสอบสวนและวิเคราะห์อุบัติเหตุจากการทำ งานในแต่ละลักษณะงาน เพื่อหาแนวทางการป้องกันอันตรายในการทำงาน โดยนำเอาหลักการและแนวปฏิบัติของกฎหมายด้านความปลอดภัยและสิ่งแวดล้อม ตลอดจนทฤษฎีและองค์ความรู้จากแหล่งต่าง ๆ มาประกอบการจัดทำเป็นร่างคู่มือ จากนั้นดำเนินการพิจารณาตรวจสอบคู่มือโดยผู้ทรงคุณวุฒิที่เกี่ยวข้องด้านความปลอดภัยและสิ่งแวดล้อมของโรงสีข้าว จำนวน 3 ท่าน ก่อนนำมาปรับปรุงตามข้อเสนอแนะของผู้ทรงคุณวุฒิและจัดทำเป็นคู่มือฉบับสมบูรณ์ ผลการศึกษา ได้คู่มือที่มีเนื้อหารวมทั้งหมด 6 บท ประกอบด้วย บทที่ 1 การบริหารจัดการด้านความปลอดภัยและสิ่งแวดล้อมของโรงสีข้าว บทที่ 2 แนวทางการปฏิบัติงานกับเครื่องจักรและอุปกรณ์อย่างปลอดภัย บทที่ 3 แนวทางการปฏิบัติงานในที่อับอากาศ บทที่ 4 แนวทางการปฏิบัติงานกับสารเคมี บทที่ 5 แนวทางการยกเคลื่อนย้ายวัตถุดิบและผลิตภัณฑ์ และบทที่ 6 แนวทางการจัดการด้านเหตุฉุกเฉิน
Rice mills are a major agricultural industry in Thailand and their grain processing involves machinery, manufacturing equipment and logistic management of raw materials and products. Operators are at risk of occupational accidents and detrimental health effects caused by chemical exposure, environmental pollution and emergency accidents. The purpose of this study was to develop a Rice Mill Safety and Environment Manual and use it as guidelines for operators and relevant persons during rice milling and processing. The study design was based on the collected data from a safety survey and accident statistics as well as investigation and analysis of operator accidents from individual job characteristics in order to develop guidelines for preventing occupational accidents. The principles and good practices associated with occupational safety and environment, relevant theories and knowledge were also applied in drafting a Rice Mill Safety and Environment Manual. The draft Manual was reviewed and verified by three experts whose feedbacks were used in finalizing the Manual. The result of this study was the Rice Mill Safety and Environment Manual comprising six chapters: (1) Management of rice mill safety and environment; (2) Safety practices for engines and equipment; (3) Good practices in confined space; (4) Good practices when getting exposed to hazardous chemicals at work; (5) Good practices in the logistics of materials and products; and (6) Recommended good practices in the management of emergency accidents
