การพัฒนาตัวชี้วัดคุณภาพการเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่นของมหาวิทยาลัยราชภัฏนครสวรรค์

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบคุณภาพของตัวชี้วัดคุณภาพ การเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่นของมหาวิทยาลัยราชภัฏนครสวรรค์ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหาร คณาจารย์ในมหาวิทยาลัยราชภัฏนครสวรรค์ จำนวน 218 คน และประชาชนที่อยู่ในเขตพื้นที่บริการของมหาวิทยาลัยราชภัฏนครสวรรค์ จำนวน 407 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์ การวิเคราะห์องค์ประกอบ และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) ตัวชี้วัดคุณภาพการเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ของมหาวิทยาลัยราชภัฏนครสวรรค์ มีจำนวน 74 ตัว ครอบคลุมองค์ประกอบหลัก 8 ด้าน ได้แก่ ด้านการจัดการศึกษาเพื่อท้องถิ่น มีตัวชี้วัดจำนวน 15 ตัว ด้านการวิจัยเพื่อท้องถิ่น มีตัวชี้วัดจำนวน 11 ตัว ด้านการบริการทางวิชาการแก่ท้องถิ่น มีตัวชี้วัดจำนวน 8 ตัว ด้านการปรับปรุง ถ่ายทอด และพัฒนาเทคโนโลยีเพื่อท้องถิ่น มีตัวชี้วัด จำนวน 5 ตัว ด้านการทะนุบารุงศิลปะ วัฒนธรรม และภูมิปัญญาท้องถิ่น มีตัวชี้วัดจำนวน 7 ตัว ด้านการผลิตบัณฑิตและพัฒนาครู มีตัวชี้วัดจำนวน 11 ตัว ด้านการบริหารจัดการมีตัวชี้วัดจำนวน 11 ตัว และด้านการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมของท้องถิ่น มีตัวชี้วัดจำนวน 6 ตัว และ 2) การตรวจสอบคุณภาพของตัวชี้วัดคุณภาพการเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ของมหาวิทยาลัยราชภัฏนครสวรรค์ พบว่า มีความสอดคล้องกับข้อมูลเชิงประจักษ์และมีคุณภาพตามเกณฑ์

The purposes of this research were to develop and verify the quality indicators for being a higher education institution for local development of Nakhon Sawan Rajabhat University. The research sample consisted of 218 administrators and lecturers in Nakhonsawan Rajabhat University and 407 people who resided in Nakhonsawan Rajabhat University’ s service area. The Instrument used for data collection was a questionnaire. The data was analyzed using the mean, standard deviation, correlation coefficient, factor analysis, and content analysis. The study revealed that (1) the total number of 74 quality indicators for being a higher education institution for local development of Nakhon Sawan Rajabhat University were developed that covered eight main aspects, namely, the aspect of organizing education for the local area, with 15 indicators; the aspect of conducting research for local area, with 11 indicators; the aspect of providing academic service to local area, with eight indicators ; the aspect of development, improvement and diffusion of technology for local area, with five indicators; the aspect of preservation and enhancement of art, culture and local wisdom, with seven indicators; the aspect of production of graduates and teacher development, with 11 indicators; the aspect of administration and management, with 11 indicators; the aspect of conservation of local environment and nature, with six indicators; and (2) quality verification results of quality indicators indicated that all quality indicators for being a higher education institution for local development of Nakhon Sawan Rajabhat University were in accordance with empirical evidences and had quality based on the determined criterria.
