Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับของการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น (พ.ศ.2566 - 2570) ขององค์การบริหารส่วนตำบลหลักสาม (2) ปัจจัยที่มีอิทธิพลต่อการ มีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น (พ.ศ.2566 - 2570) ขององค์การบริหารส่วนตำบล หลักสาม (3) ปัญหา ความต้องการ และอุปสรรค เกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น (พ.ศ.2566 - 2570) ขององค์การบริหารส่วนตำบลหลักสามการศึกษานี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษา คือ ประชาชนในเขตพื้นที่ ขององค์การบริหารส่วนตำบลหลักสาม อำเภอบ้านแพ้ว จังหวัดสมุทรสาคร จำนวน 15,221 คน กำหนดขนาดกลุ่มตัวอย่าง ตามสูตรของ ทาโร่ยา มาเน่ ได้จำนวน 390 คน โดยสุ่มตัวอย่าง แบบชั้นภูมิ เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยเชิงพหุคูณ ผลการศึกษาพบว่า (1) การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น (พ.ศ.2566 - 2570) ขององค์การบริหารส่วนตำบลหลักสาม ในภาพรวมอยู่ในระดับมาก (2) ปัจจัยด้าน การรับรู้ข้อมูลข่าวสาร และปัจจัยทางด้านสังคม มีอิทธิพลต่อการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น (พ.ศ.2566 - 2570) ขององค์การบริหารส่วนตำบลหลักสาม อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ปัญหาความต้องการ และอุปสรรค เกี่ยวกับการมีส่วนร่วมของประชาชน ได้แก่ การเพิ่มช่องทางในการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วม อาทิเช่น การจัดทำประชาพิจารณ์ออนไลน์ รวมไปถึงการประชาสัมพันธ์รายงานความคืบหน้า และรายงานผลการดำเนินโครงการต่างๆ ให้ประชาชนได้รับทราบเป็นระยะเพื่อสร้างการรับรู้ ให้กับประชาชนผู้ได้รับประโยชน์ในพื้นที่อย่างทั่วถึง
This study aimed: (1) to determine the level of public participation in the Local Development Plan (2023 - 2027) of Lak Sam Subdistrict Administrative Organization, (2) to identify the factors influencing public participation in the Local Development Plan (2023 - 2027) of Lak Sam Subdistrict Administrative Organization, and (3) to recognize the problems, needs, and obstacles related to public participation in the Local Development Plan (2023 - 2027) of Lak Sam Subdistrict Administrative Organization.This study was survey research. The population used in the study consisted of 15,221 residents living in Lak Sam Subdistrict Administrative Organization in Ban Phaeo District, Samut Sakhon Province. The sample size was determined by using Taro Yamane's formula, resulting in 390 participants, and the stratified random sampling method was employed. The research tool was a questionnaire.The statistics used for data analysis included Frequency, Percentage, Mean, Standard Deviation, and Multiple Regression Analysis.The study found that: (1) overall, public participation in the development planning of the Local Development Plan (2023 - 2027) of Lak Sam Subdistrict Administrative Organization was at a high level. (2) Factors related to information awareness and social factors significantly influenced public participation in development planning at the 0.05 level. (3) Needs and obstacles related to public participation included the necessity of increasing channels for public involvement, such as conducting online public hearings, and regularly publicizing progress reports and project outcomes to keep the public informed. This approach aims to enhance awareness among the beneficiaries in the area.
