Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาพฤติกรรมทางการเมืองของนักเรียนนายร้อย โรงเรียนนายร้อยพระจุลจอมเกล้าปีการศึกษา พ.ศ.2556 (2) ศึกษาพฤติกรรมทางการเมืองของนักเรียนนายร้อยที่มีผลต่อพัฒนาการทางการเมืองไทย และ (3) ศึกษาปัญหาและอุปสรรคในการแสดงพฤติกรรมทางการเมืองของนักเรียนนายร้อย
การศึกษาวิจัยในครั้งนี้ประกอบด้วยการวิจัยเชิงปริมาณและเชิงคุณภาพ โดยการวิจัยเชิงปริมาณ จากนักเรียนนายร้อย ชั้นปืที่ 1- 4 รวมจำนวน 797 คน สามารถเก็บตัวอย่างได้ 590 คน เครื่องมือวิจัยใชัแบบสอบถามและการวิเคราะห์ข้อมูลทางสถิติเชิงพรรณนา ได้แก่ ค่าเฉลี่ย (x) ค่าร้อยละ (%) ส่วนเบี่ยงเบนมาตรฐาน (SD.) และค่า
สัมประสิทธิ์สหสัมพันธ์แบบเลียร์สัน การวิชัยเชิงคุณภาพใช้การเลือกกลุ่มตัวอย่างแบบเจาะจง จำนวน 9 คน ได้แก่รองผู้บัญชาการ รร.จปร. จำนวน 1 คน อาจารย์ประจำกองวิชากฎหมายและสังคมศาสตร์ จำนวน 2 คน นายทหารปกครอง กรมนักเรียนนายร้อยรักษาพระองค์ จำนวน 2 คน และผู้แทนนักเรียนนายร้อยแต่ละชั้นปี ชั้นปีที่ 1-4
จำนวน 4 คนเครื่องมือวิจัยใช้การสัมภาษณ์และวิเคราะห์เชิงพรรณนา
ผลการวิจัย (1) พฤติกรรมทางการเมืองของนักเรียนนายร้อย จากการวิจัยเชิงปริมาณ พบว่ามีการแสดงออกพฤติกรรมทางการเมืองอยู่ในระดับปานกลาง (x=3.29) โดยแสดงพฤติกรรมการมีส่วนร่วมในกิจกรรมการเลือกตั้งมากที่สุด (x=3.99) และการวิจัยเชิงคุณภาพ พบว่านักเรียนนายร้อยแสดงพฤติกรรมการมีส่วนรวมใน
กิจกรรมการเลือกตั้งมากที่สุด เป็นผลมาจากการสนับสนุนของ รร.จปร. เพื่อตอบสนองนโยบายของรัฐบาล และป้องกันการเสียสิทธิทางการเมือง (2) พฤติกรรมทางการเมืองของนักเรียนนายร้อยที่มีผลต่อพัฒนาการทางการเมืองไทย จากการวิจัยเชิงปริมาณ เมื่อพิจารณาค่าสัมประสิทธิสหสัมพันธ์แบบเลียร์ลัน พบว่าพฤติกรรมทาง
การเมืองของนักเรียนนายร้อยมีความสัมพันธ์ทางสถิติอย่างมีนัยส์าคัญที่ระดับ 0.01 กับพัฒนาการทางการเมืองไทยไปในทิศทางเดียวกัน ทั้งด้านความเสมอภาค ด้านการ สรัางวัฒนธรรมทางการเมืองแบบมีเหตุผล และความสามารถในการปรับตัวของรัฐบาล ตามลำดับ และการวิจัยเชิงคุณภาพ พบว่าพฤติกรรมทางการเมืองจะมีผลต่อพัฒนาการทางการเมืองไทยในทุกๆ ด้าน การมีส่วนร่วมในกิจกรรมการเลือกตั้งจะมีผลต่อการสรัางวัฒนธรรมทางการเมืองแบบมีเหตุผลมากที่สุด เพราะต้องใช้เหตุผลในการตัดสินใจ และผู้ที่ได้รับเลือกก็ต้องใช้เหตุผลในการทำงาน จากผลการวิจัยทั้งสองแบบพบว่ามีความสอดคล้องกัน โดยพฤติกรรมทางการเมืองของนักเรียนนายร้อยจะมี
ความสัมพันธ์เชิงบวกกับพัฒนาการทางการเมืองไทย และ (3) ปัญหาและอุปสรรคในการแสดงพฤติกรรมทางการเมืองของนักเรียนนายร้อย ได้แก่ ด้านตัวนักเรียนนายร้อยที่บางส่วนยังขาดความเข้าใจและมีทัศนคติเชิงลบต่อการเมืองแบบประชาธิปไตยข้อจำกัดด้านเวลาเพราะต้องฝึกศึกษาตามหลักสูตรที่เน้นการสร้างนายทหารอาชีพใน
บทบาทผู้พิทักษ์ประกอบกับสภาพสังคมนักเรียนนายร้อยที่มีแบบแผนในการดำรงชีวิตและต้องทำตามระเบียบปฏิบัติประจำวัน ด้านระบบและธรรมเนียมทหารที่ต้องยึดถือ และการปฏิบัติตามกรอบนโยบายของผู้บังคับบัญชาที่ไม่เอื้ออำนวยต่อการมีส่วนร่วมแบบประชาธิปไตยเท่าที่ควร
The objectives of this thesis were to (1) Study on political behavior of the Chulachomklao Royal Military Academy cadets in B.E.2534 academic year. (2) Study on political behavior of the Chulachomklao Royal Military Academy cadets that affected to Thai’s political development. (3) Study on problems and obstacles in the expressions on the political behavior of the Chulachomklao Royal Military Academy cadets. This thesis is study by using quantitative research and also qualitative research too. The quantitative research could take the 590 samples from 797 cadets that are study in year 1st to year 4th in the academy. Questionnaire and data analysis descriptive statistics viz. average (x), percentage (%), standard deviation (SD.) and Pearson's Correlation Coefficient were used as a research tools. As for the qualitative research applied the selected 9 specific samples as Deputy, Commandant Chulachomklao Royal Military Academy, 2 samples of the teacher attached in law and social division, 2 samples of the administration staff officer attached in King’s Royal Guard cadet department and 4 samples representative cadets from year 1st to year 4th were used as a research tools in the interview and data analysis descriptive statistics. The research results show (1) The quantitative research found that the expressions on the political behavior of the Chulachomklao Royal Military Academy cadets is in the moderate level (x = 3.29) and theirs most important action is the participation in every political election (x"= 3.99), in the part of qualitative research result shows that the most important action on political behavior of the cadets is the election participation too, as a result of the Academy’s support to response the policy of the Government and to prevent a loss of their political right. (2) The quantitative research show that the political behavior of the Chulachomklao Royal Military Academy cadets has affected to Thai’s political development in the same direction. Because the results of the correlated statistically significant is at the 0.01 level considered by Pearson's Correlation Coefficient whether respectively progress of the equality, the reasonably created political cultures and the ability of the Government adjustment. The qualitative research found that the political behavior has affected to all part of Thai’s political development. The elective participation will be most influence on reasonable politics culture creations further more. The politics have to reasonably consider no matter who was elected.The both research results are mutual consistency that the political behavior of the Chulachomklao Royal Military Academy cadets will have a positive impact on Thai’s political development. (3) The problems and the obstacles that effect on the political expression of the cadets were the misunderstanding and negative attitudes toward democratic system, time restriction, and the limitation of the cadets social, the discipline and customary practices and the respect to comply with the policies of their superiors.
