การนำแผนกลยุทธ์ไปปฏิบัติ : ศึกษาเฉพาะกรณีการไฟฟ้าส่วนภูมิภาค เขต 3 ภาคกลาง จังหวัดนครปฐม

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาความสำเร็จในการนำแผนกลยุทธ์ไปปฏิบัติของการไฟฟ้าส่วนภูมิภาค เขต 3 ภาคกลาง จังหวัดนครปฐม (2) เพื่อศึกษาปัจจัยที่มีผลต่อการนำแผนกลยุทธ์ไปปฏิบัติ (3) เพื่อศึกษาความสัมพันธ์ระหว่างปัจจัยที่มีผลต่อการนำแผนกลยุทธ์ไปปฏิบัติกับความสำเร็จในการนำแผนกลยุทธ์ไปปฏิบัติ (4) เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะในการนำแผนกลยุทธ์ไปปฏิบัติ การศึกษาวิจัยนี้ใช้รูปแบบการวิจัยเชิงประเมิน และการวิจัยเชิงสำรวจ ประชากรในการศึกษา คือพนักงานการไฟฟ้าส่วนภูมิภาค เขต 3 ภาคกลาง จังหวัดนครปฐม จำนวน 322 คน จากประชากรจำนวน 1,650 คน มีเครื่องมือที่ใช้ในการเก็บข้อมูลคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห้ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวน และใชัการวิเคราะห์ถดถอย ผลการวิชัยพบว่า (1) ความสำเร็จในการนำแผนกลยุทธ์ไปปฏิบัติของการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคกลาง จังหวัดนครปฐม มีความสำเร็จระดับปานกลาง (2) ปัจจัยที่มีผลต่อการนำแผนกลยุทธ์ไปปฏิบัติประกอบด้วยการแปลงกลยุทธ์ให้มีความหมายเชิงปฏิบัติ การจัดองค์กรให้เหมาะสมกับกลยุทธ์ การทำให้การสนองต่อกลยุทธ์เป็นหน้าที่ของทุกคน การทำให้กลยุทธ์เป็นกระบวนการที่ต่อเนื่อง การใช้ความเป็นผู้นำของผู้บริหารผลักดันให้เกิดความเปลี่ยนแปลง มีค่าเฉลี่ยอยู่ในระดับปานกลาง (3) ความสัมพันธ์ระหว่างปัจจัยกับความสำเร็จในการนำแผนกลยุทธ์ไปปฏิบัติด้านการแปลงกลยุทธ์ให้มีความหมายเชิงปฏิบัติ ด้านการทำให้การสนองต่อกลยุทธ์เป็นหน้าที่ของทุกคน ด้านการทำให้กลยุทธ์เป็นกระบวนการที่ต่อเนื่องและปัจจัยด้านการใชัความเป็นผู้นำของผู้บริหารผลักดันให้เกิดความเปลี่ยนแปลงมีอิทธิพลต่อความสำเร็จในการนำแผนกลยุทธ์ไปปฏิบัติ (4) ข้อเสนอแนะผู้บริหารระดับสูงควรให้ ความสำคัญกับปัจจัยที่มีผลต่อระดับความสำเร็จในการนำแผนกลยุทธ์ใปปฏิบัติของการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคกลาง จังหวัดนครปฐม และควรสนับสนุนในการปรับปรุงปัจจัยที่มีผลต่อความสำเร็จให้มีระดับ ความสำเร็จที่สูงขี้นด้วย

The purposes of this research were to (1) study the levels of achievement in implementing strategic plan of Provincial Electricity Authority, Region 3 , Central Area , Nakompathom Province (2) study factors affecting implementation in strategic plan, (3) the relation between factors affecting implementation and achievement in implementing strategic plan (4) study additional factors caused by implementation in strategic plan The methodology applied in this study was evaluation and survey researches. The populations were 322 personnel extracted from 1,650 Provincial Electricity Authority, Region 3 , Central Area , Nakompathom Province personnel. Instrument used was questionnaire. Statistical tools employed were percentage, mean, standard deviation 5 and stepwise multiple regression analysis. The result of the research revealed that (1) levels of achievement in implementing strategic plan of Provincial Electricity Authority, Region 3 , Central Area, Nakompathom Province as moderate level (2) factors of plementation in strategic plan 1) translate the strategy to operational terms; 2) link and align the organization around its stratery ; 3) making the strategy everyone’s job ; 4) make strategy continual process and 5) mobilize change through executive leadership as moderate level (3) factors 1) translate the strategy to operational terms; 2) malang the strategy everyone’s job; 3) make strategy continual process and 4) mobilize change through executive leadership that influenced affecting implementation in strategic plan (4) Suggestions was executive topping proper importance factors affecting implementation in strategic plan of Provincial Electricity Authority, Region 3 , Central Area, Nakompathom Province and adjust improve for facter attecting implementation of strategic plan advocate levels of achievement get higher.
