การเปรียบเทียบการบริหารจัดการด้านการให้บริการประชาชนระหว่างโรงพยาบาลดอกคำใต้กับโรงพยาบาลจุนในจังหวัดพะเยา

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบ (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการให้บริการประชาชนระหว่างโรงพยาบาลดอกคำใต้กับโรงพยาบาลจุนในจังหวัดพะเยา (2) แนวทางการพัฒนาการบริหารจัดการด้านการให้บริการประชาชนระหว่างโรงพยาบาลดอกคำใต้กับโรงพยาบาลจุนในจังหวัดพะเยา และ (3) ปัจจัยที่มีส่วนสำคัญทำให้แนวทางการพัฒนาการบริหารจัดการด้านการให้บริการประชาชนของโรงพยาบาลประสบผลสำเร็จการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบนสอบถามที่ระดับ 0.898 โดยกลุ่มตัวอย่างมีจำนวน 1,092 คน ได้แก่ ประชาชนที่มารับบริการทางการแพทย์ของโรงพยาบาลดอกคำใต้และโรงพยาบาลจุน แบบสอบถามเก็บรวบรวมกลับคืนมาได้1,063 ชุด คิดเป็นร้อยละ97.90 ของแบบสอบถามที่แจกออกไปทั้งหมด 1,092 ชุดสำหรับสถิติที่ใช้คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาเปรียบเทียบปรากฎว่า โรงพยาบาลทั้ง 2 แห่งมีความเห็นไม่แตกต่างกันกล่าวคือ (1) ปัญหาที่สำคัญ คือ โรงพยาบาลมีขั้นตอนการให้บริการที่ไม่จำเป็น และการให้บริการล่าช้า(2) แนวทางการพัฒนาที่สำคัญ คือ บุคลากรควรปฎิบัติหน้าที่ในการให้บริการประชาชนโดยยึดหลักการปฏิบัติหน้าที่เน้นความสำเร็จและลดขั้นตอนการให้บริการประชาชนที่ไม่จำเป็นและ (3) ปัจจัยที่มีส่วนสำคัญทำให้แนวทางการพัฒนาการบริหารจัดการด้านการให้บริการประชาชนของโรงพยาบาลประสบผลสำเร็จ คือ ปัจัยด้านการบริหารทรัพยากรมนุษย์โดยเฉพาะอย่างยิ่ง การที่บุคลากรมีความตระหนักของการให้บริการและความรับผิดชอบ

The main objectives of this study were to comparatively study (1) problems of management administration in terms of people services between Dokkhamtai and Chun Hospitals in Phayao Province, (2) the development guidelines of management administration in terms of people services between Dokkhamtai and Chun Hospitals in Phayao Province, and (3) factors playing important parts of the success of development guidelines of management administration in terms of people services of the hospitals. This study was a survey research using questionnaires which were pretested and checking for validity and 0.898 level of reliability. Samples of 1,092 were people who received the services of Dokkhamtai and Chun Hospitals. 1,092 or 97.90% of questionnaires were retrieved. Statistical tools employed were percentage, mean, standard deviation, and t-test. The comparative study results showed that the both hospitals’ opinions were not different, namely (1) the major problems were the hospitals’ unnecessary service process and slow services; (2) the major development guidelines were the officers should perform their services emphasizing on achievement and reduction of unnecessary service steps; (3) the major factor playing important parts of the success of development guidelines of management administration in terms of people services of the hospitals was human resource factor particularly the service mind of the officers and their responsibility.
