Abstract
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริการห้องสมุดในโรงพยาบาลของรัฐเขตภาคเหนือ 2) เพื่อศึกษาบทบาทของบรรณารักษ์ในโรงพยาบาลของรัฐเขตภาคเหนือ และ3) เพื่อศึกษาปัญหาการบริการห้องสมุดของโรงพยาบาลของรัฐเขตภาคเหนือ ผลการวิจัยพบว่า 1) สภาพการบริการห้องสมุดในโรงพยาบาลของรัฐเขตภาคเหนือส่วนใหญ่มีการบริการยืมคืน รองลงมาเป็นการบริการตอบคำถามและช่วยการค้นคว้าและบริการสารสนเทศทันสมัย โดยห้องสมุดทุกแห่งมีการดำเนินงานสอดคล้องกับมาตรฐานห้องสมุดโรงพยาบาล 2007 ของสมาคมห้องสมุดการแพทย์ทั้ง 11 ข้อ มีเพียงข้อเดียวที่ไม่ตรงตามเกณฑ์ คือมาตรฐานที่ 9 ด้านข้อมูลฐานความรู้ให้บริการสำหรับเจ้าหน้าที่คลินิกตลอด 24 ชั่วโมง ตลอด 7 วัน ซึ่งห้องสมุดแต่ละแห่งเปิดให้บริการในวันและเวลาที่แตกต่างกัน 2) บทบาทของบรรณารักษ์ในโรงพยาบาลของรัฐเขตภาคเหนือ พบว่า บรรณารักษ์ทุกแห่งปฏิบัติงานทั้ง 3 ด้าน คือ ด้านการบริหาร ด้านการบริการ และ ด้านงานเทคนิค ส่วนบทบาทที่ปฏิบัติงานน้อยคือ ด้านการบริการชุมชน และ 3) ปัญหาการบริการห้องสมุดของโรงพยาบาลของรัฐเขตภาคเหนือ ส่วนใหญ่เป็นปัญหาด้านบริหารและวิชาชีพ เช่น นโยบายบุคลากรและงบประมาณ รองลงมาเป็นปัญหาด้านเทคโนโลยีสารสนเทศที่ห้องสมุดขาดความพร้อมในการบริการด้วยระบบห้องสมุดอัตโนมัติและห้องสมุดดิจิทัล และผู้ใช้บริการขาดทักษะการสืบค้นข้อมูล และการใช้สารสนเทศ
This study aims to 1) study the provision of library services, 2) study the roles of librarians in library services, and 3) study the problems of library services at public hospitals in the northern region of Thailand. This was a qualitative study. The key informants were 17 professional librarians in 12 public hospitals in the northern region of Thailand. Data were collected via telephone interview. The research instruments were a data recording form and a semi-structured interview form. The data analysis method was inductive content analysis. The research findings were as follows: 1) most libraries in the northern region offered circulation services, followed by reference services, and current awareness services respectively. Most library services met 11 criteria of hospital standards of Medical Library Association’s "Standards for Hospital Libraries 2007", except ‘Standard 9 Knowledge Base Information’ (KBI). This standard stated that the library services should be available for hospital staff 24 hours a day, 7 days a week. However, this cannot be complied with because each library had different opening hours. 2) The librarians in all public hospitals took three different roles: administrative, services, and technical, with some slight opportunity to work in community service. And 3) most library service problems were administrative and professional-related, including a personal policy and budget, followed by the information technology-related problem in which the libraries were not ready to provide services through the automated library system and digital libraries, and the users’ lack of skills in information-searching and information use.
