ปัจจัยที่มีผลต่อการตัดสินใจถ่ายโอนสถานศึกษามาสังกัดองค์การบริหารส่วนจังหวัดลำปาง

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อการตัดสินใจถ่ายโอนสถานศึกษามาสังกัดองค์การบริหารส่วนจังหวัดลำปาง ประชากรคือผู้บริหารสถานศึกษา และครู สังกัดกระทรวงศึกษาธิการ ในจังหวัดลำปาง จำนวน 4,515 คน กลุ่มตัวอย่างที่ใช้ในการศึกษา จำนวน 400 คน เครื่องมือที่ใช้รวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการริเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุคูณ ผลการวิจัย พบว่า ปัจจัยด้านระเบียบกฎหมาย มีผลต่อการตัดสินใจถ่ายโอนสถานศึกษา มาสังกัดองค์การบริหารส่วนจังหวัดลำปาง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนปัจจัยด้านลักษณะโครงสร้าง ด้านบุคลากร ด้านงบประมาณ ด้านอาคารสถานที่ ด้านวัสดุอุปกรณ์และเครื่องมือ และปัจจัยด้านการบริหารจัดการ ไม่มีผลต่อการตัดสินใจถ่ายโอนสถานศึกษาของผู้บริหารสถานศึกษา และครูสังกัดกระทรวงศึกษาธิการ ในจังหวัดลำปาง

The research objectives were to study the factors affecting the decision to transfer educational institutes to be under Lampang Provincial Administrative Organization The population were 4,515 educational institutes’ administrators and teachers under the Ministry of Education in Lampang Province. The sample group was 400 officials. Instrument used to collect data was questionnaire. The statistics employed to analyze data collected were frequencies, percentage, mean, standard deviation and multiple regression analysis, using computer program. The research results revealed that legal and regulation factors affected the decision to transfer the educational institutes to be under the responsibility of Lampang Provincial Administration Organization with the .01 level of significance. The factors of structural characteristics, personnel, budget, facilities, materials and tools, administration and management, did not affect the transfer decision of educational institutes’ administrators and teachers under the Ministry of Educational in Lampang Province.
