การวิจัยเรื่อง ความรู้และความคิดเห็นของบุคลากรสาธารณสุขเกี่ยวกับการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) จังหวัดพิษณุโลก มีวัตถุประสงค์เพื่อศึกษา 1) ความรู้และความคิดเห็นของบุคลากรสาธารณสุขเกี่ยวกับการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดพิษณุโลก 2) เปรียบเทียบความรู้ และความคิดเห็นเกี่ยวกับการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบลของบุคลากรสาธารณสุขตามลักษณะคุณลักษณะส่วนบุคคล และ 3)ปัญหา อุปสรรคและข้อเสนอแนะของบุคลากรสาธารณสุขในการดำเนินงานโรงพยาบาลส่งเสริมสุขภาพตำบล ประชากรและกลุ่มตัวอย่างที่ศึกษาเป็นบุคลากรสาธารณสุขที่ปฏิบัติงานประจำในสถานีอนามัย หรือหน่วยบริการปฐมภูมิที่เป็นเป้าหมายการยกระดับเป็นโรงพยาบาลส่งเสริมสุขภาพตำบลในปี พ.ศ. 2553 จังหวัดพิษณุโลก จำนวน 31 แห่ง จำนวน 140 คน เครื่องมือที่ใช้ คือ แบบสอบถามที่มีค่าความเชื่อมั่นโดยวิธีสัมประสิทธิ์แอลฟาของครอนบาคเท่ากับ 0.86 วิเคราะห์ข้อมูลด้วยสถิติค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐานวิเคราะห์ความแปรปรวนทางเดียว และวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างมีความรู้เกี่ยวกับโรงพยาบาลส่งเสริมสุขภาพตำบล อยู่ในระดับ ปานกลาง ระดับความคิดเห็นเกี่ยวกับการทำงานของโรงพยาบาลส่งเสริมสุขภาพตำบล อยู่ในระดับมาก (2) การเปรียบเทียบความรู้และความคิดเห็นจำแนกตามคุณลักษณะส่วนบุคคล ได้แก่ เพศ อายุ ระดับการศึกษา ระยะเวลาการทำงาน และตำแหน่ง พบว่า 1) เพศ อายุ ระดับการศึกษา ระยะเวลาการทำงาน มีความรู้และความคิดเห็นไม่แตกต่างกัน 2) ตำแหน่ง พบว่า ความรู้และความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยตำแหน่งนักวิชาการสาธารณสุขมีความรู้เกี่ยวกับโรงพยาบาลส่งเสริมสุขภาพตำบลและความคิดเห็นเกี่ยวกับการทำงานเชิงรุกของโรงพยาบาลส่งเสริมสุขภาพตำบลสูงสุด รองลงมา ได้แก่ ตำแหน่งเจ้าพนักงานสาธารณสุข
พยาบาลวิชาชีพและอื่นๆ ส่วนตำแหน่งผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบลอยู่ลำดับสุดท้าย (3) ปัญหาอุปสรรคและข้อเสนอแนะ คือ การขาดแคลนบุคลากร บุคลากรขาดขวัญกำลังใจ ความเหลื่อมล้ำทางวิชาชีพ ความล่าช้าของงบประมาณ ข้อเสนอแนะ ได้แก่ การเพิ่มการผลิตบุคลากร การอบรมพัฒนาศักยภาพ และการจัดสรรงบประมาณตรงไปที่โรงพยาบาลส่งเสริมสุขภาพ
The purposes of this study were to: (1) study the levels of knowledge and opinions of health personnel on the operations of tambon (sub-district) health promoting hospitals (THPHs); (2) compare the levels of knowledge and opinions of health personnel by personal characteristics about THPH operations and (3) identify problems/obstacles in and directions for THPH operations. The study was conducted among 140 health personnel of health centers or primary care units to be upgraded as THPHs in 2010 in Phitsanulok province. Data were collected using a questionnaire with a Cronbach’s alpha coefficient of 0.86 and then analyzed to determine means, percentages, standard deviations and one-way ANOVA; and content analysis was done for qualitative data. The results showed that: (1) among the respondents, their knowledge about THPH operations was at a moderate level while their opinions were at a high level; (2) a comparison of their knowledge and opinions regarding THPH operations did not indicate any difference by sex, age and educational attainment, but the difference was significant by their job position (p <0.05), i.e. public health technical officers had the highest level of knowledge about THPHs and opinions about proactive approach to THPH operations, followed by public health officers, registered nurses and others, while the THPH directors had the lowest level; (3) the problems identified included a lack of personnel and morale support, professional disparities, and budgetary delays. It is suggested that the production of personnel should be increased, staff development training should be organized, and the budget should be allocated directly to THPHs.
