Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดาของสำนักงานสรรพากรพื้นที่สุรินทร์ (2) เปรียบเทียบระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดา ของสำนักงานสรรพากรพื้นที่สุรินทร์ โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) แนวทางการพัฒนาคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดา ของสำนักงานสรรพากรพื้นที่สุรินทร์การศึกษาค้นคว้าครั้งนี้เป็นการวิจัยเชิงปริมาณ ประชากรที่ใช้ในการศึกษาครั้งนี้ ได้แก่ ประชาชนผู้มีหน้าที่เสียภาษีเงินได้บุคคลธรรมดาของสำนักงานสรรพากรพื้นที่สุรินทร์ จำนวน 96,073 คน กลุ่มตัวอย่างจำนวน 400 คน โดยใช้สูตรของทาโร่ ยามาเน่ ใช้วิธีการสุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้ในการวิจัยครั้งนี้ ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษา พบว่า (1) ระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมคา ของสำนักงานสรรพากรพื้นที่สุรินทร์ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านความเสมอภาคและด้านความประหยัด มีระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดา อยู่ในระดับมากที่สุด ด้านความถูกต้อง ด้านความรวดเร็ว ด้านความสะดวก และด้านความทันสมัย มีระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดา อยู่ในระดับมาก (2) ประชาชนผู้มีหน้าที่เสียภาษีเงินได้บุคคลธรรมดาที่มี เพศ อายุ สถานภาพ ระดับการศึกษา อาชีพ และรายได้ต่อเดือนต่างกัน มีความคิดเห็นต่อระดับคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดา ของสำนักงานสรรพากรพื้นที่สุรินทร์ ต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) แนวทางการพัฒนาคุณภาพการให้บริการจัดเก็บภาษีเงินได้บุคคลธรรมดาของสำนักงานสรรพากรพื้นที่สุรินทร์ มี 3 ประการ ได้แก่ 1) ควรลดขั้นตอนการตรวจสอบเอกสารการขอคืนภาษีเงินได้บุคคลธรรมดาให้สามารถคืนได้อย่างรวดเร็ว โดยให้เชื่อมข้อมูลระหว่างส่วนราชการและเอกชนมากขึ้น 2) ควรจัดหาสถานที่จอดรถให้เพียงพอต่อการให้บริการผู้เสียภาษี และ 3) ควรมีการประชาสัมพันธ์ถึงกำหนดการชำระภาษีในแต่ละปีอย่างต่อเนื่องและสม่ำเสมอ เพื่อช่วยให้ผู้เสียภาษีไม่ต้องเสียค่าปรับและเงินเพิ่มจากการยื่นแบบฯ เกินกำหนดเวลา
The objectives of this study were to: (1) study the level of service quality of personal income tax collection, (2) compare the level of service quality of the personal income tax collection by personal factors and (3) propose guidelines for improving the level of service quality of personal income tax collection of Surin Area Revenue Office. This study was a quantitative research. The population of this study was 96,073 taxpayer who paid personal income tax of Surin Area Revenue Office. 400 samples were determined by using Taro Yamane formula and selected by accidental sampling method. The tool for data collection was the questionnaire. Data were analyzed by applying frequency, percentage, mean, standard deviation, t-test, F-test, and One-way ANOVA analysis. The results of the study revealed that: (1) the overall of the service quality level of personal income tax collection was at high level. Considering each aspect, equality and economy had the highest level of service quality. In addition, accuracy, rapidity, convenience and modernity had the service quality at high level (2) Different gender, age, status, education level, occupation and income had different opinions toward the service quality level of the personal income tax collection with statistical significance at .05, And (3) There were 3 guidelines for improving the level of service quality of personal income tax collection of Surin Area Revenue Office as followed; 1) Reducing the document checking processes of the personal income tax refund by linkage data between public and private sector in order to be able to return tax refund rapidly 2) Providing enough parking space for taxpayer and 3) Providing public relations regards to tax payment schedule each year continuously and regularly in order to assist taxpayers to avoid paying fine and surcharge due to an overdue personal income tax filing.
