ความสำเร็จในการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบลติดดาวในจังหวัดกาญจนบุรี

Abstract

การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความสำเร็จในการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบลติดดาวใน 5 หมวด ได้แก่ บริหารดี ประสานงานดี บุคลากรดี บริการดี และประชาชนมีสุขภาพดี ของโรงพยาบาลส่งเสริมสูขภาพตำบลติดตาว ในจังหวัดกาญจนบุรี(2) ปัจจัยที่ส่งผลต่อการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพดำบลติดตาวและ(3) ปัญหาอุปสรรคและข้อเสนอแนะในการดำเนินงานของโรงพยาบาลส่งเสริมสุขภาพตำบลติดดาวผ่านเกณฑ์ ประชากรที่ศึกษาคือ ผู้อำวำนวยการ หรือผู้รับผิดชอบงานโรงพยาบาลส่งเสริมสุขภาพตำบลติดดาวที่ผ่านการประเมินในปี 2560 จำนวน 23 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึกที่ผ่านการตรวจจากผู้เชี่ยวชาญและการตรวจสอบแบบสามเส้าด้านผู้ศึกษาวิจัย เก็บรวบรวมข้อมูลโดยใช้การสัมภาษณ์เชิงลึก สถิติที่ใช้วิเคราะห์ข้อมูลเชิงคุณภาพคือการวิเคราะห์เนื้อหา โดยจัดหมวดหมู่ สรุปและดีความของเนื้อหาข้อมูล ผลการวิจัยพบว่า (1) ความสำเร็จในการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบลดิดดาวใน 5 หมวด ได้แก่ หมวดที่ 1 บริหารดีคือมีผู้นำที่ดีที่สามารถบริหารได้ดี หมวดที่ 2 ประสานงานดีคือภาคีมีส่วนร่วมให้ความร่วมมือที่ดี หมวดที่ 3 บุคลากรดีคือมีบุคลากร เก่ง ดี มีสุข หมวดที่ 4 บริการดีคือมีให้บริการสุขภาพที่ครอบคลุมทุกกลุ่มวัยอย่างครบถ้วนได้ตามมาตรฐาน และหมวดที่ 5 ประชาชนมีสุขภาพดีคือประชาชนสามารถดูแลสุขภาพของตนเองและครอบครัวรวมถึงดูแลกันในชุมชนที่ตนเองอาศัยอยู่ โดยมีกลไกสนับสนุนให้เกิดการดูแลสุขภาพตนเองและครอบครัว (2) ปัจจัยที่ส่งผลต่อความสำเร็จในการดาเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบลติดดาวคือ ปัจจัยการรับรู้นโยบายการมีส่วนร่วมในการดำเนินงานและแรงจูงใจ และ (3) ปัญหาอุป

This qualitative study aimed: (1) to study the success in five categories – good administration, good coordination, good personnel, good services, and healthy people – of star-award sub-district health promoting hospitals; (2) to determine factors affecting the operations of such hospitals; and (3) to identify problems/obstacles and provide suggestions in the operations, all of star-award sub-district health promoting hospitals in Kanchanaburi province. The study involved 23 directors of sub-district health promoting hospitals which had met the criteria of the star-award sub-district health promoting hospitals in 2017. Data were collected using an in-depth interview form that had passed experts’ examination and investigator triangulation; and statistics used for qualitative analysis were content analysis included categorization, summarization, and interpretation. The results showed that: (1) the successes in the operations of the staraward sub-district health promoting hospitals were in 5 categories, i.e. good administration with good leaders, good coordination with good partners’ participation, good personnel with competency and happiness, good services provided for all age groups in accordance with the service quality standards, and healthy people who could take care their own health as well as their families and community; (2) the factors affecting the operations of star-award sub-district health promoting hospitals were policy perception, operating participation and motivation; and (3) major problems/obstacles were unclear policies, inadequate operating budget, and time-period constraint. It is thus suggested that the policies should be reviewed or revised to ensure clarity, appropriate budgetary support, and a sufficient time period for operations
