Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ข้อมูลพื้นฐานของสมาชิกกลุ่มวิสาหกิจชุมชนในอำเภอบางคล้า จังหวัดฉะเชิงเทรา 2) การดำเนินงานตามหลักการบริหารเชิงดุลยภาพของสมาชิกกลุ่มวิสาหกิจชุมชน 3) ความต้องการการส่งเสริมการดำเนินงานตามหลักการบริหารเชิงดุลยภาพของวิสาหกิจชุมชน 4) ปัญหาในการดำเนินงานตามหลักการบริหารเชิงดุลยภาพของกลุ่มวิสาหกิจชุมชน 5) แนวทางการส่งเสริมและดำเนินงานของวิสาหกิจชุมชนตามหลักการบริหารเชิงดุลยภาพของกลุ่มวิสาหกิจชุมชน ประชากรที่ใช้ในการศึกษาคือเกษตรกรที่จดทะเบียนวิสาหกิจชุมชนกับสำนักงานเกษตรอำเภอบางคล้า จังหวัดฉะเชิงเทรา 16 แห่ง จำนวน 149 คน ศึกษาจากประชากรทั้งหมด สถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าสูงสุด ค่าต่ำสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการจัดอันดับ ผลการศึกษาพบว่า 1) สมาชิกร้อยละ 81.9 เป็นเพศหญิง อายุเฉลี่ย 50.7 ปี จบการศึกษาระดับมัธยมศึกษาตอนต้น จำนวนสมาชิกในครัวเรือนเฉลี่ย 3.75 คน จำนวนแรงงานในครัวเรือนเฉลี่ย 2.02 คน ระยะเวลาในการเป็นสมาชิกวิสาหกิจชุมขน 5.59 ปี มีพื้นที่ทำการเกษตร เฉลี่ย 6.13 ไร่ รายได้ในภาคเกษตรเฉลี่ย 150,355.70 บาท/ครัวเรือน รายได้นอกภาคการเกษตรเฉลี่ย 65,194.63 บาท/ครัวเรือน รายจ่ายในภาคการเกษตรเฉลี่ย 68,474.50 บาท/ครัวเรือนรายจ่ายนอกภาคการเกษตรเฉลี่ย 36,379.20 บาท/ครั วเรือน 2) สมาชิกวิสาหกิจชุมชนส่วนใหญ่เห็นว่ามีการบริหารจัดการกลุ่มตามหลักการบริหารเชิงดุลยภาพทุกด้าน (3) สมาชิกวิสาหกิจชุมชนมีความต้องการการส่งเสริมตามหลักการบริหารจัดการเชิงดุลยภาพ ระดับมาก 2 ด้าน ได้แก่ ด้านการเงิน (ค่าเฉลี่ย 4.13) และด้านกระบวนการภายใน (ค่าเฉลี่ย 3.47 ในระดับปานกลาง 2 ด้าน ได้แก่ ด้านการเรียนรู้และการพัฒนา (ค่าเฉลี่ย 3.04) และด้านลูกค้า (ค่าเฉลี่ย 2.97) 4) สมาชิกวิสาหกิจชุมชนมีปัญหาในระดับมากที่สุด 1 ด้าน คือ ด้านการเงิน (ค่าเฉลี่ย 4.23) ในระดับมาก 3 ด้าน ได้แก่ ด้านกระบวนการภายใน (ค่าเฉลี่ย 4.13) ด้านการเรียนรู้และพัฒนา (ค่าเฉลี่ย 4.02) และด้านลูกค้า (ค่าเฉลี่ย 3.55) 5) แนวทางในการส่ งเสริมการดำเนินงาน ในระดับมากที่สุด 1 ด้าน คือ ด้านการเงิน (ค่าเฉลี่ย 4.44) โดยอันดับแรก คือ ส่งเสริมด้านการจัดทำบัญชีให้แก่สมาชิก รองลงมาคือ ส่งเสริมด้านการบริหารจัดการเงินทุน ในระดับมาก 3 ด้าน ได้แก่ ด้านกระบวนการภายใน (ค่าเฉลี่ย 4.13) ด้านการเรียนรู้และการพัฒนา (ค่าเฉลี่ย 4.02) และด้านลูกค้า (ค่าเฉลี่ย 3.55)
The objectives of this research were to study 1) basic information of members of community enterprise in Bang khla district, Chachoengsao province 2) the operation according to balance scorecard concept of community enterprise in Bang khla district, Chachoengsao province 3) extension needs in the operation according to balance scorecard concept of community enterprise 4) problems in the operation according to balance scorecard concept of community enterprise 5) extension guideline and operations of community enterprise according to balance scorecard concept of community enterprise The population of the study were the entire 149 farmers from 16 groups who had registered as member of the community enterprise at Bangkhla agricultural district office in Chachoengsao province. Statistics used for the data analysis were ; maximum value, minimum value, frequency, percentage, mean, standard deviation, and ranking. The results of the research showed that 1) 81.9% of the farmers were female with the average age of 50.77 years and completed secondary school. The average number of household members was 3.75 people, the average household worker was 2.02 people. Their membership duration as a member of the community enterprise was 5.59 years with the average agricultural land of 6.13 Rai. The average income from the agricultural sector was 150,355.70 Baht/household while the average income from non agricultural sector was 65,194.63 Baht / household. The average expenditure for agricultural sector was 68,474.50 Baht/household and the average expenditure for non agricultural sector was 36,379.20 Baht/household. 2) Most of the members of the community enterprises accepted the group management according to the balance scorecard concept in every aspects . 3) Members of the community enterprises needed the promotion of management according to the balance scorecard concept at high level in 2 aspects as ; financial (average value of 4.13) and internal process (average value of 3.47) while the learning and development (average value of 3.04) and customer aspect ( average value of 2.97 )were at the moderate level 4) Members of community enterprise had problem at the highest level in financial aspect, (average value of 4.23) while 3 aspects as ; internal process (average value of 4.13),learning and development (average value of 4.02) and customer aspect (average value of 3.55)were at high level 5) Operational extension guidelines was at the highest level in financial aspect (average value of 4.44 ) of which the first being promoting was accounting for members while promote capital management was at the high level in 3 aspects as ; internal process (average value of 4.13) ,learning and development (average value of 4.02), and the customer aspect ( average value of 3.55)
