Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการจัดการ ปัญหาอุปสรรคและปัจจัย
ที่มีความสัมพันธ์กับการจัดการส่งเสริมการออกกำลังกายของสถานีอนามัย ในจังหวัดจันทบุรี ประชากรที่ใช้ในการวิจัย คือสถานีอนามัยในจังหวัดจันทบุรี 106 แห่ง ดำเนินการวิจัยเชิงพรรณนาแบบภาคตัดขวาง เก็บข้อมูลจากผู้รับผิดชอบงานส่งเสริมการออกกำลังกาย แห่งละ 1 คน โดยใช้แบบสอบถามที่ผู้วิจัยสร้างขึ้นเอง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์ Crimer's V และ Gramma ผลการวิจัยพบว่า ผู้รับผิดชอบงานส่งเสริมการออกกำลังกาย อายุเฉลี่ย 32.4 ปี เพศหญิง ร้อยละ 63.2 สถานภาพสมรสคู่ ร้อยละ 51.9 การศึกษาระดับปริญญาตรี ร้อยละ 68.9 ประสบการณ์ทํางาน 1-2 ปี ร้อยละ 50 ออกกำลังกายสม่ำเสมอ ร้อยละ 68.9 ระดับความรู้เรื่องการออกกำลังกายและระดับแรงจูงใจในการทํางานปานกลาง ลักษณะโครงสร้างเป็นสถานีอนามัยลูกข่าย ร้อยละ 71.7
บุคลากรเฉลี่ยแห่งละ 3.3 คน รับผิดชอบประชากรเกลี่ย 3,483.6 คน สภาพแวดล้อมในการทํางาน คือ หาแนวทางจัดกิจกรรมเอง ร้อยละ 66.0 ไม่ได้รับการสนับสนุนจากหน่วยงานอื่นภาครัฐ ร้อยละ 57.5 ไม่ได้รับการสนับสนุนจากภาคเอกชน ร้อยละ 81.1 ประชาชนมีรายได้ปีละ 3-5 หมื่นบาท ร้อยละ 40.6 อยู่ในเขตชนบท ร้อยละ 91.5 องค์กรท้องถิ่นให้การสนับสนุน ร้อยละ 84.0 การจัดการส่งเสริมการออกกำลังกายทุกด้านอยู่ในระดับมาก ร้อยละ 56.6 โดยมีการจัดองค์กร การวางแผนการบริหารบุคคล การอำนวยการ การประสานงาน การรายงาน/ประเมินผล การบริหารงบประมาณ
ในระดับมาก ร้อยละ 74.5, 69.8, 67.9, 61.3, 60,4, 58.5, 45.3 ตามลำดับ ปัจจัยด้านอายุ สถานภาพสมรส ประสบการณ์ทํางาน แรงจูงใจในการทํางาน นโยบายบริหารของต้นสังกัด และการสนับสนุนจากองค์กรท้องถิ่น มีความสัมพันธ์กับการจัดการส่งเสริมการออกกำลังกาย มีปัญหาอุปสรรคในการดำเนินงาน คือ งบประมาณไม่เพียงพอต่อการปฏิบัติงาน ขาดการวางแผนที่ดี และระบบรายงานขาดคุณภาพคำสําคัญ ส่งเสริมการออกกำลังกาย การจัดการของสถานีอนามัย
The purpose of this research is to study the process of management. Obstacles and problems that have relationship with exercises promotion management of Health Center in Chantaburi Province. Population in this research are 106 Health Centers in Chantaburi Province proceeding cross-section of correlative description research and keeping data from a person in charge of exercise promotion by using self-working questionnaires. Statistics using in the analyzing data are percentage value, standard deviation, correlation coefficient Cramer’s V and Gamma. Effects of research: it’s found that the average age of persons in charge of exercises promotion are 32.4 years, female 63.2%, marriage 51.9%, bachelor degree 68.9%, 1-2 years working experience 50%, exercise regularly 68.9%, knowledge of exercise and motivation of working are moderate , characteristic structure is Health Center Branch 71%, average of 3.3 persons per center, responsibility on people 3,483.6 persons. Working environment is self-working activity 65.0%, non-supporting from government sector 57.5%, non-supporting from private sector 81.1%, income of people for ฿30,000 - ฿50,000 per year 40.6%, local residence 91.5%, supporting from local department 84.0%, managing for all fields of exercise promotion which are in high level 56.6%. By arranging department, planning personal administration, directing, coordinating, evaluating report, budget administration in high level are 74.5%, 69.8%, 67.9%, 61.3%, 60.4%, 58.5%, 45.3% respectively. Problem and obstacle in proceeding on factors as age, status, working experience, motivation in work, policy administration of original affiliation and supporting from local department, relationship with managing for exercise promotion are insufficient of budget in arranging, unplanned and poor quality of report system
