Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ผลกระทบของการเข้าสู่ประชาคมเศรษฐกิจอาเซียน ที่มีต่อผู้ประกอบวิชาชีพบัญชีในด้านต่าง ๆ (2) การเตรียมความพร้อมของผู้ประกอบวิชาชีพบัญชี และหน่วยงานที่เกี่ยวข้อง และ (3) เปรียบเทียบกฎเกณฑ์สำคัญที่เกี่ยวข้องกับการประกอบวิชาชีพของแต่ละประเทศตามกรอบ AEC Blueprint การศึกษาค้นคว้าอิสระนี้ดำเนินการโดยการศึกษาค้นคว้าข้อมูลทุติยภูมิจากเอกสาร บทความ วารสาร งานวิจัยที่มีเนื้อหาเกี่ยวข้องกับเรื่องและวัตถุประสงค์ที่ทำการศึกษา นำมาคัดเลือก เก็บรวบรวม เรียบเรียงวิเคราะห์ และสรุปผลที่ได้จากการศึกษา ผลการศึกษา พบว่า (1) นักบัญชีไปทำงานในกลุ่มอาเซียนได้ง่ายขึ้น แต่ก็อาจถูกนักบัญชีต่างชาติแย่งงานในประเทศไทย ผู้ให้บริการวิชาชีพบัญชีสามารถจดทะเบียนประกอบการในประเทศสมาชิกอาเซียนด้วยสัดส่วนการถือหุ้นที่เพิ่มขึ้น ลดการได้เปรียบเสียเปรียบระหว่างผู้ประกอบการในกลุ่มอาเซียน ผู้ประกอบวิชาชีพบัญชีต้องพัฒนาความรู้ต่อเนื่อง ต้องพัฒนาเทคโนโลยีเพื่อสามารถรับงานในกลุ่มอาเซียนผ่านระบบออนไลน์ต้องพัฒนาความรู้ภาษาอังกฤษ มีผู้ใช้บริการเพิ่มขึ้น มีโอกาสได้รับผลตอบแทนในอัตราสูงขึ้น (2) นักบัญชีควรเตรียมความพร้อมด้านภาษา การพัฒนาศักยภาพตนเอง พัฒนาความรู้ต่อเนื่อง ยกระดับมาตรฐานการประกอบ
ธุรกิจ การทำงานที่เป็นสากล เพิ่มการลงทุนด้านเทคโนโลยีที่ทันสมัย เพื่อทำงานข้ามประเทศในระบบออนไลน์สภาวิชาชีพบัญชี เตรียมความพร้อมด้านคุณภาพมาตรฐานเกี่ยวกับวิชาชีพบัญชี ปรับมาตรฐานบัญชีให้สอดคล้องกับมาตรฐานรายงานทางการเงินระหว่างประเทศ กำหนดจรรยาบรรณสำหรับผู้ประกอบวิชาชีพบัญชี การพัฒนาความรู้ต่อเนื่อง พัฒนาศักยภาพ ความรู้ ประสบการณ์ ทักษะในวิชาชีพของผู้ประกอบวิชาชีพบัญชี เข้าร่วมเป็นกรรมการในองค์กรวิชาชีพบัญชีระหว่างประเทศ เปิดหลักสูตรภาษาอังกฤษ กรมพัฒนาธุรกิจการค้า ปรับปรุงแก้ไขกฎหมาย กฎระเบียบที่เกี่ยวข้อง เพิ่มสัดส่วนการถือหุ้นของนักลงทุนต่างชาติ มอบหนังสือรับรองคุณภาพให้สำนักงานบัญชีที่ผ่านเกณฑ์มาตรฐานคุณภาพ ส่งเสริมพาณิชย์อิเล็กทรอนิกส์ พัฒนาศักยภาพของวิสาหกิจขนาดกลางและขนาดย่อม กรมสรรพากร ปฏิรูปโครงสร้างภาษี เชื่อมโยงตลาดทุน เร่งรัดอนุสัญญาภาษีซ้อน ป้องกันการหลีกเลี่ยงภาษี และพัฒนาภาษาอังกฤษ (3) อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ และไทย ยังไม่สามารถดำเนินการตามพิมพ์เขียวการจัดตั้งประชาคมเศรษฐกิจอาเซียน สิงคโปร์ กัมพูชา และบรูไน เก็บภาษีนิติบุคคลในอัตราต่ำ สิงคโปร์ มาเลเซีย อินโดนีเซีย มีอัตราผลตอบแทนนักบัญชีโดยเฉลี่ยสูงสุด และลาว มีอัตราผลตอบแทนกับบัญชีโดยเฉลี่ยต่ำสุดในอาเซียน
This independent study was aimed (1) to study impact of entry into Asian Economic Community (AEC) towards professional accountants; (2) to study the preparation of professional accountants and related agencies; and (3) to compare the important regulation of accounting professional between the AEC members on the AEC Blueprint. This independent study was based on secondary data such as journal articles and research papers, which were related to the subject and purpose of this study. The results showed that : (1) it was easier for Thai professional accountants to go to work in other AEC countries and it was easier for professional accountants in other AEC countries to go to work in Thailand too. The accounting firms in AEC countries could register their business in AEC countries by increasing the stock proportion. The advantage gap between the accounting firms in AEC countries were decreased. The professional accountants had to develop their knowledge continuously especially their English language and technology competency for working online system. The accounting firms would have more customers and get higher return rate ; (2) Thai professional accountants should prepare their foreign language, develop their own potential and knowledge continuously. Thai accounting firms should improve their work standard, be international and invest in technology for working online system. Federation of Accounting Professions should prepare quality standards for the accounting professional, adjust the accounting standards in accordance with international financial reporting standards, define ethics for professional accountants, develop courses for training professional accountants continuously and participate as committee of professional associations which were international organizations. Department of Business Development should revise relevant regulation, increase the stock proportion held by foreign investors, deliver RoHS Certificate to the accounting firms which meet accounting standards, promote electronic commerce and improve potential of small and medium enterprises. Revenue Department should reform the tax structure, link to the capital market, revise double tax treaties quickly , prevent tax evasion and develop personnel in English language; and (3) Indonesia, Malaysia, Philippines and Thailand could not follow the AEC blueprint. Singapore, Cambodia and Brunei had low rate of corporate tax. Singapore, Malaysia and Indonesia had the highest compensation rate for accountants while Los had the lowest compensation rate for accountants.
