Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทของสมาชิกสภาเทศบาลในการพัฒนาเทศบาลตำบลกลางดง อำเภอทุ่งเสลี่ยม จังหวัดสุโขทัย (2) ศึกษาปัญหาอุปสรรคในบทบาทของสมาชิกสภาเทศบาลในการพัฒนาเทศบาลตำบลกลางดง อำเภอทุ่งเสลี่ยม จังหวัดสุโขทัย (3) เสนอแนะแนวทางพัฒนาบทบาทของสมาชิกสภาเทศบาลในการพัฒนาเทศบาลตำบลกลางดง อำเภอทุ่งเสลี่ยม จังหวัด
สุโขทัย การวิจัยนี้เป็นการวิจัยเชิงคุณภาพกลุ่มตัวอย่างได้แก่สมาชิกสภาเทศบาลตำบลกลางดง อำเภอทุ่งเสลี่ยม จังหวัดสุโขทัย จำนวน 11 คน เครื่องมือที่ใช้ในการวิจัยได้แก่วิธีการสนทนา สัมภาษณ์ เชิงลึก และวิเคราะห์ข้อมูลในลักษณะพรรณนาความผลการวิจัยพบว่า (1) สมาชิกสภาเทศบาลมีบทบาทน้อย ในด้านนิติบัญญัติ ด้านตรวจสอบ
ฝ่ายบริหาร เพราะส่วนใหญ่มีการหารือกันนอกรอบไว้ก่อนแล้วที่จะมีการนำโครงการต่างๆ เข้าสู่การพิจารณาของสภา และมีบทบาทมากในด้านการสะท้อนความต้องการของประชาชน สมาชิกมักจะออกไป
พบปะเยี่ยมเยือนประชาชนและเข้าร่วมทำกิจกรรมในท้องถิ่นทุกครั้งที่มีโอกาส (2) ปัญหาอุปสรรคในบทบาทของสมาชิกสภาเทศบาลได้แก่ความรู้ ความสามารถของสมาชิกสภาเทศบาล และการมีส่วนร่วม
ของประชาชน (3) แนวทางในการพัฒนาบทบาทของสมาชิกสภาเทศบาล สภาเทศบาลควรส่งเสริมบทบาทให้สมาชิกสภาเทศบาลมีความรู้ ความสามารถในการปฏิบัติงาน และส่งเสริมการมีส่วนร่วม

The objective of this research were(1) study the role of the council member in the development of Klang Dong municipal district Thungsaliam Districts, Sukhothai Province(2) study the problems in the roles of council members to develop Klangdong Municipal district Thungsaliam Districts, Sukhothai Province (3) propose ways develop the role of the council member in the development of Klangdong Municipal district Thungsaliam District, Sukhothai Province. This research is a qualitative research sample consisted council member Klang Dong municipal district Thungsaliam district, Sukhothai Province 11 people. The tools used in this study include how to talk. Depth interview And analyze data in a descriptive manner. The results showed that (1) Council members had a minor role In the legislature Audit Executive The discussions around beforehand to the introduction of various projects. Into consideration by the Council And has been very active in terms of reflecting the will of the people. Members often go out to meet people visit and participate in local events whenever possible. (2) Problems in the roles of council member is knowledge. The ability of the council members And the participation of the public.(3) The development of the role of the council member. Municipal council should promote the role council member to have knowledge of. Ability to work and promoting the participation the public.
